Inefficient Use of Manpower

If you receive specialized training - and a pay raise - from the Department, you really shouldn't be shoehorned into an office doing things that a PO or even a civilian, is more than qualified to do. We'd even go as far as to say if you aren't performing the job you were trained to do, you shouldn't be getting that pay grade.

Yeah, we're talking about the Evidence Techs as we had to wait a few hours the other day for one and there were like eight available citywide with a backlog reaching two pages. The ET who arrived mentioned that the administrative office was full of house mice who were full-duty, fully trained ET's, but who never set foot outside.

Why train someone who isn't going to do the job? You want to be a secretary, fine, but don't take a spot from someone who might actually want to do the job. Hey Ed, didn't this come up in the "efficiency study" a few years ago?

You gotta be fucking kidding??? I know the department hides a ton of people inside but trained ETs at higher pay sitting inside doing desk work? This I didn't expect especially since ETs are short. This is something the media should look into. What a waste of taxpayer money. Who's the exempt boss that allows this?

A lot of districts still have p/o’s in radio rooms on the desk and in lock up. That’s about an extra 3 cars for the watch to utilize. Can’t a civilian pass out radios? I thought civilians do the desk functions, and lock up duties?? Anyone want to comment??

Forensics is overloaded with this nonsense. Overpaid secretaries! They take the job knowing they'll get an inside spot and the others just cry to the commander because they don't want the OT or court time. Don't forget the PFI's that are making SGT'S pay and working inside!!!

The ones that work the street are burnt out and the job is taking it's toll. The non stop bloodshed, death investigations, suicides, abuse cases,etc. The commander and LT could care less about the well being of those working the street. The only ones that attended this year's Christmas party were the house mouses because they have to!

The et commanding officer is a guy confined to a wheel chair. Don't really know the story behind that but what I'm told is that they let him do whatever he wants since no one wants to look like the bad guy telling him no. And yes he does try to put as many people as possible inside. Et are strictly for pr anyway. Less than 1 percent of property crimes are solved by et anyway.

If one does not want to do the job they are paid to do, all one has to do is find a married boss that has children, have an affair with him, get pregnant not once but twice by him, while he's still married, then continue to be an indignant home wrecker. All that's left is to sit back, act like you've earned your spot and look down on everyone else. And that boys and girls is how one becomes a useless house mouse ET.

ONLY .....to have them go straight to Homan Square and be buried some where. I swear, had I known that, I think i'da told them just to stay in the car and process the scene myself....

This has been going on for years under the current commanders watch. He let's his personal FI run the show. They've been hiding the privileged and connected Fi's & ET's in all the sections. Murphy and Dubiel ruined this unit. But since we've never had an OJ moment here no one in the Command staff cares. Only a handful of FI's are left since he killed the position. Ever seen a Total Station or 3D Mapping used? Hundreds of thousands of dollars wasted in equipment and training never utilized to it's potential.

I'm a big fan of SCC, but you're totally wrong on this one. There are NEVER 8 ETs available at any given time. It's a rare day if there are eight ET's working any given watch. Then you have to take into consideration guys in court and units (at least two) assigned to bullshit protests (which there seems to be every other day), etc. That said, there is an over abundance of ET paygrade house mice populating the commanders office, firearms lab, photo lab etc. not to mention a few PFI pay grade (D3) house cats developing pictures and doing "administrative" things (hahahaha) while there is literally one PFI handling jobs and he's on first watch. None of these assholes should be making anything north of patrolman's pay at the most. Armed secretaries and gophers is all they are. We hump from job to job and work our asses off while these desk dollies stay toasty warm and don't have to get their hands dirty. Kind of like every other district and unit I guess.

What about P.O.'s working the front office and caps (ya know...the chosen ones that never work the street)? or the P.O.'s that work in the courthouses signing you in? Shouldn't that be reserved for the merit sgt's? Hire more civilians and get the p.o.'s off the desk and on the street...i thought by hiring civilians that would help take officers off the desk...now we have more than ever working the desk- 1 civilian and 4 p.o.'s on the desk...all because they are being taken care of...yet we have cars that are 99 or down making us short on the street...what a fuckin joke!

Why not hire civilians for the front office and in the CAPS office for less income and put these PO's on the street. We could always use more manpower on the streets. This is poor management !

Even worse is why does every 1 of the ballerinas detail,and the clerks and treasurers detail get sergeants pay,and sergeants pensions while all being 9161 patrolmen? And then they also have the "patrolmen" commanders getting the pay bumpo and pension bump!

I talked to kenny hauser at the pension board years ago they where in agreement and were "looking into it!" But as usual the "Chicago gimme mine" way is still in effect!

The pay bump is 1 thing, but stealing from the epnsion fund should be criminal! Wait so that means that whenever someone puts in an out of grade slip ever little bit more should be pensionable following this model correct! Here is an idea Kevin graham how about a class action lawsuit lets get not just the valet "what red lights we speed through them" rahms detail guys involved! Wait is rahm really leaving soon? The department pressured me to the point of losing my mind to go to limited duty. They refusd to listen to all doctors and the threatened termination. Yes the director of HR DO threatened termination for listening to my doctors while CPD also said I was unfit for duty .

A former pension board member who is a retired officer was sharing my personal health records with anyne who asked. As a matter of fact he continues to do this now while not even on the board in hopes of suceeding KH as chairman. Former Director of CPD HR threatened termination to me if I continued to listen and follow my doctors orders. All this pressure while ignoring the fact while on Duty Disability my career was halted for any possible promotion or who knows what. Point is they do not to recognize the CBA and the union does nothing but lie and deceive. Sorry to the Citizens of Chicago but I need to think of my health and safety. You dont want me working as a Police Officer when I can not protect myself and the citizens.

when I applied to be a cop I did it to lock people up and chase them. I never applied for a job as a secretary. Police Officers are given powers to arrest and detain.

as for the former pension board member ML. Your a total loser. Go hang out with your wife and family your retired. One day you rolled up on a traffic stop to assist . I will never forget it. Sorry to bruise your ego ML but having you assist us was nothing assuring of being safe. As a matter of fact it was a threat. The subject was a rather large guy and had that subject grabbed your pistol from you which would be easy I and my partner as well as you would be dead. the fact you sud to come back to the department after being shot is admirable but selfish . Yeah, let’s give up bid spots to civilians. Have a civilian do the sheets and have the po’s give their time due slips to the civilians who will determine if we have the manpower to spare that day for a day off. Have a civilian hand out equipment and give you a shit car because they’ve never worked the streets and have no idea what a “good” car is and could care less if you have one. What manpower?

In 2008 there were 127 ETs and 43 FIs. Today there is 76 ETs working the street and 1 FI working the street. The ET numbers will dwindle even more in the coming months with new promotions coming.

That is 1 FI working the street along with 76 ETs. All split across three watches. Factor in DOGs, furlough, any medical, and possibly a little CU here and there, on any given day you have possibly 11 at most working the streets. That’s 11 ETs working across the entire city. Driving rental sedans with no emergency equipment, driving half way across the city in traffic. Also factor in when an ET does get there and their 10 year old camera takes a shit, as they do on a daily basis, you now have to wait in hopes the ET can get another ET to drive half way across the city with a working camera to use.

Now whenever a homicide comes in, 2 ETs should be assigned to process that scene. Factor in a couple of homicides a day or even a watch and you can see how it goes down hill fast in seeing an ET at a crime scene in any timely manner. The department is also sending 1 ET at times to homicides because of their complete failure to run the unit properly. That is a recipe for disaster and should never, ever be done. I challenge the department to name 1 police department across the country that sends 1 ET to process a homicide scene.

You now have a dedicated group of detectives who run police shootings exclusively. Wouldn’t you think you would have a group of ETs that would process all police shootings or scene of that nature? A specialized group with great training? A FORENSIC INVESTIGATOR! Well you don’t. It is a roll of the dice and you get whoever is available when the shooting happens. It is not a knock to any ET, but just like any other position, there are ones who are better at their job then others. There are ETs who excel at their job more then others. These are the ones who should be processing these scenes.

Just remember 1 FI and 76 ETs working the streets for the 2nd largest police department in the country which continually leads in homicides and has an ever increasing number of shootings. Pack a lunch and a phone charger cause the time sitting holding a crime scene will continue to rise.

FYI, the city reduced the budgeted ETs from 120 to 100. There are 12 working inside including one who is the Admin E.T. Sgt's daughter who comes to work for 4 hours then works out and leaves everyday. The pseudo Commander in the wheel chair has allowed this to continue throughout his tenure taking care of his inside people while throwing the working E.T.s on the street under the bus. Imagine covering the entire city's violent crime with only 4 or 5 E.T.'s working per shift daily. The remaining PFI's are being eliminated by attrition, the 3 that actually work the street are phenomenal hard working officers that are not appreciated for what they do with little to no support. I think Forensics needs a complete overhaul with new leadership, the status quo there is inefficient and political cronyism at its best. Don't even start to mention the political hack PFI who makes his own hours, has a take home car while not responding to jobs and steals over 80K in OT each year while using the commander's credentials to write himself up for awards in the hopes of that meritorious SGT spot (Herbie K) STROKE.

That particular crime is trivialized when it ought to be among the larger set just short of murder and great bodily harm and battery.

We keep going over this issue and as I said in earlier comments -
Eliminate the Duty Availability, Supplemental OT Initiatives, Out of Grade, D2 and Seniority Bidding for those that want to sit on their duffs in a warm office environment 5 days a week, DOG S/S or whatever.
See how many house mice flee the crawl space.
Plenty of close to retirement po’s willing to fill the space, which is better than a mouse that had been inside for 25 yrs.

Management abuses and their poor decision making is the main source of hoarding their friends in warm spots.
$90k for a nonessential clerk + another $5k for show.

FOP should address this as well.
Recommend a Contract change, what’s the use of complaining or relying on a Exempt to do make cuts.

Those are positions that have been fought for in contract negotiations and you're talking shit about the Officers who have the seniority to bid for those positions???

I can understand the need for a sworn officer handling sensitive information. But how many young officers have inside jobs of answering phones, typing reports, filing reports? Why are those positions filled by younger officers? Why not use veteran officers with years of experience? It seems the common denominator are connected females with young children, connected females and males with little or no street experience? Is it necessary to have a new ET work inside handling paperwork? How many commanders hide young officers at inside jobs within their units? Absolute waste of skilled manpower. In the past, veterans recovering from a illness or injury or ready to retire were used for inside jobs. Watching a class of newly promoted sgts and LTS it is easy to predict who will be inside within 2 months. Some even boast of how they will not stay on the street. This so sad and a waste of skilled officers.

We had a hot car that said hold for prints/processing and it took 8 hours for the ET to come out. Not his fault, but the shortage is really affecting patrol. That’s a car down the whole shift just sitting watching an empty car. And that’s just a recent example. The average wait time is prob around 3-5 hours. Again, not the ET’s fault, but you’d think they’d have a more efficient way of doing this or hire more of them.

I call bullshit on eight evidence techs available. It's a rare day when there are that many even working any watch. They are short just like everyone else. But as far as the deadweight in the administrative spots? Way too much of that bullshit going on there. I agree, the secretaries should not be making D2 or D3 sitting inside everyday. They won't even fake like they actually earn their money and make them work a car one or two days out of the week. God forbid Murphy's stable of ET secretaries might have to get their hair or make up messed up processing a crime scene. Total waste of resources. I wonder how they'll adjust their six hour days when it's time to start swiping in

Just like we don't come out for simple batteries or burglaries where the preliminary investigator (YOU) has determined there is nothing of probative value. It's called prioritizing, kind of like how jobs beat officers handle are dispatched according to their importance. Some of you nitwits need remedial training when it comes to determining whether or not an eidence technician is even needed. Just like you can pick up fired cartridge cases at a scene involving no personal injury. So next time you handle a job where somebody's front door was shot up ( but not any person behind that door), don't even bother notifying citywide 2 for a refusal.

Don't forget about detectives being placed in po spots. I know of 2 personally. 1 is in narcotics as bursar. He had the position as a possible then made detective and went right back as a detective. The other one is a female was in earps as possible made detective and came right back as detective. Amazing how people have such luck on this department.

I’m glad someone said it. It’s utterly ridicules. 10 experienced Evidence Technicians sitting in the office at Homan Square with the office door locked; playing candy a** and talking sh** to patrol when we call to request an ET. Lord forbid if you call the office directly, their famous words are “hang up the phone and switch over to Citywide-2.” Basically stand in line. Their other famous words are, “if you’re coming up here, you better come before 11’o clock, because we’ll be gone.”

New detectives working Case Management. Detectives working timekeeping and 40 detectives screening cases instead of working the field. The more detectives they promote, the more veteran detectives run and hide. I have eleven months left and it can’t come fast enough.

No you can't, these bid spots are a career bid. So, if you bid for the spot with no time on the job and happen to make the bid, you can stay on the desk your entire career. Before you say that can't happen, it has multiple times. You should have 20 years on the job before you can even bid for an inside spot. The bid system for the desk is a joke, I know of many officer who made the bid for the desk with less then 4 years on the job and now they have over 20. What a waste, they never were the police. Such a waste of man power. People on this department have no shame and are totally selfish from the top all the way to the bottom of this shit show.

Both of the commander's secretaries are ET's. The ones husband was in the first class off of the last test along with the secretary who is the daughter of the meritorious SGT and former FI. Both scored amazing well because they are great test takers! The test was created by the inside FI with the big head, big belly & take home car.

It was not their decision to stop doing GSR's, buccal swabs or lineups. GSR's should be done ASAP and with the unit being depleted down to nothing this is obviously not possible. These tasks are now done by the detectives. Bring back the Crime Lab and they'll gladly do these again!

Agreed. This is probably one of the biggest problems on the job. All inside spots should belong to the vets. Put your time on the street for at least 20 years, and then your dogged ass can sit on a desk until your retire. This should be law.

Promotions should be changed to. Got to have 5 years on to be detective; 10 years on to be sergeant; 15 years on to be lieutenant; 20 years on to be captain or exempt rank. Even if you are a slug, you need the time on the job to gain some type of experience to earn a promotion.

What's the difference? I'm getting paid either way. Where else have I got to go? To another possibly career-ending job?

Whether I'm waiting for an et, detectives, at the hosptial or wherever, I'm not getting any citizen beefs, COPA isn't looking to fire me, I'm not having to do something that might cause me to lose my job.

I use that time to catch up on the news, play on my phone, so some sodoku, etc.

I don't use it to worry about how the department uses its manpower.

It is funny. 30 years ago we were always short ET's, who were assigned to the districts. Then they changed that and ET's and Crime lab were incorporated into their own unit. Still w ae always short ET's. But how many cops, instead of telling their supervisor, crime scene contaminated, no ET requested. Allow them to go on jobs that there is a chance of an arrest. Best thing they did was trained Detectives to collect buccal swabs and other previous ET tasks.

For those who are knocking the Detective who is assigned to the MIRV. it is not just printing rap sheets. It is setting up any camera or video evidence. Mking sure all brass are aware of everything going on. Making sure every asset to help in the investigation is notified and responding. You were responsible for anything and everything. I worked one fatal shooting of a PO. Worded from 7 am to to 5am the next day. Had to co-ordinate everything for the bosses, since their radios were off.

How did I get job as other nice jobs. Not clout, but I was recognized as a worker who was thorough.

30 years ago the ETs were not in the districts. The ETs were put in the districts starting in 1989. At the start there were over 300 ETs made and each watch usually had 3 but only one was actually working as an ET because of lack of extra equipment. The FIs still were assigned to 1121 S. State. As time went by a lot of the ETs quit because of the way the districts were using them for other assignments such as FTOs since they were already making D2 money anyway. The number of ETs continued to dwindle down until there were many districts that either didn't have any working or just hid them on a beat car and when an ET was needed requested one on City Wide from another district. When the FIs were moved to Homan Square in 2000 the ETs were pulled out of the districts and started working out of locations on the North and South sides. The department was trying at that time to join the FIs and ETs into one unit at Homan Square but that didn't happen until about 5 or 6 years ago and by that time the department had already decided to eliminate the FIs through attrition and stopped replacing FIs that retired of passed away. Now you have only a handful of FIs left and ETs working out of a building that is difficult to get to especially during rush hour and that are handling assignments that FIs used to handle which does not leave them much time to handle the burglaries and other property crimes which they used to be assigned to. This was all planned out by the department to save money by eliminating the FI position.

The whole ET program is broken. A lot of the fault lying on HK and the Commander. Today at roll call everyone was talking and a lot of the ETs are glad for the post and that it put a lot of attention on the front office problems. We really should go back to the Districts. Beat 1609 here I come.

Conflict of interest when you directly supervise your daughter and she only shows up four hours a day. General orders mean nothing to these clouted ass wipes. This Sgt. Always threatening those who call him out about his daughter doing NOTHING and getting paid ET pay for four hours of show hop time and that's spent shopping on line. We need help on these streets, not someone shopping and working out and bragging how she gets away with it cause her daddy is a merit Sgt and the boss. Keep pushing that wheelchair Your Marve-olous .

The ETs need to be assigned to the District. That could really save money and help manpower. This is coming from an ET!

Good in theory. Some districts don't request ET's on a daily basis. Some request an ET every hour. It would be an unbalanced Workload. Area based perhaps. And for those that say they could be utilized when they need them what happens when that 1 ET is down on a cluster of a caper, then what do they do? Wait for the next watch? Borrow from a bordering district? That would require district supervisors to make decisions and we know how that would go. Essentially it would require the personnel budget to be increased from the current 110 to approximately 180 to make it work right. And that's not including the bodies required for the evidence analysis. This year there were a total of 76 ET watch spots. Let that sink in.

ETs will never go back to the districts for several reasons. #1 there aren't enough ETs to man all the districts and watches. #2 There isn't enough cars and equipment. #3 If they were back in the districts the watch commanders would just screw it up and use the ETs where ever they wanted to and there would be the same problems as when they were in the districts. #4 There aren't any FIs left to handle the homicides and shootings because of the way the unit has been destroyed by the so called bosses. Regarding HK, Everyone knew that he was a cancer when he first stepped foot into the unit. To bad someone can't look into who his clout is that allowed him to make his own hours up and work as much overtime as he wanted. He was making more money than the FIs when he was in Laser and still an ET. Now he makes more than anyone in the unit and never has to process any scenes. Something stinks at Homan Square and it ain't the the drying room evidence.

ETs should be in a District. If there is a District that need help get one from a nearby District. Lot, lots of money could be saved with eliminating supervisors and ETs could do other work when slow. District would be better served.

Evidence Response Team (ERT) trained ET who knows what's going on.

The best comments have been about putting us ETs in the District. That idea needs to be looked at. Human sqare is a defense attorney's dream and a states attorneys nightmare. How offen is the packing area cleaned with proper sterilizing cleaners. NEVER! This is from a unit that collects blood and DNA and packaging are isn't clean. Office dollies need to help out. Same pay, same work, and we need clean sterilized are to work in. HK, MO said work area needs to be clear and clean. What a joke. Forensic ET Unit is a joke. AH and EM Jokes stupid-visors. They don't know about evidence collection or packaging.

SCC: there needs to be a new post about ETs back in District.

Cinderella doing online shopping in Office. Say it isn't so ED. Special ED. So, so, so special. A computer audit could turn up all the waisted time doing personal crap. I don't know it to be true. I still believe it with everything else I do know. It fits your personality. Get over at any cost. You left your fellow ETs with doing nothing more than your ET training. That's right. You were the secretary get made and go back to secretarial work. Why make ET??

The ETs, what's left of FIs and supervisors are all talking about this post. Supervisors are afraid of getting dumped because they are exposed for being clueless. Everyone else other than the ones called out are HAPPY! It's amazing how this post brings happiness! Merry Christmas Unit 277.

Keep it up. The end result will be ET's back in the district, and the inside people at Homan will still be there, just without having to deal with you. If you're so aggrieved why don't you tell these people to their face? Who is the mouse now?

ETs back home in Districts!!!!!!

Can't wait, I can have shorter travel time. Process crimes closer to my house. Who cares about inside people. I only care about what's good for the tax payers. That is to save money. This would be a savings to have ETs in the District. Nice!

Some depts. actually pay their officers who choose to work certain inside positions LESS.
Premium pay for those who are assigned street duty. Maybe that should be considered here also?

Rumor has it on change day 25Feb2017 a stand up Sergeant from 3rd watch in Forensic Services is being launched because Commander H.K. and Director J.M. were upset to what was said at the last staff meeting. Rumor has it the stand up Sergeant inquired about why all deceased at scenes had to be fingerprinted just to clear the active warrant database when there is positive identification of the deceased on scene. (I thought per law a death scene was the jurisdiction of the Medical Examiner in the County where the death occurred. There have been death scenes that eventually were determined to be ruled homicides. Printing the body prior to the body pre autopsy could potentially destroy evidence.) Or was it for the stand up Sergeant going to bat trying to get quality certified training for the Evidence Technicians because the lack of Police Forensic Investigators lack of now performing duties at homicides and police shootings. Is the testimony of former Evidence Technician now Detective A.A. a few weeks ago when the defense attorney asked what qualifications there were for processing crime scenes and the response of the former E.T. was we just have EXPERIENCE. The inside house training in Forensic Services is a joke. Evidence Technicians should have certified training from Northwestern Safety Institute which consist of 3 classes, or University of Illinois Police Safety Institute. Well enough of this rant. Sergeant you will be missed!
