Squad Policing to End

Yet another of the supposedly "great ideas" dragged into Chicago after failing in New York:
  • Effective the 12th Period, Sunday, 6 November 2016, the Bureau of Patrol Squad Pilot Program will be discontinued. The existing Bureau of Patrol duty assignment, roll call, and tour of duty procedures will be re-implemented in the 003rd, 012th and 24th Districts. To accommodate the termination of hte pilot program, members currently participating in the pilot program will be allowed to request to be placed in one (!) of the three (3) additional day off groups to which the Department must assign members.
This was the disastrous plan that assigned the entire District to Day Off Group 61, 63 or 65....except for front office, CAPS, foot posts, schools, and anyone else specifically exempted by the commander. This plan failed in New York over ten years ago, but somehow got implemented here....where it promptly failed. Funny how that happens.

Thank Goodness, in the 12th District 2/3 of the watch started at 0600 hrs and 1/3 at 0700 hrs. the dispatchers who left at 1400 hrs wouldn't give any jobs to the 2/3 of officers leaving. This would result in the 1/3, 0700 officers getting all the jobs until afternoons came out at 1445 hrs. This lasted for two years, FUCKING GENIUS

After so many orders were issued and rescinded by Jody and Garry, I stopped reading anything the Department put out unless it directly impacted me. I looked up anything and everything that would directly impact me and ignored anything those two Bozos and their staff put out because it was usually corrected at a later date.

I'm not saying they were horrible choices and the Mayor was an idiot for hiring them......no, actually that is exactly what I am saying.

Hopefully, next we will see the re-emergence of watch commanders and desk sergeants. And maybe they'll get ride of the stupid, redundant XO position and put the captains back on watches. The sooner we get over the "McCarthy-ization" of this dept the better off we will all be.

Why wouldn't they wait till the first period to revert back to the old schedule? Officers already have plans and their vacations picked out. Plus they want us to pick new day off groups without seeing the new 2017 operations calendar. This place truly is amazing how ass backwards they are

Scc. Thank you for mentioning this....over the almost 3 years of the squad program, raps rose at peek service hours astronomically. 1a priorities sitting on the board with no police rolling. Manpower was then redistibuted from the late rapids to tact mission to put the nail in the coffin. No one listened to us. The once quite distict now has a person shot daily. The commanders did nothing but laugh. And its true, it was a big joke.

The latest in 024 is that they think by changing the dogs of the 3 or 4 foot guys will solve the manpower crisis...but dont touch the mission team.(reason for manpower crisis)....never mind them. They get the four i.s.rs a month for the district. Koolaid on tap....now go change my day off group, partner and car that i wasnt assigned to anyway and see that works, amatuers.

Surely nobody's personal life was disrupted for this goofy trial.
The next police perception phase ought to be a doozie...12 hour tours with 0300 starts, your choice. Hey look, no Midnights!
Also, 016 and 017 will close at sunset and the scant manpower will be reallocated to 011, & 015 from 1500 - 0300.
They reopen somewhere after 0900 just for Admin personnel to get the coffee pot going and tell walk-ins to report their issues to 3-1-1 or go to 025.
This is going to work.

So the city has decided after two years of this failed disaster the Squad Scheduling that has effected 003, 012, and 024 to finally end this pilot program. After all this time with no input from the rank and file, no input from anyone. For two years the man power in these districts has been destroyed because of this failure of a program. No one from the city seemed to care. You had at times only a few cars on each watch actually manning the districts because they made the 10 and 30 sectors start at the same time. Leaving only a 20 sector and if you where lucky a 40 sector to man the districts. Which from what i hear there was never a 40 sector due to manpower.
So the city decided lets end this. Everyone jump for joy. Not exactly. Lets end this now. Lets end this after holiday plans have been in place, vri scheduled, and just life obligations outside of this job.
From the order that came out looks like everyone in those districts have to re-bid for day off groups now to take effect 06nov16 (12th period) . Giving everyone 2 weeks to figure out life and re-adjust. Sorry if you had doctor appointments scheduled, school functions with the kids, vri and other overtime. Nope dont matter. Sorry if you had the holidays off and have waited years for your turn to get them. Nope dont matter. Because the city wants it ended now. The right thing that should have been done was to have this end and everything to take effect 1st period. What the city is failing to realize is on the squad scheduling it was 2 people per car. Now everyone once again has to find a 3rd person. During this process when it was first implemented you had to give up a 3rd person on your car causing alot of friendships to end because now you had to chose between partner a and partner b. Alot of people bid out. Do you think the city cares. Nope. And before the 1st period their may be changes on watches, people moving around. So these people may have their day off groups changed not once but twice in 3 months to accommodate the new watches they may be going on. Not to mention everyone that has a 12 and 13 period furlo and furlo extensions looks like you are going to have to revert back to your old day off group. Leaving the watches short again because you might have double man power off on any given day. Which then hurts you when you try and take off because of the 15%. Thank you city for not waiting. I'm tired of being fucked with by this department. I have no respect for the top bosses who are a far cry from everyday operations and what it's like to be a blue shirt stuck on a beat car. They fucked with us during the onset of this catastrophic squad policing program. Our furloughs, d.o.g., start times, beat of assignment and partners were changed. They're fucking us again some 3 yrs. later again. When are these bosses going to realize the shit we deal with changing partners(safety issue while working street), changing your beat (where the community knows who you are and you know who the players are), start times, all while screwing your family time/side jobs. When I retire I will not look back at this shit hole of a department. The guys whom I have worked with throughout the years truly feel likewise(blue shirts). Oh yeah....de-escalate, use minimum force and stay fetal. We're just window dressing most days with an occasional true policing incident occurring.

Policing isn't dead, you are just another dog who figures its easier to blame others and the "bosses" rather than actually work.
Last I checked that mission team was bringing in a lot more than ISRs...

Man I love the CPD. Bunch of crybabies like you. Listen, Since day one you have all been crying about how you hate squad policing and everyone has been crying to the union to get rid of it. Now the department gets rid of it, granting everyones wish and now you cry. Listen, you cant have it both ways. Squad policing has 3 day off groups. The regular schedule does not have 3 day off groups. In order for you to no longer have squad policing as you requested means you have to be put into a different day off group with different start times. If you like the schedule, day off groups and squad policing then you and others who were in favor of it should have stepped up and fought to keep it. Call the FOP, call the department, call the deputy chief of the area, talk to the commander of your unit, in other words DO SOMETHING AND BE PROACTIVE FOR YOUR CAUSE!!!! Its people like you who will never be happy. Guys like you who cant be satisfied no matter what happens. If it really kills your life to have your day off group changed then talk to your watch commander and tell him how it will adversely effect your life and request to stay in the same day off group. Do I really have to hold your hand throughout this process? Can you not be proactive about anything in your life? If you ask people things then maybe you will get them. Maybe you wont get them also. But at least you tried and dont have to worry about what might have been. So if you haven't requested to do so then you have nothing to worry about. too many sissies on this job who complain all the time and take no action to rectify their situation. Frickin millenials...

Kill the 10 hour day? No way!! Im in 005 and I love it! Ive already told the union that there are numerous officers in 005 who love it and it would be a terrible idea to go against this. We are very happy in 005 with this schedule. The only ones who are not happy are the folks sitting still in the car talking on the blue toofs all day long dodging calls. Otherwise, for the normal people on the watch we love it. You absolutely cant beat the days off.

So let get this straight, I can bid to stay in my day off group which I want. If I happen to not get it I agree to let the district put me where they want and get screwed. Or, I can bid to one of the three other choices 62,64,66 only, none of which I want and screw myself. So take a chance and stay or bid to something I don't want. Either way I'm in for a good fucking.

Off Topic - Medicare retired guy here. Any of you guys on medicate that the city will be dropping us (01/01/2017) have an suggestions regarding FOP-Sponsored -Aetna Health insurance they are pushing us to get from them, FOP letter says it' similar to the coverage they charged us for and at about $290.00 per person a month for the retiree and spouse. It includes an added benefit of dental and eye glasses.
I really had no use for FOP for many a year with their sell outs, fucking young copper', etc. I would bet, FOP got their hand in the cookie jar.
Any suggestions would be helpful to us pre dementia old copper'. I am lost with this shit. Thank you kindly.
I hate to predict the future of benefits for you young guys, I hope there is still a pension for you guys 10 years from now.

Hey anal leakage...the union was called during the implementation of the squad policing system in 024. Originally it was only allowed in one district but O'Neil from MLA stated that it was spreading to 2 other districts which included 024. If you read or were part of that movement, the original start date for the prgm. was rescinded due to guys bitching about holiday plans, furloughs, etc. because it was going to be an immediate implementation. So "yes" the union was called on this shit. Bosses were spoken to with no luck by the watch. As far as the commander of the unit-he's a decent guy and knows this is fucking a lot of people and it;s business as usual but there is very little you can do when the higher ups dig there heels in. So if your not part of the program and want to complain that "you can go hold my hand throughout the bitch process" you can go fuck yourself. It seems like much of your life will not be turned upside down. Go enjoy the target on your back when you walk in to the bosses office and ask for something where you will owe for it. Not my style with pursed lips ready to take a load behind the glory hole. Maybe you, but not me brother. Enjoy and have a nice day!!!!

So true. Also, end the new civilian deck people. Disaster already. Also disband Gang Enf. Unit And put them back at the district level - get rid of the JISC (put youth officers back in districts) and make an "adult 17 years old" - keep 1-2 Sat Teams. Put the rest back on the watches. Clean out Narcotics Unit - no need for those buy bust teams and take home cars. Get rid of most of this mission based policing That's a start.

There's always a PAR form. 005 always has openings. There's a reason.

10 hour day in all districts as power cars
assign 4 or 5 cars for 3rd watch
assign 3 cars for second watch
it will work
officers volunteer and kept in assignment for a minimum of one year
cut tactical teams , have XO assign two cars per shift to plain clothes with covert vehicles , that would free up one Lt. 3 Sgts and 24 aggressive police officers to work a marked beat car, allow them to work sector cars
