More Crooked Promotions?

Rumor trickling in that the Lie-tenant Test scandal has reached a critical stage with allegations being served along with Administrative Rights to certain individuals. The Lieutenant PBPA has refused to provide legal representation and the Inspector General has all sorts of e-mail evidence in his hands. Perhaps a deal is on the table for the first taker to avoid prison?

Now this story breaks:
  • A top Chicago police official under Supt. Eddie Johnson helped snare a promotion for an officer with dozens of misconduct complaints and close ties to two cops who had recently been jailed on federal corruption charges.

    Fred L. Waller - now the patrol bureau chief, the department’s third-ranking member — was commander of the Wentworth police district in 2012 when he nominated Alvin Jones for sergeant.

    Jones, an officer in the district, had drawn at least 40 complaints since starting with the department in 1996, according to police records obtained by WBEZ through the Illinois Freedom of Information Act.

    The promotion also took place 10 months after the arrests of Jones’ longtime boss, Sgt. Ronald Watts, and fellow tactical team member, Kallat Mohammed.
Golly, it's like the entire command staff is a bunch of "merit" promoted clouted blunderers who merely nominate an entire new generation of clouted morons with shady pasts and shadier connections. And how do they respond when confronted?
  • Waller told WBEZ it would be wrong to assess his nomination of Jones for promotion by looking at Jones’ complaint record or the arrests of Watts and Mohammed.

    “Did you look at the other side of the coin?” Waller asked. “You’re taking a one-sided view of that person.”

    Asked to elaborate, Waller referred WBEZ to police department spokesmen.
So the guy who nominated the person in question knows him so well, he refers inquired to the Department spokes-weasel, who probably doesn't know the nominee at all.

And the wheel keeps on turning.

My theory: this was the real reason Rahm picked EJ; Rahm wasn't convinced he could manipulate the three candidates offer to him.

At the same time, he was advised of the pending scandal by the Inspector General-- the noose he needed to hang Johnson should he want to run the Dept independently.

Rahm, called a meeting, stroked his ego... Offered him the spot and held the press conference; the next day, he told him to be a puppet, or else he'd push the scandal.

In the time between Watts arrest and Jones' promotion, Jones was about to get transferred to the Narcotics Unit, when he was told he was way too hot to come to Narcotics and they shitcanned it... Then he gets the Merit Sgt spot. Fishy? Oh yeah... I always thought it was a reward for flipping on Watts and Mohammed or maybe keeping his mouth shut about the rest of the bunch. I've been in 002 for my whole career and I've seen some odd shit, but that situation made me say Huh?

If you know of any undeserving problem merit clowns now is the time to get their stories out there, maybe something could be done to fix this crooked process or at the very least minimize the damage that these goofs can inflict on the department and other po's by making the number of merit promotees a quarter of what they are now. 7-8% for Sgt and Lt and 5% for dics, that would be a good start.

The way "Sgt" AJ earned his stripes is not for airing in a public forum. However, he was getting made regardless. Not FW's fault.

I had alot of respect for Waller until he merit nominated the fucking lockup keeper in 002. Still a better boss than 95 percent of them. But his pick of lockup keeper and the fact that he was a lieutenant for a period before he made commander just smacks of everything wrong in this department. GIVEN NOT EARNED. Thats the true cpd motto. We all know it and thats why no one gives a shit anymore. When you take away hard working peoples upward mobility, is when they stop caring. It kills me how people always say that these merit hacks are good guys,were stand up bosses, great cops etc. If they were such great cops and smart bosses, then they should score at least in the top 50 on a Legit test, that is designed to measure how much they know about the job they are going to be promoted for. Well if you go back and look, the top 10 scorers on almost all the tests are still at that same rank, while these merit hacks keep getting bumped up. Comes back to the old saying, "it's not what you know, but who you know". Merit is being used to race norm,for nepotism, and yes for little dollies that make middle aged men feel good. That being said, do you wonder why moral is so low and the leadership of this department is severely lacking? Until the toilet gets flushed, the turds are still there and stinking up the place....

Don't only look at FW, look at all the top spots. Look at who the 1st promoted in the recent past, look at who he surrounds himself with. One doesn't even have to look that deep. I'm hearing you can start with his driver, his reputation, and some of the serious allegations he's had in the past. By the way, I thought we couldn't own (directly or indirectly) certain establishments if we're da Police? Nothing ever changes... One has to wonder if these bosses are that naive that they don't investigate who they promote or place in certain trustworthy spots, if they're well aware of everything and simply that arrogant that they just don't give a shit. A basic Google search most of the time will tell you a lot about someone. Not everything on the internet is true but you can certainly get an idea of someone's character by asking around at least.

The biggest thief on that team, D.N., was dumped around the time that the Watts probe was in full effect. He went and cried to the commander and found his way back on tact and back with his old crooked team. Biggest cry baby ever to wear the uniform. Must of stuck all that cash in the backyard cause he always refuses to work VRE and has never signed up for VRI. He he ever gets charged, I know plenty of coppers who will be in the front row in court. Hope his little sawed off partner goes with him.

I agree with the post that there are way too many merit spots promotees. 30%for Sergeant! Unfortunately most of those go to the politically connected or family related. 10% at the maximum should be enough and those spots should be for exemplary service. What you know not who you know. I would also suggest promoting the top 100 scorers strictly from any test lists before merit promotions are even allowed. Only one merit promotion per career! Otherwise how can we say we have the best and brightest leadership? The Supt kept saying at all the police town house meetings that the merit promotees and their sponsors will be listed on the promotion order. I didn't see that on the detectives order and am waiting to see if it happens on the Sergeant promotions. Media, ACLU , anybody. FOIA the promotions for the past decade. How many bosses are there with double and even triple merit promotions? Undeserved merit promotions are further destroying the Department from within.

FOIA the Lt test results and FOIA the merit list and promotions. You'll see a few people who actually scored well , could have made it off the score list but we're "merit" promoted the first few Lt classes. All connected. Got to get them in line for a capt or Comdr. spot, right? It's all legit.

Look and see who the merit board interviewers are and who was interviewed. Look and see who got merit promoted the first few classes and where they are working now. Look and see who scored so well from the 5th floor and their connections. Connect the dots.

If you read all of the information out there regarding Watts and his team, it is apparent that Jones was involved in the false arrest and planting of dope on individuals who wouldn't pay for protection. The rest of the team falsely testified in court when these individuals were falsely arrested and one can only hope that these thieves will all be brought to justice. And, they're still working plain clothes.

I dealt with Waller as a Sgt when he was a Deputy. He's a down to earth guy and easy to deal with and took care of a messed up situation the way it supposed to be dealt with . I'll take him as a boss anytime.

Just picture criminal PPO being selected because they are related to an exempt or Alderman.

Special Ed's in the thick of this because he was trying to hook up all the African Americans to boss spot before he is launched. Again When you look back and see Clines,Devine and a host of other family members made by merit and then placed in great units.

The DOJ flopped on this and did not even act like it was a problem. The reason being many supervisor are minorities and that is all the FEDs care about.

And the LIE-TeNants union not backing them up.... The union is a sham and does little they don't even negotiate with the City at contract time they just ask for the same thing FOP receives. (check and see what unit the LIE-tenants union board work and you will see why they dont cause to many waves!)

I agree with the post that there are way too many merit spots promotees. 30%for Sergeant! Unfortunately most of those go to the politically connected or family related. 10% at the maximum should be enough and those spots should be for exemplary service. What you know not who you know. I would also suggest promoting the top 100 scorers strictly from any test lists before merit promotions are even allowed. Only one merit promotion per career! Otherwise how can we say we have the best and brightest leadership? The Supt kept saying at all the police town house meetings that the merit promotees and their sponsors will be listed on the promotion order. I didn't see that on the detectives order and am waiting to see if it happens on the Sergeant promotions. Media, ACLU , anybody. FOIA the promotions for the past decade. How many bosses are there with double and even triple merit promotions? Undeserved merit promotions are further destroying the Department from within.

Why would that change anything? As it stands, 30% of each class of sergeants are merit. When there is a Lieutenants exam, sans cheating, 30% are also merit. Where do you think they get the lieutenant merit nominees from? A huge percentage were merit sergeants. Captains, if you were a merit lieutenant then the sky is the limit, if you were a lieutenant off the list then you have probably peaked. Most exempts were previously merit lieutenants or captains that were merit lieutenants.
Now if for some reason the city decided that it was a good idea (don't hold your breath) that merit should be only 7-10% then you are only creating a smaller pool for the exempts and nothing more, they will still run it on behalf of their political masters. The city will not give up it political control of the police department.

When the city started with this merit crap they said it was to "increase diversity." I always suspected it was to promote those who were too stupid to remember the test answers given to them or too lazy to even try to study. Most of the merit picks are white. That said, a good test taker does not always equal a good leader/supervisor. There are better ways to promote that are used in other cities.

There are MAYBE 5 exempts that don't have a merit promotion and probably everyone of those were in the "secret" study group years back. And the majority of the merit promoted have multiple. I think one thing that the originators of this process didn't foresee was once merit promotees were given merit pick themselves they would only nominate merit Sgt's for merit Lt. Hence all the double merit.

Look at this last sergeants test, A ton of bullshit went on with that Look at the last evidence technician test and the 6° of separation between people in that front office and people who made ET. Same goes especially for the canine test. Magically people who worked for supervisors conducting the oral interview were in the first class as were people whose family are close to Gary McCarthy. ALL bullshit. Everyone, and I mean everyone who passes a promotional exam should have to take a polygraph test as conditions of promotion. Any indication that there was cheating or favoritism should negate you on the spot. Those who push the issue with lieing about deception on the results of the poly will face termination and or criminal charges. Those that provide the cheaters with the materials will be fired and face charges as well. Anyone that thinks this job is legit has a hole in their fucking head.

Merit was put in by Daley and a few corrupt black alderman to increase diversity and to promote those really good cops who just can't put pencil to paper, or so was said by Former convict Alderman Beavers. The federal judge allowed it. The first group of merit lieutenants and sergeants had people who never even bothered to take the test and a few who were on a leave of absence for years. Stories came out about the corrupt merit system in Detroit in an effort to stop this political charade, but to no avail. I know of at least three lawyers who were made merit lieutenants as an example of cops who can't put pencil to paper. The entire system is corrupt and has led to the breakdown in morale and performance of this department. No one has faith in the promotion system of CPD, not even those who have benefited from it. I had three promotions in my career, but I can honestly say better men then me were never promoted, black and white. You need a combination of luck and plenty of hard work to get a promotion while these political dunderheads just walk right in. These phony subject matter experts in the department are part of the problem. It is long past the time to revamp this system and put the trust back into the department. Will you still get incompetent leaders through an honest promotion system? Yes, you will but it will be fair for all.But, I have no faith. Chicago and Cook County is just too entrenched with corruption and patronage, racial politics and incompetence. Someday it will collapse of its own weight.

Whoever keeps talking about the white or black bosses aspects grow the F up. We were all mad at both ends when it happaned with the white bosses and now when the black bosses are doing it now. So grow up it's not always a race thing and it's so old hearing it. One Sgt. In the Lt. Class completely fucked another fellow Sgt. and took an important star number that he requested. 10 other "Good" Sgt.'s passed on the number to honor his request and she (SC) fucked him and the rest of the US by not not passing on the number and took it anyway..

Guess that's what happens when your husband is a DC

And a guy like PV on 3rd Watch, who was nominated by a sgt and is one of the hardest workers around -- and a nice guy -- was passed over by EK. Like that moron would know merit.

PV is a fool, if he was Sgt he would get people in trouble because he thinks he is smarter then every one. Not a quality you want

This is a straight up lie. The kiss ass ES who has only been a Sergeant 4 years wanted the star that was his birthday, not a family member or anyone he knew, but a number that was his birthday. She was number two on star selection and took the star she wanted just like everyone else since that number had no real significance to anyone in the room. Noone else requested a star or tried to get a star way out of their seniority reach. Sgt. Spradley get some time in then you can select what you want but you don't get a pass just because you kiss ass and bring candy everyday.
