Shoot Your Partner?

Special Ed is unhappy that everyone isn't contributing their opinion to the new Use of Force Policy:
  • It’s an old adage meant to fill polling booths: If you don’t vote, don’t complain about who’s in office.

    Chicago Police Supt. Eddie Johnson, with noticeable frustration in his voice, used similar logic to urge people to share their opinions on a proposed overhaul of the department’s use of force policy.

    “I have to emphasize that if you don’t comment on it — and you don’t look at it, and you don’t comment on it — then don’t be upset with the policy that’s put in place because you didn’t help craft it,” Johnson said Tuesday at a breakfast at the Union League Club.
As we stated a while back, the number of comments submitted is under 150. Supposedly, 101 of them are from Jamal, Lemon and pfather Pfleger. Another 25 are Special Ed trying to order a pizza. So there are only something like two dozen actual comments, meaning that your comment might actually have some weight....if Special Ed, Granny Kirkpatrick/Clampett or Rahm really gave a shit what you thought.
  • Johnson announced the yet-to-be finalized draft in October, along with a 45-day window in which public comments would be accepted. The window shuts on Dec. 5.
On 06 December, Special Ed will ceremoniously strip 100 officers....just because.

This however, was pointed out by an e-mailer and is a bit concerning:
  • Proposed changes also would require officers to stop another officer who is engaging in misconduct when it comes to the use of force.

    “We are going to require officers to actually intervene,” Kirkpatrick said. “You must intervene and stop the misconduct, not just report it.”
So...if your partner is using, let's say, Deadly Force. And you, for whatever reason, decide that the use of Deadly Force is above and beyond what you would have used. You must intervene to stop the alleged misconduct. According to the Use of Force Model, Deadly Force is countered with.....Deadly Force.

So......shoot your partner?

We've worked with a lot of cops over the years. A few great ones, some not so great, most just honest guys and gals trying to get through the day, get home, drink a beer, see the kids' school play, get some sleep, whatever.

We can't recall ever wanting to actually kill them, but according to the Wicked Witch of the West Coast, we'll be required to "intervene" when witnessing misconduct, up to and including, shooting our partner to stop misconduct, disregarding the fact that two people can witness the same situation from different vantage points and come up with completely different interpretations of events.

FOP? PBPA? You strong silent types want to chime in on this before somebody in charge actually puts this bullshit into effect?

Can't wait to leave, totally discussed. I have made up my mind I'm leaving this state as soon as possible. Maybe no one will care however when they keep running off the good people let's see what happens then.

YES - that is REALLY the question of the day - Where is FOP???

This whole idea of changing "Use of Force" rules should be looked at with a fine-tooth comb. I don't like it.

The BIG question I would have is, does it put any officer in danger? (Both before AND after the decision as been made?)

What I would like to know is - how come they are not reviewing and determining better guidelines in educating the public on - "Stop and Drop"?

Stop if a police officer says "Stop" and "Drop the gun" if the officer says, "Drop the gun" - instead of running away and/or shooting at the officer.

To me, once you fail to obey the officer's command, you just opened up the use of deadly force.

What I find so funny is the Union Club speeches. Most of the members of the Union Club are rich suburbanites. Why is this fool always giving his speeches at the Union Club. If you not a member of this elite club you can not even use the restroom on the auditorium floor. If you are not a member you have to go to the basement to use the restroom. So why is this fool always giving his speeches at the union club. This city is such a joke. Nothing but arrogant self centered people running this shit show.

Well in all honesty, Special Ed is right. If the blue shirts aren't giving opinions and our own union isn't doing jack shit about it either, then there is nothing to counter it. Special Ed can simply say he only received maybe 20 complaints out of the 10K coppers and that the union never fought it. So in turn, everyone will cry about the new policy, yet 99% of the department and the union gave zero input on it. People can whine about the corruption all day long , but the fact is, doing nothing about it just gives them a wide open window.

OT Warning to all retirees who are being dropped from the City's health care. The two plans that the city is pushing and the plan the FOP is pushing may be not be enough coverage for you. Check out any health care broker, there are tons in the phone book or on line. They do not charge you for an appointment nor are you obligated to get a plan from them. Have them compare the plans I just mentioned to what is out there. There are numerous health insurance companies and all kinds of plans in each company. You may be surprised to find you can get better coverage for less than the above plans. Check out a few brokers. I got a plan from BCBS with more coverage.

SCC, while everything mentioned here is what some people would call "concerning" in my opinion, there is an even bigger issue that is coming to the forefront of all this. It's scary to watch how all of this is unfolding because of the new rules for investigating fatal police shootings. As we all know, CPD detectives will handle the investigation if the offender survives, if the offender dies IPRA (or COPA?) handles the investigation......
To this point, IPRA has been undertrained, inexperienced, and completely in over their heads conducting complex and life-altering investigations. Without getting into particulars, let's just say that they are apparently leaving a lot of stones unturned- even after being guided to the stones. I am hoping that is possibly more ignorance than intentional axe-grinding? But it shouldn't be either! The "I" in IPRA stands for independent. If they are not doggedly seeking the truth- whichever way it takes them, that's bullshit. If the facts don't jive with the agenda you are pushing, you don't just get to conduct a shoddy investigation simply to appease the squeaky wheel.
THAT is something we need to stay on top of- are they doing everything they can to ensure a thorough investigation?
And who is providing oversight for THEM?

Regardless, Sgt P. keep your head up. You are a gentleman and a good copper. Hang tough, and lean on your friends if you need anything!

Just when I thought it couldn't get no worse. We go from lowest morale in the Chicago Police Departments history. To frustration, anger, emptiness and despair. All by the lack of our leadership. I just passed my half way point and can't wait to leave. I just can't wait till I get my 20 in. Looking forward to life after this job and moving far as I can from here.

Saw a story from channel 9 covering Special Ed and Granny at the Union League Club. First: Granny needs to stop wearing a Chicago Police uniform, you ain't the PO-Leese and never will be. Second: It occurs to me that Granny is to Special Ed as Dana Starks was to Phil Cline. That is, an unwanted fifth wheel. Like 'You're not my guy, and I want to know that you know, that you're not my guy!' Pitiful....this is all being crafted by City Hall. What's the over-under on 900 murders next year?

Not sure if you guys have seen that viral video of the murder at 63/Ashland, but it raises a good question or two....

I have rarely seen an act of such a brutal nature- I've been on the job a while, and been around the block, and this video made even me a bit squeamish. We deal with the worst of the worst quite often, but sometimes you forget just how bad the worst can be.

To bludgeon a man's head with a blunt object like that was dusturbing.

Now, if a beat car rounded the corner and saw the first stone or 2, obviously we know deadly force is authorized.....However, how many coppers would actually pull the trigger? And if they did- what would the department's reaction be? I'm sure the headlines would read "Cop shoots man for liquor bottle." Seems like a lot of people online are placing the police at blame for not being around. Or mental health facilities for closing. Or anything and everything but PERSONAL ACCOUNTABILITY. Why not just place the blame where the blame belongs.....I dunno. Maybe it's just me.

A guy born in '67 and retiring at age 50 gets no cola until age 60, and then it's 1.5%. The guy born a year earlier who retires at 50 gets a 3 percent cola every year starting at age 51, and will increase his pension by 30 percent by the time he's 60. How about everyone receives a 3 percent cola just like every other police agency in Illinois. We do suck as far as pensions go. Largest agency in Illinois, but the worst cola increases!!!

Finally saw our beloved Granny in uniform with Special Ed. Absent from her uniform was the Police Memorial bar which even recruits wear. Both she and Special Ed's appearance did not command respect. When you hear that we are also paying to relocate her girlfriend to Chicago and give her a job, shouldn't one of Granny's co workers sound the policy violation alarm? This is rapidly becoming the shit show of law enforcement waiting for the LieTenants exam scam to implode. And these are Rahm's appointments. Meanwhile, both FOP & PBPA will not speak out against these new policies while gladly collecting our membership dues.

Did he go to the academy and ask all those high end teacher of recruits what they think? (they do look spiffy clean shaven).

Did he call in anyone from from the range (gun nuts) and ask basic question?
Did he ask any of those white shirt lawyers whose college was paid in full by the City to do any law research regarding the use of force?

but some ass hat that passes out paper awards to exempts who don't make arrest at HQ goes against general orders and writes an order saying you can't go to an award ceremony with a beard even with medical clearance.(ever wonder why exempts put themselves in for awards)

We do suck as far as pensions go.
75% after 29 and a day while everyone else except fire get 80%
3% cola is a simple cola while everyone else except fire get compounded cola's.
While any increase year to year is good a simple cola gives you little in the way of keeping up with inflation.

What is the determining factor in deciding if your partner is committing misconduct during a use of force incident?
If this order was in effect during the McDonald incident how many officers would have stepped in or ran over to stop JVD? And, just how would they have stopped him? Officer are not normally very close to each other during incidents, JUST HOW DO I STOP MY PARTNER? I don't care what the order says, I'm not going to shoot him!
How can I as an officer justify stopping my partner if my partner feels that force is necessary? If my partner feels that his life or that of another was in harms way? That's how he feels about the situation from his vantage point.
And, who will determine after the fact that either of us failed to follow this order properly?
This is the stupidest thing I have ever heard.

We had a slimilar van dyke/mcdonald situation. hype with knife assaulting people and popping car tires. 6 of us approach. he has knife. not one of us had our guns out. taser fails on first deployment. he runs 75 feet with knife. second deployment works. If he would have came our way no one could have shot him fast enough. 2 years ago this guy would have been shot. they need to pay us more for sticking our neck out, in my belief, too far. I know the job if dangerous, but a person with a knife should be met with guns drawn...etc.

The CPLA (PBPA Lts) has already protested the draft. But you, as I, know what will happen. Under all the contracts the dept. will claim management rights and implement the order anyway. It can be more restrictive than, but not less than, Illinois and federal law. That's why no cops are logging in their opinion - their opinion doesn't and will never count for anything. Where this will actually play out, if and when the order is approved ( and it will be, as written) is during arbitration and administrative review. It's almost like the Rule 14 fiasco. You can't charge someone will lying unless you can prove that. You can't TELL me what is did or didn't see and you can't TELL me how I should have interpreted that view. So, the order will be written and it will be violated a thousand times per week because as we all know the street cop is going home no matter what.

You don't really think that the administration actually cares what anyone thinks or that any of these posted comments will actually be given any weight? Do you? I recall when the department held city wide meetings of officers and citizens, formed study groups of officers led by district commanders, all for the purpose of getting input and letting officers feel that they are being listened to and are a part of the program. Most of the commanders stopped showing up after the first meeting, but you were still required to attend, and for free at that. But, what everyone found out when the program was implemented was that the policy was already written and did not change one bit. Just a show, same as everything CPD does.This is a way of bagging everyone on the scene of a controversial incident.

I have rarely seen an act of such a brutal nature- I've been on the job a while, and been around the block, and this video made even me a bit squeamish. We deal with the worst of the worst quite often, but sometimes you forget just how bad the worst can be.

To bludgeon a man's head with a blunt object like that was dusturbing.

Now, if a beat car rounded the corner and saw the first stone or 2, obviously we know deadly force is authorized.....However, how many coppers would actually pull the trigger? And if they did- what would the department's reaction be? I'm sure the headlines would read "Cop shoots man for liquor bottle." Seems like a lot of people online are placing the police at blame for not being around. Or mental health facilities for closing. Or anything and everything but PERSONAL ACCOUNTABILITY. Why not just place the blame where the blame belongs.....I dunno. Maybe it's just me.

Given the nature of society and the nature of spineless bosses, I can't understand why coppers are still chasing suspects and putting themselves in these positions to feel obligated to use lethal force. I get it, worked in TAct, went to the dicks and now a Sgt so I understand that it is in our nature to simply do our job BUT those times have seemed to pass. I know it sucks but what is the payoff or what is the reward??? Desk duty, media scrutiny dragging your name through the mud regardless of a flawless career. It's not worth it and it really pains me to say that. For gods sake, a POS is seen pointing a pistol at someone in my greenwood and he is killed and now these guys will be dragged through the depts garbage protocol and will go through lengthy depositions for merely doing their jobs. it appears that they don't want you to do anything so don't, fuck it.

This POS chief is garbage. I don't care who worked with him, I don't care what kind of boss or worker he claims to be, he is a political pawn and could give two fucks about any of us. If someone flees, Give their direction of travel and a descrition and take the report. It won't be the first time a battery goes unsolved, or a robbery unsolved and more than half the time the victim ultimately wants nothing done anyways or cannot even identify the offender.

I know there will be some out there that think differently and that's fine if you please to subject youselves to this bullshit protocol that the dept is putting guys through. You are a hero one day and on desk duty the next. All the bullshit CR numbers that POS scumbags are putting on you will further validate the departments discipline and as we all know 95% of them are BS anyhow.

I love this job and love the coppers out there being the real police but it has gone too far and too many of our brothers are getting hemmed up for complete BS.

The police use of force is such a fine line. I have heard civilians compare it to regular murders, where the offender goes out with the intent to kill someone. "Hey if a civilian did it he would be arrested, why not the cop?" One second the cop has no justification for use of deadly force, the next moment he does, the next moment he doesn't, the next moment he does. Its apples and oranges. If the cop does indeed make an honest mistake, it is nowhere close to being the same mindset as the out-and-out murderer. Civilians just don't get it. Apparently, neither does granny Clampet. I mean, I get it, when a cop is beating someone mercilessly who doesn't deserve it you are supposed to stop it. I get it. I would do that anyway. But rarely is this the case.

I was at the Union Club speech yesterday. SOme audience member called out Special Ed about the policy saying it left POs "damned if they do and damned if they don't." Same guy also asked that since McCompStat left the Department shorthanded by 2500 POs + 1000 POs retiring by June and Tiny Dancer's only hiring 600 over 3 years, why won't we have 4000+ shootings and 700+ murders next year too?

Grannie stumbled stupidly on the first saying "training" will protect POs from getting their a**es handed to them. Special Ed didn't answer the second question. Just kept saying "We've got 12500 sworn officers, maybe 12,200". Sure. Then how did CPD manage to spend $116M on OT?

Pretty obvious no one believed either of them.

I read the entire "Use of Force" draft order and can conclude that this order in its entirety, effectively destroys police work as we know it. There is no way that an officer can effectively carry out his/her duties as a police officer while encountering an offender in a deadly force
situation and be in compliance with this order while using deadly force against such an offender due to its ambiguity and vagueness. This order renders all use of deadly force incidents entirely subjective to those in positions of reviewing such uses of force. After 26 years on this job, this order effectively puts a stop to police work as I have known it. I posted similiar commments on website. Sgt Danielson 016....Stay safe.

It's scary to watch how all of this is unfolding because of the new rules for investigating fatal police shootings. As we all know, CPD detectives will handle the investigation if the offender survives, if the offender dies IPRA (or COPA?) handles the investigation......
To this point, IPRA has been undertrained, inexperienced, and completely in over their heads conducting complex and life-altering investigations. Without getting into particulars, let's just say that they are apparently leaving a lot of stones unturned- even after being guided to the stones. I am hoping that is possibly more ignorance than intentional axe-grinding? But it shouldn't be either! The "I" in IPRA stands for independent. If they are not doggedly seeking the truth- whichever way it takes them, that's bullshit. If the facts don't jive with the agenda you are pushing, you don't just get to conduct a shoddy investigation simply to appease the squeaky wheel.
THAT is something we need to stay on top of- are they doing everything they can to ensure a thorough investigation?
And who is providing oversight for THEM?

Regardless, Sgt P. keep your head up. You are a gentleman and a good copper. Hang tough, and lean on your friends if you need anything!

You are right about having oversight over IPRA or COPA or whoever investigates fatal police shootings. We should by know be well aware that the aim of IPRA and COPA is not to conduct an independent investigation necessarily but to particularly focus on what they may deem "police misconduct." With the arrival of an IPRA friendly ASA whose aim is to "reign in" and whenever possible indict the police, I would suggest that a FOP and PBPA conduct their own investigation if possible or at the very least send investigators to ensure that the on scene investigation is conducted in a professional and impartial manner.

1. You are not fucked if born after 67. The reason it’s only funded in 5 year increments is because the bonding house will lower the City’s bond rating a tic if we make it permanent. There is no designated funding source for it. Thus the legislature will only pass it in 5 year increments. This time it was done for 10 years because Donahue dropped the ball 6 years ago. The process in back in motion for it to be done every five years. But you better have a labor friendly Governor in Springfield.

2. As far as the cola is concerned we are in the upper third of police agencies. Yes, many teacher unions have a compounded cola. But as far as police department’s go most if they have a cola are tied to the cost of living index. Most are not compounded but there are a few. Remember that the cost of living index does not include food or gasoline. Thus the democrats can create a false narrative of the economy. For Chicago the last 3 years has been 1.5, .5, and 1.7

General Orders have three purposes: testing for promotion, appeasing rev'runs and firing.

In my 25 years on CPD I have NEVER witnessed one time when any boss asked for input and actually implemented a single idea. Don't waste your time. This tactic is employed by a lot of alderman too.

Step 1 - hold a public forum. Step 2 - go and listen (or usually just send some lackey to go, after all you're the alderman, you're much too important to waste your time attending). Step 3 - do what you were going to do anyway but now you can say you held a public forum. The good ones will also send someone to the meeting to suggest the very thing they want to do so they can then say it was the community that wanted it. It's Chicago and it'll never change.

Respond safely to your jobs and handle them carefully and methodically. Do not take any action unless you have a strong legal justification. If there is any doubt do not take action. All your good intentions will mean nothing to our supt or the public. Discuss things with your partner ahead of time so you're both on the same page. Don't be a cowboy.

Well I have. Back in the Harold Washington days they had a Pride in Excellence Program and asked for Ideas. I submitted one and got an awards pin, a citation signed by the Mayor and a check for $100.

No biggie. If you get a Daily Bulletin and see the Court Keys printed at the top. That was it, and it didn't cost any money.

Other ideas, if they cost money or nudged entrenched people out of their spots, never gonna happen. There were plenty of those too.

FYI It is SB444. The Illinois legislature has moved the 3% age up ten years several times in the past. This bill was written in the same manner as the previous bills so it came in 10 year increments. Just a few issues to clarify. The FOP and the PBPA were all in Springfield pushing for this bill as well as pushing to override the governor's amendatory veto of the 3% COLA section of the bill. They were successful. As to you people who are 50, the COLA doesn't kick in until you reach age 60, so you have 10 years to have your legislators introduce and pass another bill to increase the COLA. Let your legislators know this is important to you. And when there is an uptick in the economy and pension issues are not in the forefront of every liberal agenda that might be the time to introduce a bill to permanently correct this. Too much public opposition and outcry makes the passage of this type of legislation a tough road to hoe.

One night many years ago - I was 99 and pulled up on a disturbance. Responding backup went about five feet to my left and was observing one of the two combatants. He asked me afterwards if I knew the person he was watching had a gun in her waistband? I never saw it as I was between them and gun side not visible.

Guess if he (backup officer) would have pulled his weapon I would have to shoot him since I didn't observe a 'deadly force" situation??????

I'm going to help you with this second grade math because I feel sorry for you. If someone born in 1967 came on this job when they were 21, they would currently have 28 years on the job. I was born in 72 myself and I currently have 21 years on the job. How old was I when I came on the job? I know those word problems in math class probably weren't your strong suit but I have faith that you can come up with the answer if you try real hard!

I did respond. I recommended that any civilian sitting a board that decides whether or not force-and how much force-should be used, needs to have been trained properly. They need to take the same classes on the Use of Force paradigm that recruits do, take shoot/don't classes annually, participate in real time exercises at the academy (think psych work shop), pass the State deadly force test, and maybe routinely ride will officers to see what really happens on the street in some districts.. If they are going to decide they fate of a police officer who used force, they need to also have the same training in order to truly make an impartial judgement. I closed my comment with, "I hope all supervisors in the department would demand the same."
