Politics as Usual

Shenanigans going on at Personnel:
  • The “second chance” psych results for candidates that were re-evaluated had a higher “PASS” outcome than the city anticipated.

    Now, S(t)upEd has a pile of “dog shit” candidates that should not be on this job (thanks to Eddie Burk and his desire to get his wife’s guy from her State of IL security detail on the job after he failed the psych test earlier this year). The final numbers/results are in but the City is holding their files until they figure out what to do with this load of crap.
The psych portion of the entry process had been "tweaked" by Tracy Ladner in years past, resulting in most people with a military or CPD background being rejected. A number of lawsuits were filed, but we aren't sure of the status of any of them. Now someone connected gets flagged, and a retest reveals a boatload of people labeled as "unfit" are actually provable "fit for duty."

Being former military does not necessarily mean you have the skills and wisdom to be a police officer in the City of Chicago. I supervise several veterans and half are ok coppers while the other half are over armed, lack critical reasoning skills, and have zero interpersonal skills. They might be great as game wardens in Wyoming but will never be effective agents of change and community policing in Chicago. As far as the offspring of cops they are some of the biggest knuckleheads I have been forced to work with and supervise. They didn't get a merit promotion but because of famililial ties they received top promotional scores that could not have been obtained through superior job knowledge or actually locking folks up on a consistent basis. I am a proud sergeant and a veteran of two of the most rugged districts on the south side as well as a past member of the JTTF. My Dad was a bus driver and my Mom a homemaker. Not having a police background gave me a very serious competitive advantage of the military/prior police set. I actually worked and studied hard to get my undergrad and I have a far more developed sense of empathy and what it takes to be a community policing professional. We need more Englewood and Fillmore Rangers who are ready to actively engage in communities, be role models, and stand for justice not wannabe over armed Tackleberrys. As for me I still carry my old model 66 with one speed loader and a wise mind behind them. I wouldn't dream of having a rifle and pistol with 30 found clip........

My college educated kid in his late 20's with a good job resume was rejected during the Ladner regime. He told them his parents were the police (non clouted). He called them trying to get information and they blew him off. I would be interested in hearing about or joining any lawsuit.

There is no leaway with the MMPI. It's a True/false test. People trying to get on this job are being honest. So when a question is posed as, "I have smoked marijuana," even if they smoked it 20 years ago, they answer yes. Another example, "once in a while I think about things too ba to talk about." Eveybody does, but if you answer true, they think you are a head case. Also, many of the questions are repeated, but worded differently. S you might not answer it the same. If this happens, they look at you as a liar. I actually was told I was "Not acceptable" but was givine the option to come down and talk to the dept shrink. Once I explained my answers (which were related to my parents nasty divorce), she was like, "Oh, ok."

I know a good, perfectly normal kid who failed the psych earlier this year. Hes as solid as they come, and has wanted to be the police since childhood. Has a four year degree in criminal justice from Western. What's his problem??? The only thing I can figure is that he is white. So he went for the 2nd chance psych evaluation over two months ago and hasn't heard anything since. Now it all makes sense.

It's funny, the Department can't get enough good people to take this job, then when they get one, they wash him out because him or her aren't the right color. Unbelievable!

SCC, your post is a little confusing. Are you saying these candidates were legitimately excluded as unfit, or they were improperly zeroed out because they were targeted? If the latter, then what does it matter if a law suit or a call got the improper exclusions "reversed?" A call would help a few, but it sounds like there was a "1990's" style blanket exclusion going on and it should have been made right. By the way, anyone know or care to comment on who handled the law suit way back then that reversed that travesty?

The Shitty has paid in the past when their manner of "arbitrary" and politically selective hiring has been caught. And it may well happen again over the Psych and Polygraph Testing. Some of my former students have failed Shitcaga testing, but been hired by other Agencies with more stringent, but Fair hiring practices. And remember, the use of the Polygraph is something that did not come into use here until Superintendent Weiss. The Police Entrance exam is being given on an almost annual basis, and the reason is simple: CPD cannot reach its goals of hiring Black Male Officers. That is the reality that nobody wants to admit. When it is being proven that the scores are being manipulated; We the taxpayers will be whipping out the checkbook, again to pay damages to applicants. The Shitty never seems to learn Baby "G"

When I came otj part of our psych test was to draw a picture (no stick figures) of a man and a picture of a woman. We also had to draw a picture of a man standing in the rain. I guess they wanted to see if we would give him an umbrella.

I never served in the military, but I have tremendous respect for those who honorably have. However, having military experience does not make you better qualified to be a civilian police officer. Certainly not, as OP has stated, in 2017 in Chicago. In fact, the - admittedly limited - studies of military experience and police work show no correlation between that military experience and success as a police officer (note, however, that one study out of the NYPD showed that former Marines used more force than non-military).

To use a hackneyed phrase, some of my best friends were in the military. But, you know what, it didn’t make them better coppers. As a very experienced manager in this organization, I think the best pool of candidates comes from the college educated who have had a full-time job for a couple of years.

Is this just another lowering of standards or a re-arrangement just so unqualified individuals can be a cop? I've no doubt every law enforcement agency in the country, big and small, has it's problems, but when liberal politicians are stirred into the mix, it really makes a nasty shit stew and a piss poor place to live.

true. there was one question ..."I get overwhelmed when life gets too stressful" or something along those limes. I answered "true" - note: I didn't say I was forced to drink a bottle of draino. I had just gone through a divorce and was very young. It was an honest answer. But I also had to come in an explain it.

Dan Herbert handled the lawsuit against Ladner and did a horrible job. He was too i interested intheVan Dykje case and didn't prepare, he has an awful win loss record. Might be good to use for a real estate closing. My relative is doing good in the burbs.

I don't think anyone is saying that former military or family members of coppers are better qualified than anyone else, though I would tend to believe that former military are already used to discipline and a chain of command. They are being classified as unfit based on their veteran status or being a family member of a cop. That is wrong no matter how you look at it. You also strike me as a tool. "Engage the community?" Seriously? "Wouldn't dream of having a rifle and pistol with 30 round clip?" You sound like a social justice warrior who engages in verbal judo. Also, it's called a MAGAZINE, not a clip. How any seasoned copper can make that mistake is beyond me.

OT. Why was the news stating that ALL CPD officers have now been issued body cameras. All.....with the number being reported as 7,000. So does that tell us that the full staffing that the 9 digit midget has been telling the media, and the media ran with has been BS from the get go? From 12,000 to full staffing at 7000? For some, the undisclosed open enrollment for sorting and pick & choose candidates, there was a second chance.

(Psychologically thinking or physically being Caucasian is a medical condition determined through genetics, therefore shouldn’t be used to determine hiring, which the City requires to establish a majority of diversity.)

The Burke guy is going to move up the ranks fast, that’s a guarantee and no bs test score is going to determine that.

Came on the job many years ago. During the background investigation the Detective that came to my home to interview me told me that because my Dad was on the job I would be found psychologically unfit. He told me not his choice, policy. He then told me to appeal the ruling and request a hearing. I did and was directed to go to an office on Michigan Av where I was interviewed for less than 5 minutes by a psychologist. He asked me if I knew why I was there and I replied "No". He stated that he did know why either. Asked me my personal background info and that was it. Hearing Officer told the City that she was sick and tired of having to adjudicate cases like mine and that I would be recommended as fit for duty. Here I am 28 years later. If denied due to psych test; APPPEAL!

My college educated kid in his late 20's with a good job resume was rejected during the Ladner regime. He told them his parents were the police (non clouted). He called them trying to get information and they blew him off. I would be interested in hearing about or joining any lawsuit.

Isn’t there a test this month and wasn’t there a test earlier this year. Now that Ladner is gone if he took either of those tests and with this latest development, that might be the way to go

I would like to respond to "Anonymous", who supervises veterans and feel they are not good, "Agents for Change." The mere use of that term sounds like a Merit Promotion or serious Kool Aid drinker. I too supervised veterans and found them to be far more disciplined and more mature than their non-veteran counterparts, many of whom were working their first real job, but still sleeping at their parents home. My veterans were of all races and genders, including Gay veterans. Now granted I will admit that I too was a veteran and came on at a time when much of the Department was veterans due to the Draft which ended in the mid 70's. Many of my bosses back then were veterans, and the ones who were not received deferments because they were either clouted or not physically fit to serve. The Police have historically been "Agents" for the maintenance of peace, stability and order. In "Communities", which is code word for Black neighborhoods, there is great instability, and they continue to blame racism for unemployment and single parent, usually the mother households. Since the Civil Rights Act of '64 many minorities have come to Chicago, unable to even speak English; yet they thrived. On the Northside the Vietnamese, Cambodians and Thais are prime examples. Changing the way people live and their values is not the role of the police, and if you think that is your role, then you are destined for failure, or a job as an instructor at the Academy! Other forces in society must assume responsibility for Sociological "Change", and those are elected officials, clergy and educators. Unfortunately in Chicago, Educators, Clergy and Elected Officials are often compromised by Money and Power. I feel badly for officers who are supervised under your authority, because you have an attitude and arrogance, that supervisors should not have. You are not all that "Special". In fact you are just another cop, with the Privilege and Opportunity of guiding and protecting other cops and residents from the evil members of society. After all is said and done, the "Community" will Never really trust you, and will continue to detest you because you represent authority and Power, that they do not really have, yet. Good Luck, and I hope you have the opportunity to encounter a couple of "Community" members high on drugs and with a desire to harm cops. I've worked with several people from Western. You would have been just the same getting a degree in farting from any accredited school. It has nothing to do with working the street. I had a master's degree before I got on the job. Unless you answer your calls, take your paper and do your job day in and day out...no one cares. We can talk my degrees when I'm interviewing, trying to move up..otherwise it's a tool not a defining characteristic. I met plenty of idiots in the Army, more in college and still more on the job.

I remember back in '94...The second chance Psych classes were nothing but trouble. The spitball class that got their stars taken away the week they got them. One of the Austin 7 was a reject. Lots of druggies, and off duty incidents requiring firing. Some of them are retiring now. Never should have been the Police....its the same old story, same old song and dance...

Two are Army Rangers, one is Airborne 82nd, and the other is a Marine Sniper. All served in Afghanistan or Iraqi. Fuck this Mayor and the Department, my sons are doing very well, and I'm glad they are not on this bullshit police department. Lastly, they all have their concealed carry and have taken the time to learn when and not to use deadly force.
All four turned out well, people I'm blessed. Stay Fetal and safe, this City, the CPD, is not worth it.

Being prior military myself I can tell you for fact the individuals commenting pro carrying M4's, extended clips, and other "sexy"(read: non functional) gear were either never deployed or deployed but never conducted any patrols. Would have called them POG's but even POG's patrolled from time to time. These heros were in the rear with the gear. High speed Rangers and mariners.

Glad they all turned out well and you should be proud of them. If they are still young enough have them take the CPD test
Think of it this way. Prior to going into the military, what would have happened if they were told. No the marines and army won’t take you. Would they have said OK and not applied. I would hope not. Same applies to the CPD
Also several of my police friends have kids that are in the academy, waiting to enter the academy after passing all the test and several who have completed the academy in the last few years

103am sounds like the female Sgt. from 003. Throwing out everywhere SHE has been and everything she has done while trying to have a CAPS meeting at a 10-1 when one of her own officers was in trouble. I’m more than happy to engage the “community” whenever. I’ve helped more black people hispanic people Asian people white people whatever by doing thorough POLICEWORK without bias to color and locking up who needed to be in jail, making sure my paper was lock tight, phoning the state and dealing with their retarded bullshit, then following through by going to court and trying to not get bitter when the work barely ever results in jail time for some “community members” that really need to be in jail.

True policemen and women police without regard to color, and do the job fairly and consistently no matter what color the offenders are. It may be coincidence that 80% of the violent crime can be attributed to one demographic, who also represent that figure out of proportion to their representation in the community as a whole. If you really want to do some good sarge, identify why this anomaly is occurring. I would be willing to bet that an explanation as simple as skin pigmentation of the police department or the community is not the cause of this issue. Hence, why you cannot are the world through the lens of color first, everything else second and expect to be an effective police officer, no matter which community you serve.

Dan Herbert handled the lawsuit against Ladner and did a horrible job. He was too i interested intheVan Dykje case and didn't prepare, he has an awful win loss record. Might be good to use for a real estate closing. My relative is doing good in the burbs.

Not only that, he got paid upfront and had little urge to win. He required a retainer upfront from each person in the class-action, and also required 1/3 of their first years salary if he won. I've never before heard of both! The required retainer indicated he had little confidence in a positive outcome.

And when they are home and looking for a job, just have them pick one off the tree in the backyard because good paying jobs with benefits are so plentiful, they are growing on trees. You might want to think twice.

I've already heard of at least 2 second chancers getting into the upcoming Jan 2018 academy so I think the city is slowly releasing results.
