Use of "Feathers" Training

With "Non-Use of Force" training underway, we'd like to hear everyone's thoughts - Officers of course, but also the supervisors who have taken the class already.

Apparently, there was quite a bit of controversy at the white shirt training and the Department had to have an exempt member (captain, commander, inspector, etc) on hand to keep everyone in line. No SPARs were issued, but a number of people had to be told to sit down and shut up....exactly the message you want to be sending to the troops.

So post away. We're attending soon, so we'll be interested to see how it all stacks up.

When somebody gets hurt because per department policy an officer wasn't allowed to use force to subdue the offender there should be a lawsuit filed. Changing this policy and endangering the cops and the public has been way too easy for the politicians and ACLU. Sue them. Start pushing back at these people. Show them you will no longer be fucked with. If the ACLU can become powerful and organizations like BLM can become powerful then so can the police if you know what you're doing. You should be suing for everything. That's how the other groups got power. Cops are being persecuted but they think you're pushovers because you never counter with anything. Fight back! People will then be afraid to mess with you and you'll get more respect than you've ever had.

When it got to the part where you have to rat out your partner, they had some older blue shirt wearing his ribbons deliver the bad news.....otherwise it was sgts and above. Anything for an inside spot close to home.

as a p.o. I took the class recently. it was nothing of value. no new info, but the instructors all acted as if the info was new. dept needs to teach what is acceptable levels of reasonable articulated suspicion and p/c. this class should be for retreads or fuckups who can't negotiate the law properly.

This is designed to catch you in a Rule 14 because they will demand detailed statements from all on scene. Everyone sees the same incident a bit differently from different angles, and they know that.

The entire process will result in you being charged criminally with conspiracy.

1st thing is this 'sanctity of life ' when a certain population doesn't care and have no morales of this idealology, that in itself is a failure...

we cant make them care about their own culture, let alone listen to BS

2nd thing... all you officers who are lemart trained.... this department took a great idea, and with this new policy, put all you in the trick bag... this went from priority and means to save you, your partner or a innocent citizen to rendering aid to the pos who just tried to kill you... your trained now, if you don't use that and just call for ems... (regardless if you bought the equipment or not) 219 s Dearborn,here you come, that's after you beat the case Foxx brings onto you.

All this policy is, is that it gives the city a way to wipe their hands clean when the shit goes down. All the loop holes and this BS of 20/20 hindsite ... yea ok.
There was nothing wrong, no civil rights violations, and the most important... much safer using the use of force paradigm used for years.

They served up a shit soufflé covered in fresh cream and sugar. Spent the whole time pointing out the fresh cream and tasty organic sugar. The four supervisors teaching at my session were the standard gender of inside personnel. All of them had a meritorious promotion in their past. That's a fact, not speculation. All four of them have lost their clout (I.e. McCarthy, ex-husband, etc) and have been in districts for a while. The most insulting was the one who stated that she was only there because she thought the training was important and she cared. Getting off midnights in a fast district had nothing to do with it. They kept telling you "I'm from 011" or "I'm from 015". Of course...they're not, they're from the Use of Force unit because that unit is NEVER going away. We all have to go back every year for eight hours of training and lucky for us we have these experts to teach us. They were very well rehearsed and you could tell they had spent a lot of time practicing the shell game. At one point we were sold the "duty to intervene" B.S. with the statement "we're a family and this is how families take care of one another". I don't understand how a few hours in class are supposed to undo 6 months of academy training and 25 years of street reinforcement. It would take a lot more to make this policy instinctive. It's just a knee jerk reaction to Van Dyke, which makes no sense because they charged him with a crime for his actions. How does a policy change stop you from violating the policy? You could ban all force, then what are you going to do if we have another incident? The training was pretty useless and I learned more from the online video. It's basically a spot for failed house mice.

Non-use of force is a theory whose time has come. It is the right way to practice policing. For one,it will cool down tensions in the communities. Two it will lower the death rate. As the old saying goes, softee soartee catches the camel.

What happened at my class was that I could tell that there were "more questions than answers" but perhaps in the interest of powering through the some "serious bullshit" many just grunted, put their head down and scribbled some b.s. answers.

We are now the bug, bad, soft police.

The worse thing is that it's emphasized so much.

When the truth is that the "SANCTITY OF THE OFFENDERS" life is what is really focused on.

Forget this dude just tried to kill you or your partner. Now it seems like you have to hug the m.f. before he meets satin and you have to ask, what he wants on his tombstone.

Until more legitimate victims step up and demand justice, all the new SDSC centers will only serve to further erode everyone's 4th amendment and continue to enrich the crooked connected contractors and politicians.

1st Video is about Jerry, a 65 year old white guy that move like a slow motion zombie. They gushed over what a great job the officers did stating the community was behind the officers, they received praise and an award. Believe me if Jerry were black the entire traveling circus of racial social injustice warriors would have been there to burn down the town demanding the cops be winning from the gallows. I say place JVD video next to it and play it side side. I won't argue the time distance and shielding portion of the training between the two or the 10 shots past the first 6. But the precious poster child was a much bigger threat closing the distance moving like a boxer in a ring bouncing on his heals displaying his knife that he already used to attack an occupied squad car. So it seems a little weird to shoot poor jerry, who while still dangerous, had much less ability then offender of pulaski ave.

The order and the changes coming down the line.......forget it. Police work is officially done . Any TRR instance will pretty much down a car for the tour. The fact you as an officer need to justify ever swing , kick, and punch you throw in a violent altercation in a completely different narrative othjer than the arrest and case is even more absurd . Now a lot has to conduct an investigation and interview witnesses and take statements as well. So while he's out of the station completing his tasks who handles the stacks of inventories and arrests pilling up? God forbid you are in a busy district on a weekend , you're screwed .



One last token of advice. DO NOT LET YOUR SUPERVISOR ATTACH YOUR IOD UNLESS THEY BLACK OUT EVERY PIECE OF YOU PERSONAL INFO AND JUST LEAVE THE IOD NUMBER AND YOUR NAME. that will be forwarded to everyone you don't want k owing your personal and private info. It shouldn't even be allowed legally to be attached under HIPPA laws.

One of the instructors who works on the west side mentioned a situation where someone was shot and officers used their tourniquet on the person shot and held their hand. The usual crowd that ensues after a shooting saw that the officers were being compassionate so instead of the usual ghetto crowd that always happens, they quietly went back inside.

First of all, the department once again showed me why they are full of shit. Uniform, uniform, uniform...unless you want to wear shorts and a t-shirt. Half my supervisor group did not have uniforms. Not that I give a shit about wearing the uniform off duty and I fact I think it was stupid to decide that uniforms were "mandatory" since the training would be off site but if you say uniform and warn everybody for weeks to wear one then fucking mean it. The captain at my class made a point to tell everyone he had been an inspector and didn't say shit about the fact that half the people were not in uniform.

Secondly, I agree about the Charlie scenario. Old timer walking slowly towards officers who back up a little then blast him in the chest with multiple rounds. If Charlie were and elderly black man here in Chicago this would be a bad shoot. Period. Let's not bullshit each other. We've know each other too long for that, merit lieutenant.

And lastly, why are we using some outside groups' bullshit presentation? Were the amazing instructors at our academy and our own crack legal affairs not able to come up with a crappy PowerPoint themselves? Since the department is saying that JVD acted improperly and since we already paid out millions why doesnt the CPD just use the JVD video and show us exactly how it should have been done. Cut the bullshit and show us exactly how L McD should have been handled.

It's only going to get worse. It's true about the IOD, but I'll take it a little further, if someone orders you to put personal info in the report, stating its incomplete, then ask he/she to put it in writing. It's come to this, you almost have to have an attorney on retainer. I'm 29yrs. into it and have just yesterday, told a couple of relatives not to come on this job.

Why, whenever the Dept needs a "new" block of training, does the dept. scrape the bottom of the barrel and bring these self righteous tools of CPD to teach upon the subject? They DO go on about their "experience" on the street all while they are avoiding the street by teaching at the police academy. What is the selection process for these minions of drones? M-F and Holidays off are only a start. Perhaps a 6 hour day is promised as well.

This smells like a bag of bad onions already. I wonder how the Supervisor who was selected to stand by and issue orders to stand down was selected. Future merit promotee? Watch the promo list for his name.

- Correct, and since you are now required to make an official statement on your TRR report, immediately following the incident, and.... Arrest Reports, ISR Reports, Case Reports, It seems as though they are staging this intentionally to require several reports for the same incident, to try and catch some small variance to latch on too...

Anything from a trr and up call for a union rep lawyer to advise on the case report. Articulate exactly as advised by your legal rep according to the policy. Then when the mayor cowards to the balm and public ssshole you sue him for attacking you when you followed the policy he authorized. Just like suing the city and the police for violating the oolicy in place. As long as there is a policy you can sue against it. Don't say anything to a detective or any supervisor and don't write any paper until you have legal representation. Keep your mouth shut and lawyer up. And if/when they deny you that, document that as well. Follow the orders and the trading they give. Then articulate why you did what you did accordingly with your lawyer and sue for any backlash. Have to get with the times.

I'm so glad I retired. Still feels a bit weird getting a full 8 hrs. of sleep each day. My wife ( who still works) has stopped asking me what I have planned for the day because I'd say the same thing over and over.......WHATEVER THE HELL I WANT TO DO! Before, the 2 most important days of each month were the 1st and the 16th. Now it's the last business day of the month!!

Soon, we'll be heading south to a warmer climate and sub-tropical breezes.

This is really great roll with it! As a veteran copper this has made my life less stressful,and more carefree! I get in my explorer put my home depot sensitive carbon monoxide detector on dash test the batteries (very loud), take my rolling office to get washed and fueled, get something to read, get a hot coffee, set up dvd player find a nice quiet spot to park, monitor radio respond to calls as needed, rolling slowly obeying every law as required, do the paper advise warrants back to rinse and repeat philosophy!The only call I will ever go balls out is assist police,police family calling,or 10-1 otherwise it is all good! Just an average citizen here who has been prevented from carrying arms of any kind for self-defense.... I'm guessing that Rahm's bodyguards do not have to undergo this kind of training and can blend a handsy assailant right into the pavement if they want, no justification needed, right?

I'm offended that Rahm et al think their lives are more valuable than those of the LEOs who really do go out every day to help even the worst people in society. Chicago and other blue cities are going to hell, and it is the voters' fault. I am frankly surprised that anyone still wants to be a cop these days. It's like being told to go fight ISIS and "here's your rolled-up newspaper; don't hit them too hard and hurt their feelings."

I think there should be mandatory training for the public on how to act when a police officer(s), doing their job, finds it necessary to interact with person(s), and what that person(s) is expected to do: Namely obey commands and act as if your life depends on it as it does! Officer(s) want to be safe themselves and go home at shift end, ALIVE! Also try not to do anything that might appear threatening toward the officer(s). A good idea might be don't move unless told to move. Boy now wasn't that easy?

Anybody go through the airport lately. No one questions TSA and they are violating a whole lot more than constitutional rights. Hell I got felt up for free the last time I flew!

The TRR should state SEE VIDEO!!!!!!! The officers in the first 3 videos acted within the law for the State of Illinois. The last vidoeo the officer is a fool and got what he deserved. I have no using force again training next week. First thing that I am going to do is write the names and star #'s of all the instructors. All civilian trainers or whatever you want to call them, will also be documented.
Should the situation arise where I need to use force but the above instructors told me not to. I will present their names to my attorney for civil action against them and the department/city of Chiraq.

Like force mitigation, the instructors push how if you have to use lethal force, as long as it's in the guidelines taught, you will be ok. Yet case after case is being reopened and broken down literally trigger pull by trigger pull. The department teaches one thing but you're still not covered if you act within guidelines. And once again the car is not a deadly weapon upon itself is pushed. So I asked after does that mean if I see someone getting shot, I can run the shooter over with my car? Per department statement, a vehicle is not in itself a deadly weapon. Therefore if I use it to run over a man shooting a gun (deadly force), did I not just use less than lethal force to stop an assailant? Just more of the same do your job, we back you crap.

One of the instructors who works on the west side mentioned a situation where someone was shot and officers used their tourniquet on the person shot and held their hand. The usual crowd that ensues after a shooting saw that the officers were being compassionate so instead of the usual ghetto crowd that always happens, they quietly went back inside...

Since all this BS training is in response to JVD, which you are ordered not to discuss during your reprogramming session, use your noodle and learn from the out come of JVD. The courts threw out parts of Garrity and now your statements unless ordered by a supervisor, not a detective, can be used against you. No one can explain how IPRA or anyone else can now question you? Smartest course now is to have your heart checked out due to the large amounts of stress in use of force incident case, especially deadly force incidents. Allow reports to be generated second hand and all documentation has the Garrity warning with a caveat statement that the reports are being made by an officer, not on scene, and simply regurgitate information provided by supervisors or citizen and none of what is being reported is an original idea by the reporting officer. Take no responsibility for the information and identify ALL source because your opinions and investigations are all assumed to be criminal cover-ups in nature. This is a great idea and I'm not being fecesious. I've had a lot of minor injuries over the years that I never sought medical attention for or, when I did, doctors didn't do full work ups like they do when I bring CRIMINALS to them for bogus allegations. Some injuries have turned to chronic problems, mainly joints and some scars. In court the charges go nowhere or I settle for a plea because I'd rather be off the hook for a lawsuit than go to trial. Judges are indifferent because it's not their bodies being destroyed and, hey, it's "part of the job" to get banged up. I never really lost a fight or used force without just cause either and I'm in shape so it's not that I'm a complainer.

If I do get injured badly I would consider that option. The problem, however, is that we are held to a different standard under the law. For example, van dyke is being charged with 16 seperate counts of aggbat with a handgun. That is unheard of in court. A court is supposed to be fair and impartial. Even if he is guilty of murder, those charges signify an unfair and fully unprecedented series of charges, which alone signals a witch hunt. In our civil lawsuits federal judges are ignoring our fourth amendment rights by allowing invasive searches of all media and electronic devices without reasonable suspicion or probable cause to believe evidence exists (ordering officers to turn over personal electronic devices, such as cell phones, personal social media account names and passwords). Imagine a civil lawsuit whereby a person was forced to do the same, without any compelling evidence. That's insane. Or if we arrested someone and ordered them to provide their social media accounts and passwords without any evidence of them utilizing it for a crime and, when they refuse, we charge them with crushing legal ramifications. That's insane.

Anyways, thanks for your input but we'd be fighting a losing battle I think.

It's true! I went to a class and an Exempt came in, made someone get out of his chair and had them stand the whole class next to him while he sat and played YouTube videos of old episodes of Hunter. In Spanish! The nerve.
At one point when they came to the 'snitching' part, the Exempt took out a picture of the mayor, made each PO swear loyalty to the mayor and spit on a picture of their kids they were made to produce. Just as an example, the Exempt made one person admit to cheating on their taxes and ordered everyone in the room to report her. The Sgt had to pull the number and attach 30 to-froms It was horrible! I hope someone stops this.

Exempts were there to endorse the program. Some POs complained, but those are the same a holes that complain they can't get three free meals in a tour, stay down on a Parker all day and screw the rest of the watch. Same ones that are posting made up shit here, haven't attended the class and talk shit about felllow cops behind their backs every day. Probably never had to take risks and don't know how to write paper in the first place. Cowards.

Not much has changed apart from naming things we already do with new terms, and a much more detailed TRR. Probably too much detail. But that was done because POs asked for it over and over in focus groups.

One person posted about classes on reasonable suspicion and probable cause: very true, we should. More importantly, we need some basic writing skills classes now. Most cops don't know how to tell the story and include all of the facts. That's what kills us, over and over.

remember to indicate your training in every report. What training did you have when it comes to firing your weapon. Shooting at a piece of paper that has no threat to you or anyone else. No stress in that. They didnt teach you how a real scenario that justifies deadly force in every situation. So they never trained you properly to use your weapon.

They have not trained you how to deal with white, black, mexican, asian, polish, russian, indian, etc... either. each culture is different and there are a billion scenarios that an officer is faced with every day without the proper training.

If they fail to train, then sue the fuck out of the dept., the city, and all the other individual individually.

I have no using force again training next week. First thing that I am going to do is write the names and star #'s of all the instructors. All civilian trainers or whatever you want to call them, will also be documented.
Should the situation arise where I need to use force but the above instructors told me not to. I will present their names to my attorney for civil action against them and the department/city of Chiraq.

First things first. You are a idiot. Did you even read the order yet. The answer is probably NO. Read it idiot! It doesn't say you can't use force. It says be able to articulate your use of force.

I'm a Supervisor. Ive had the training. My point was plain and simple. Why does there need to be so much detail in the TRR?????????????? The videos spoke for themselves. The TRR should state SEE VIDEO!!!!!!! The officers in the first 3 videos acted within the law for the State of Illinois. The last vidoeo the officer is a fool and got what he deserved. The new use of force is set up to jam you on a Rule 14 violation. You make one misstep and The PO, Sgt, and LT are finished!!!!!!!!!!

You think because of what an instructor said at the academy has any affect on an individual deadly force situation on the street. No instructor tells you not to use deadly force in a situation that has not yet occurred

The instructors have a preapproved script to use in the class. The material has been reviewed by every civil rights group. They are mandated to stick with the script, nothing more. Most do not agree with the material but follow the program. Instructors are sued every week, so add your suit to the list.

Just FYI, not sure about the BWC, but I can tell you with certainty, the in car cameras are ALWAYS on. That is why for certain incidents, the Hard Drives are pulled. All turning it on and off does is put digital markers on the recording.

It was said, multiple time, Sanctity of life refers to Coppers, Regular Joes and the Offender. Stop acting like they are teaching the only life to save is the bad guy.

You are 100% correct about the car cameras. Just finished a court case where the video from the car was put into evidence. To prove your point for the first minute you can see the camera working, cars and people are walking and driving by. At the one minute mark, think we were told the camera only goes back 30 seconds it's really one minute. Anyway at the one minute you can see the lights start flashing and the siren starts working and squad starts moving

I too spent almost 40 years on the job , most of it on the west side. I too the last few years found an inside job and I and everyone else knew why I took. I was responding to the instructors who won't say that but put on the show about how they were drafted and never wanted the job, which is bs

I am also a supervisor. "See video" is the easy way out. By writing out the PERSPECTIVE of the officer and PERSPECTIVE of the supervisor, we may actually have less lawsuits. I know its a little more work, but isn't our job to protect the people who work for us? By spending a little more time explaining the situation, may actually help our men and women. Remember,........ it is all about documentation now.

In most cases officers are not present for bond court the very next day and the video may not be uploaded to commander the very next day. Besides the ASA has to subpoena the video from the Records Department and that takes time. The TRR speaks of the offender's actions and the officer's response. You couldn't figure that out Sup?

Nor should it be included. All you need is an arrest report and possibly a case report. It's a bond hearing, not even a probable cause hearing, let alone a trial. Any information a ASA needs for trial he gets a subpoena for
