Serious Question

So Special Ed sends out a notice that he intends to make another 130 or so Detectives before summer time. So if we have this straight:
  • 135 or so Detectives already this year
  • 140 or so Sergeants
  • another 130 Detectives before summer
400 promotions out of the blue shirts.

Just asking - do we have 400 recruits in the Academy due to come out before summer?  Because we know there aren't 400 FTO's to teach them - they're already asking for anyone eligible to sign up for the "FTO-lite" program, and those being taught aren't even able to work unsupervised until after this autumn.

It just has a bad feel to it all, especially as it goes against just about everything in the DOJ report regarding training.

Recruit classes will be no more than 100 a month coming out.

Therefore the department needs approximately 300 FTOs if they wish to put 1 PPO with 1 FTO.

This is a classic example of the city NEVER looking at the long term effects of their decisions. By not keeping up with hiring and having a solid FTO Program they're now bombarded with PPO's and not enough FTO's or willing P.O.'s to ride with them. You reap what you sow dumbasses.

Look at it this way (Rahm's way) , the officers in uniform don't need to be there. Either they are 'resting' or 'avoiding' contacts so they don't end up in jail for doing their job. The less number of uniformed officers means less payouts.....

Rahm's chickens are coming home to roost. This is what happens when you treat the police as the lowest class; letting the ranks of blue shirts dwindle until we have 800 homicides a year; when you don't hire to replace the retirees for years; this is what happens when you screw over the FTOs who actually train the new recruits. FTOs were screwed and lied to every time so no one wants that job.

What the general public doesn't seem to understand is every time someone is promoted, the blue-shirt, beat car riding police loose another body that was patrolling your neighborhood. 400 new hires isn't going to cover the number of promotions and retirees for this year, so patrol officers on every beat will be depleted even more than they are now.

All the bloodshed is on the hands of Rahm, Democrats and Liberals - keep treating your last line of defense as second class citizens & this is what you end up with.

Of all the things we'll be fighting for in this contract, the 18 month probation isn't a highest priority. The city would love to make all of us at-will employees who they can move around at a moments notice. Unfortunately it's a sunk cost and isn't going anywhere, just like the delayed duty availability payments that started with this new contract for PPO's. People are always willing to throw the new guys under the bus under the guise of "when you're new you don't know any better" at contract time. It's actually quite sad. But I do think it's refreshing to to you looking out for them, because most people could give a rats ass.

If CPD had any sense they would have an accelerated transitional academy to take lateral cops from other departments. Making them go through a 9 month academy when they have been the police for 5 years, many of them in shitholes as bad as any Chicago beat, is just stupid. They are young enough to still think that being a Chicago cop is a cool thing to tell their friends. Of course after 2 years they'll go back to making $80k in the burbs and not dealing with the politics of CPD, but you'd have some good guys for a bit. And god forbid CPD leadership ever gets its head out of its ass and makes some long overdue changes and runs their dysfunctional baby bud circus like a real department, you may even get some of those laterals to stay. Chicago could get 100 laterals on the street in 2 months if they had any sense.

The city will need more detectives if you think about it. As the department goes away from a proactive style and more towards a reactive style someone has to investigate the crimes after they happen. As before good 9161s we're stopping these crimes before they happened.

Really should know what you're talking about. NO suburban PD (or any other in the State of Ill) maxes out on their pension at 25 years. If you want ours to be like everyone else's, you'd have to work until the end of your 30th year (30 and a day).Only ISP is able to max out at 26.8 years. No one else. Now if you're talking about maxing out on pay, we already max out at 25 years.

Up until the 90's, on our Dept., you had to work 32 years to max out on the pension. It got lowered to the "29 and a day." Maxing out on pay was a 30 year scale. When the 29 and a day took effect, it was reasoned that most people would not go until 30 years, so the max pay got lowered to 25 years. Also, originally, the "Duty availability pay" was not pensionable. That was made pensionable about 3 years after we started getting it. That added about $200-250 to your monthly pension. Say what you want, but FOP got most of this done.


And a state law was passed where residency (Only for Illinois cities with a population of 1 million plus = Chicago) cannot be negotiated for by a bargaining unit. So FOP can't do squat during contract talks about residency.

Want what some suburbs have? How about no step increase until you're on 3 1/2 years, no time on the books for holidays- only paid out. Caps on time kept on the books (40,80, 100 hours max),Getting 12 sick days a year (have less than 10 years on, break your arm and you go to "no pay" status pretty quick, don't even talk about a major illness), mandatory ordered in to work OT, pay that maxes out at most suburb PD's at $10K or less than CPD (after 20 years on the job), uniform allowances that are $400-800 per year, no shift differential (duty availability pay),places that promote maybe 1 or 2 Sgt's every 5-10 years, places that have 4,5, maybe 10 Dics, and no extra $$$ for being one (wait for one of those spots to open up). A lot of what we have isn't so bad. And the ones that pay on par with us are the ones that 500 people show up to test for 1,2,5 openings. It can be better, but a maxed P/O, with a little special, court, and VRI, can do 100K year easy. A lot of the burbs, their top brass don't do what we max out at as P/O's. Dic, Sgt, Lt's pay on CPD is Chief's pay there.

Still want what "the burbs" got?

No matter what Union we have, if you elected goofs to run it, you'll get the same results.

Sometimes hard to believe some of these posters are coppers.

Another fucking smart guy here. Listen motherfucker I took a PROMOTIONAL EXAM FOR DETECTIVE. I made Detective off of my test score, the department didn't give me shit. You get assigned to tact, gang, Narcotics, CAPS, etc... While these spots are not ranks E.T, FTO, K9, and Detective are a promotion by the definition. If they were an assignment the Superintent can bypass any of these PROMOTIONAL lists and assign anybody he wants to be an ET, FTO, K9, or Detective whenever he wants. Let's see him ASSIGN people to those spots by bypassing the PROMOTIONAL LIST and see what happens smartass!

DOJ made a diversity determination, based on the obama model. Their "Hiring Plan" involves leveling the playing field.
Rahm's Hiing Plan will follow is the. DOJ diversity model, will only be implemented when fiscally possible and a political chess move. 2017 is a political strategy year, 2018 is Rahm's target date for mass hiring. Odd year testing and even year hiring.
That's politics. Nobody is harping for more police, they're too busy with social protesting, immigrant issues and bashing President Trump.
The DOJ (the Fed) is not providing funding for any upcoming police hiring. Expect a busy summer with limited time off.
This year Rahm has no intention of 400 new hires to bolster manpower for Aug/Sep/Oct academy graduates, there will be select hires, maybe 100-200 tops. Promotions will not be in excess of 100.
Look at the history of his previous Dept hiring, 2017 is not the year as voters will forget about 2016-17 high murder rates. Campaign kicks off in 2018, it's that simple. Bike paths, doggie parks, parades, police hires Spring 2018...that's what people will remember on Feb 2019.
Rahm and only Rahm can hire, it's his kingdom to do as he pleases.
He may have went to DC and pleaded for President Trump to give him a billion, but he will not get anything until he can prove its not a program wasting spending fest. Rahm want funding, but not for hiring, jails, courts.
Why didn't obama consider police hiring to combat crime in his hometown?

Because there's an anti-police movement created by obama and endorsed by Rahm Democrats.

Hiring and perhaps very few, is solely up to Rahm, not the DOJ.
Expect new exams before the end of the year to fulfill DOJ recommendations of obama's Task Force 21st Century Policing.

I hope they are training them to process their own scenes. Not enough ET's to keep up with crime. Cameras over 10 years old cars with over 150,000 miles. Most Sundays and Mondays they don't even have enough film cards to take pictures. We can't have any of the house mouse's work the weekends. Over paid ET's and PFI's working the photo lab. There are more assigned ET's to inside positions then those that work the streets. Seems to me some command changes should be made.

Hey tough guy, ask the FOP to ask Rahm what it would take to get rid of "merit" promotions. Then get the rank and file to agree to negotiate for no merit and have at it.

Merit promotions suck. Too large of a percentage of over all promotions, and zero criteria for what constitutes merit.

Lots of crying going on at HQ on Thursday around 1430 hours when they were reading off the new D assignments. Only the heavy went North (and by heavy, I mean so many phone calls came into S.O.'s desk that he had to start prioritizing who's heavier. Some unlucky Commanders are going to have hurt feelings). Take a look at the names when the assignments come out and you'll see what Im talking about.

On a side not: The CAPS guy from 018 in the D class withdrew and requested to be sent back to 018 instead of going to A/S - hahahahaha! Hey 018 CAPS guy, you took someone's spot asshat! You must be one of those buddy f#ckers.

OEMC will have calltakers "assigned" as Communications Detective Intern 9165.1(a) and will be responsible for Suspending Part 1 & 2 - No Offender on Scene Calls before being dispatched and ever reported.
All RD numbers will be monitored and Suspended or Purged prior to being received at an Area Case Management.

This Initiative will free up the BOD caseloads and redirect resources to strictly Felonies and save the Mayor's Sanctuary City Budget, also halting any further depletion of the Patrol Div ranks with costly promotional exams and assignments.

High taxed and underserved Zone 1 will be the pilot for the program if it's not already in practice.

No, starting since November we have had a recruit class of 100-150 graduate every month. So from November-may there will be anywhere from 700 minimum to 950 max graduating the academy. Also though every month in 2017 there will be a class of 100-150 depending on class size entering the academy to graduate late 2017 and early 2018... so in other words the promotions can be handled and we will gain some back. What will be lost and gained with retirement is still a mystery though. Word is a lot of people are going to hang on to see what contract negotiations bring about so the huge numbers people were thinking of so far have not been happening and aren't expected to be as big as people thing. If contract seems like it's going to be bad look for a lot to retire before it is officially signed off on.

Technically you can can only be promoted to sergeant and lieutenant. Those ranks once achieved cannot be taken away. D2, D-2A, captain and exempt positions can be taken from you.

With all these Detectives coming into the Area's, what are they going to drive. There are not enough cars for the current Detectives to use, it's so bad there are leasing cars. They have no equipment for them so if you're in a hurry to get to a job on the streets then forget it. That is unless you hang your head out the window and howl to make siren noises. Let's throw another 130+ into the group that gets out soon and we'll have plenty of Detectives not being able to get to jobs.
All this and patrol is nowhere close to having the vehicles they need before Detectives. Rahm you truly are a douche bag!!

Another fucking smart guy here. Listen motherfucker I took a PROMOTIONAL EXAM FOR DETECTIVE. I made Detective off of my test score, the department didn't give me shit. You get assigned to tact, gang, Narcotics, CAPS, etc... While these spots are not ranks E.T, FTO, K9, and Detective are a promotion by the definition. If they were an assignment the Superintent can bypass any of these PROMOTIONAL lists and assign anybody he wants to be an ET, FTO, K9, or Detective whenever he wants. Let's see him ASSIGN people to those spots by bypassing the PROMOTIONAL LIST and see what happens smartass!

Really should know what you're talking about. NO suburban PD (or any other in the State of Ill) maxes out on their pension at 25 years. If you want ours to be like everyone else's, you'd have to work until the end of your 30th year (30 and a day).Only ISP is able to max out at 26.8 years. No one else. Now if you're talking about maxing out on pay, we already max out at 25 years.

Up until the 90's, on our Dept., you had to work 32 years to max out on the pension. It got lowered to the "29 and a day." Maxing out on pay was a 30 year scale. When the 29 and a day took effect, it was reasoned that most people would not go until 30 years, so the max pay got lowered to 25 years. Also, originally, the "Duty availability pay" was not pensionable. That was made pensionable about 3 years after we started getting it. That added about $200-250 to your monthly pension. Say what you want, but FOP got most of this done.


And a state law was passed where residency (Only for Illinois cities with a population of 1 million plus = Chicago) cannot be negotiated for by a bargaining unit. So FOP can't do squat during contract talks about residency.

Want what some suburbs have? How about no step increase until you're on 3 1/2 years, no time on the books for holidays- only paid out. Caps on time kept on the books (40,80, 100 hours max),Getting 12 sick days a year (have less than 10 years on, break your arm and you go to "no pay" status pretty quick, don't even talk about a major illness), mandatory ordered in to work OT, pay that maxes out at most suburb PD's at $10K or less than CPD (after 20 years on the job), uniform allowances that are $400-800 per year, no shift differential (duty availability pay),places that promote maybe 1 or 2 Sgt's every 5-10 years, places that have 4,5, maybe 10 Dics, and no extra $$$ for being one (wait for one of those spots to open up). A lot of what we have isn't so bad. And the ones that pay on par with us are the ones that 500 people show up to test for 1,2,5 openings. It can be better, but a maxed P/O, with a little special, court, and VRI, can do 100K year easy. A lot of the burbs, their top brass don't do what we max out at as P/O's. Dic, Sgt, Lt's pay on CPD is Chief's pay there.

Still want what "the burbs" got?

No matter what Union we have, if you elected goofs to run it, you'll get the same results.

Sometimes hard to believe some of these posters are coppers.

55 and out has been on the table the last 3 contracts There never have been 800 retirements in a year, let alone a month

Just because a guy is 55 doesnt mean he wants to retire Look at the po's 60 and over, they are still hanging around You forgot to takeinto account how many are 58 and 59 and only have to stay a year of two before the get the 60 year old benefit.

Not anymore. Captains are appointed now and serve a six month probationary period. After their probationary period is done they can only be removed for cause, but they technically can still be removed. They tried to remove Marc Buslik years ago but we're not successful. I'm not sure but I don't think any captain who was completed the probationary period has been removed for cause since they started the new method.

$$$ is great, but walking around with multiple heart stents is not good. Been there and survived with only two stents and no heart attack. Plain ass luck, life in the D unit of heavy hitters. But, God bless you all in the areas getting kicked around everyday. Most of us had or have no sense working like mules.

WRONG!!! Where have you been? Leroy Martin all but abolished captain and when it came back it was as an appointed rank. The last of the career service rank captains are long gone. Captains are APPOINTED! A lieutenant has to apply for captain. There is no test. Unlike gold star exempts they can only be reduced in rank for just cause (except during the six month probationary period.) After the probationary period it would take a shitload to reduce them in rank...but there is a procedure in place. It just hasn't happened to a non probationary captain yet.

Now go get your shine box and read up on the orders.
