Correlation is Not Causation

  • The vast majority of Chicago bike tickets still go to cyclists in black neighborhoods, despite past criticism by community and cycling advocates that enforcement is uneven across the city.

    In 2017, about 56 percent of all bike tickets were issued in majority black neighborhoods, compared with 24 percent in Latino neighborhoods and 18 percent in white neighborhoods, according to Chicago police statistics. Blacks, Latinos and whites each make up about a third of the city’s residents, according to the U.S. Census.

    A Tribune story last year found similar results between 2008 and 2016. Nine out of ten tickets are for biking on the sidewalk.
So the Tribune and assorted aldercreatures aren't going to be happy until the ratio of tickets exactly matches the racial makeup of the city? Seriously? If we sat and thought about it for a week, we couldn't come up with a dumber conclusion than these morons obviously have.

How about this - most of the lawbreaking occurs in a certain portion of the city and therefore, enforcement efforts will be heavier where the lawbreaking is more obvious? Has anyone seen the homicide count for the past 50 or 60 years? Should the Department ignore the homicides until such time as they level out racially across the city? We don't think that idea would fly in the "community."

How about this?
  • Some communities that saw high numbers of bike tickets, such as Austin and North Lawndale, are also disproportionately affected by severe traffic crashes, according to the city’s transportation department. Six of the city’s seven 2017 bike fatalities occurred on the South and West sides
Gee, would that be because bike riders aren't obeying the rules of the road?

Now, should tickets be the only option? Probably not. Aren't there any education initiatives underway to educate the public about how a bicycle is required to be ridden in and around traffic? Because it's a vehicle in traffic according to Illinois State Law, required to obey the Rules of the Road. It isn't "I'm a bike and I can do whatever I want." That's a good way to get a ticket....or get killed.Rahm has spent how many millions on bike lanes and bike stations in the "under-served" areas of the city, so is it too much to expect those areas to obey the actual law?

There is now way to help people that will just disobey the law anyway. Riding bikes, carrying guns, killing people, robbing people, jacking people......there are already laws in place. You cant make or educate someone into being a good citizen. It takes upbringing.

As kids, a bike was low on the list of being cool.
Nowadays, for the adults, it's a form of rebellion.
An "I've arrived" moment meant to piss off fellow
Blacks and of course The Man. Just begging to
get pulled over and hit the lottery.
Serial offenders should have their bikes impounded
and their rights to ride revoked.

Couldn’t it also be the number of officers assigned to a district or area? More officers, more enforcement only stands to reason
Geographically, 016 is probably equal to size as 011 and 015 combined but the number of officers in 016 is what about a fifth of the officers in 011 and 015

In the interest of restoring equity to their version of the justice system, let all who define themselves as being unjustly not prosecuted/persecuted step forward and volunteer to take the civil and criminal hits for these many, many unjustly prosecuted/persecuted minorities.....

Step Up, oh unjustly NOT ticketed privileged believers, and demand that unjustly issued ticket be imposed upon YOU!

Step Up, oh NOT unjustly prosecuted/persecuted, NOT criminal indicted privileged believer, and take that indictment upon YOUR privileged self, for the purity of the purpose of EQUITY!!!!!

Well just give them what they want. Every day, every shift, one-third of all Officers on duty should work in one of the black, white, or hispanic communities.
When a ticket is written in one community, no more will be issued until someone in each of the other communities is cited.
Murder case, well, some will just have to wait for two more murders to happen.
Oh, and make sure the race of the Officer matches the community he/she is working in, can t allow any racial bias (diversity?) to influence an Officer's decision.

Something I figured out as a child - Assclown behavior or conducting myself in a way not fitting with social norms attracts negative attention. My solution for not getting in trouble was simple - reduce my own asshole behavior AND/OR stop acting like an asshole when a cop/teacher/parent/coach was watching me.

It’s worked great!

Having moved from a white neighborhood on the north side to a black neighborhood on the south side, the amount of assclown behavior I’m witnessing has gone up substantially. Don’t cross between cars on the CTA. That sign must have been meant for someone else. Empty pack of cigarettes? Just throw it from the platform - much more fun than using that trash can you’ll be walking past to exit the station anyway. No smoking on the train? They must have just meant cigarettes - weed is fine. Smoke up!

So what?

Well, any of this stuff can win someone a ticket. But I didn’t see this on the white north side. I live it everyday on the black south side.

See what happens when you flood high crime neighborhoods with police they pick on the citizens not following the unfair laws. Big question is how are you able to write bike tickets with the no chase policy in effect. Please don't tell me your chasing down the offending bikes, can't wait for the first big check the city writes to someone run over by the police. Shame on you picking on the underprivileged and misunderstood community residents. It's racist for sure no question about it. No more enforcing bike laws in minority neighborhoods. Just another thing to turn your backs on when on patrol in community. Lets see no traffic stops, no chase stolen cars, no more tazers, no shooting at autos since they are not weapons, and finally definitely no shooting at community members no matter what. Just why are all the resources being wasted in the high crime communities since the police are handcuffed from doing their job. Unless their real job is filling out reports, which seems to be the case these days.

Another contributing factor worth considering is the deployment of police officers. Districts with high rates of violent crime, which in Chicago are typically black neighborhoods, have the highest concentration of police and are urged to produce activity. Take the 011th District for example. You have 15 beats which rarely experience a "down car" status (unless comp time is used late in the shift), traffic cars, rapid cars, plain clothes cars, 6 teams (4 on tac, 2 on the watch), VRI (at the time these tickers were written), VRE, Saturation, Gang Teams, Narcotics, Gang Investigations, and anyone driving to and from Homan Square. Of course this area, which receives proportionately far more in police service than it contributes in tax dollars, will have more tickets of all kinds than 016 which struggles to man its beat cars.

Most instances, the bike ticket establishes Probably Cause for the stop which leads to a drug or gun arrest. That is what the media is missing. The complainers are making it seem like the cops are writing tickets to people riding bikes to their friggin jobs.

Went to Dr at Weiss on Fri morning during snow. Got off LSD at Montrose and bike path was clean to the pavement and salted. In the meantime the streets by the hospital including the emergency room were so thick with snow you couldn't turn unless you were going super slow. Priorities.

When 016 and 022 get the same number of police officers as they have in 007 or 011 then the beefers will get the same number of tickets. Simple mathematics.

How are they going to learn. The BC do not want anyone enforcing laws. The children don't go to school starting as early as 8 years old. They get caught stealing cars, phones, etc.
They go to court and are released. Get caught again released, etc..... Then they are adults and they wind up getting killed in the commission of a violent crime and their family is outraged. Where was the outrage when the kid was not going to school? That's where the problem starts and gets worse from there!

It's not just the city, unfortunately. One of the big stories on WBBM on Friday was about carjackings and auto thefts in Park Forest. They interviewed the police chief, who outlined some of the strategies they were going to put into effect to combat the rising wave of thefts.

More patrols, you might ask? Maybe better technology for catching the thieves?

No.

Their plan is to write tickets to owners of cars left unattended, and if the car is running, to take the keys out of the car and leave them at the police station.

Leaving aside the stupidity of walking away from a running vehicle for a minute, think about this: their plan to combat skyrocketing carjackings is not to stop the thefts or catch the felons, but to ticket and hassle the innocent potential victims.

That right there is the mindset that's taking over the populated areas of our country.

The owners' of cars left running are not innocent victims. Tort liability follows and it is a crime too. See Ney v. Yellow Cab Co., 2 Ill. 2d 74, 117 N.E.2d 74, 1954 Ill. LEXIS 307, 51 A.L.R.2d 624 (Ill. 1954). The owner of car left with the keys in it does not break the connection between the owners' (or users) actions and the injury. Also, do not leave the keys in the squad car on foot chases or other emergencies. Often in law, liability is imposed on the person who it is most effective or efficient to regulate, in other words, who will or should bear the cost of regulation. This is the car owner, the police, the guy with insurance. Car jacking is still a property crime according to which ex-CPD boss?

Back in the fall of 2017 after I arrived home I took a ride on my bike in the west end of 008.
I had lights on the front and back of the bike, as well as reflective clothing. As I was riding down a residential street with the flow of traffic , and on the right side of the road. I was cutoff by and unmarked with 2 Millennials in the car, who then asked me for ID. I looked at them and asked them, Excuse me officer, but what was I doing wrong? One of them told me It was late out and I looked suspicious. I laughed out loud and said, Ok I will show you my ID. I showed them my ID and Star. I then told both, next time you cut me off like this, I might not be able to stop and might roll right over your squads hood and need medical attention. I told them to have a nice night and by the way kids, there is a camera mounted on the front of my bike. I then continued my ride and when they call me for an upgrade, make it a misdemeanor kid.

I can’t seem to wrap my mind around this one. I’ve worked on the south and west side my whole career. I’d say compared to every other community the majority of the people are peaceful, non-confrontational, law-abiding, hard working, honest and caring people. Compared to north side neighborhoods, where people are just doing whatever they want, I don’t know how my cohorts could even find a soul to ticket or arrest in the south or west side. Those north-side neighborhoods though...man, just out of control. They turn this city into a war zone
