Bella Explains

  • The Chicago FOP is asking the membership not to volunteer to work any type of VRI over the Labor Day weekend.

    How does it affect you?

    You might get one day of VRI from Friday to Monday. If not working VRI impacts manpower the City will cancel your day off and you will make the money anyway.

    What does it prove?

    The media will have to report on the manpower shortage and it will prove that Rham and the Department have been lying about manpower for the past 6 years. Every cop out there complains they can't get time off, can't get off on holidays this will bring that fact home.

    What will you gain?

    You will prove to [Rahm] that we are united, we will do what it takes to fix the problems. We are sick and tired of being screwed. We are the ones being hospitalized, suspended, shot and yes killed.

    We deserve better and the worst that happens is that you have a nice BBQ with your family. Take the time to hug and kiss them because that is worth more than the time and a half pay.
As many know, the FOP, indeed, any member of the FOP, advocating a "job action" is subject to sanctions, charges and termination. An overtime initiative is a voluntary endeavor, and therefore is not a job action, and this essay pretty well explains why everyone ought to consider and adhere to the FOP's direction.

Nah, like I said last night I'll still make some money for my family. I can still sign up and work Friday and Saturday and have Sunday and Monday off with my family. That's the perks of 10hr days in 005. I get to make about 900 dollars in two days and still have two days off with my family for that BBQ and fun. I will be sure to use that 900 dollars for my family, because in 005 with the 10 hour days we get to work our day at 10 hours(not VRI) so we get paid for 15 hours... Win win. What is the damage/impact/residual effect to the person(s) taking part in this?

After all the BS I read here about FOP, I question its motives.

Correct me if I am wrong SSC but if the FOP advocates a job action, can't the City of Chicago de-certify the Union and it's contract? You state that this is not consider a job action because the program is voluntary. Are you sure? I am curious, where did you get that information from? I know Dean reads this blog. Can he or any body else with the FOP answer my question? Personally, the only overtime I work is a continuation of an assignment that goes into overtime or court.

To be remotely successful, the union needs to plan a bunch of such displays of unity. Personally I believe there are too many coppers who are either greedy or in such bad financial straights that this initiative will fail, but on the off chance it is even mildly successful, they need to follow it with other public demonstrations to keep it in the public eye. How bout a vote of no confidence in Rahm n special Ed? How about we make a concerted effort to boycott the news, the trib, n the sun times. If we could get our loved ones to join and cancel subscriptions to the paper, maybe we could hurt them enough where they would slow down the pandering to those who don't subscribe anyway. Just a thought

For your more radical members,

If you cannot get most of the rank and file to give up extra OT shifts, how many would ever sick out if you try a "Blue Flu" day?
Giving up OT is perfectly legal and ethical. A Blue Flu Day would be an illegal strike or job action.

If they won't follow you on Labor Day, do you think they will try an illegal strike?
Or will the few dozen of you be hung out to dry?

At the Unit Rep’s meeting one comment was that outdoor roll calls were dangerous. FOP had called the 1st deputy and he said that they would continue because they were good for community relations. After several attempts FOP got thru to 9.5 and expressed their concerns. Outdoor roll calls are now suspended. But Instead of thanking FOP Jim Bailey from 22 said what took so long?

Of course Jimmy boy had no answer as to why when he was a field rep under Donahue and was making Chief’s pay why no one under the Third Reich ever attempted to end outdoor roll calls.

I guess Jimmy was too busy playing hockey on our dime on our time with Dougherty to be bothered about field rep duties or what actually went on.

More money coming in, maybe they can do more to increase benefits for all of their membership. Thank god our predecessors on this job didn't think like u did or we wouldn't have what we have now . Makes me sick. Your so simple and short sighted . Enjoy your days of working overtime on a holiday weekend lol. Sounds like a blast . I will stick with what's best for us as a dept and make up for it the following weeks.

Coppers , like many in high stress job need down time and later in life regret not spending some quality time with family. Because in the end family is all you have. You never hear from those nearing the end of their life that they should have spent more time at work. Stay safe and show your loved ones that you care about them. Retired cop.

I used to work special but I found myself becoming way too DEPENDANT on the extra cash. Instead of paying down the existing debts, I assumed new ones. I finally went cold turkey. It wasn't easy but I'm now at the stage in my career where I can actually live within my means. Good thing too because I'm close to retirement.

As I read the posts regarding this issue I realize that the CPD is not united. This is the reason the mayor can screw over officers time and time again. You do more fighting amongst yourselves than you do fighting crime. Get together, that's why you have a union. Union members stick together in order to create one solid voice. It's now time to use you voice to send a clear message. Sure the money for the OT is great, but the gains you will win by sticking together is greater.

Everyone complains the top doesn't do enough. The. They announce an effort that seems to make sense and is easy enough for all to comply but you still have people whining and complaining. Nobody is perfect like the current FOP or not it does affect us and when a reasonable request is made we should support them if we can. This is one weekend. The period consists of four weekends so go make OT on those days.

The guy who continues to preach how his proactive policing and quest for the $150k annual by working every Initiative sure got whacked on yesterday's post and seems he's back today.

What's good for one guy might not be the same for another. Many personal circumstances are cause for working each and every opportunity. I don't pay somebody else's bills, tuition, child support, medical treatments, etc. (my Fed taxes do that).
I'm not going to bust on him, we never get 100% participation on anything.
How many go to the annual St. P parade, golf outing, picnic or St Jude?
Contribute to Chaplains Min, CPD Mem, St. Baldrick?
Aiming for 60% Labor Day Event is realistic.

What FOP is suggesting is Not a job action by any means.
Making a sacrifice to support an FOP Family Event is little to ask.
Many if not all Labor Unions have Stike Funds to compensate members for their time on the line.
FOP is not allowed to strike, but should consider having a large discretionary fund to support labor funtions such as the Labor Day Event.
I applaud the effort.

Has your Mayor done anything for you lately?
He certainly didn't include you in his $20 Mil Real Estate Tax Rebate Program.
Take a weekend off and do like Aaron Rogers........R-E-L-A-X.

Also, FOP should get CPF Credit Union on board too, look at the amount of deposits they take in from CPD.

We have this thing called e-mail, that for the most part the majority of us use and can at least let the others that don't, know that if the FOP sent out an e-mail stating that they actually did request officers not to sign up for voluntary work on those dates that it was more legit ! Send out the e-mail FOP, make this happen ! I'm a VRI whore also but will not be signing up for anything those dates if the FOP legitimately request it !

All the vri guys and gals will be the first to cry when the pension is no longer. They don't realize they are contributing 9% from every paycheck and by actually working vri they are working against their own investment. See there is no money paid into the pension fund for any of the vri or any special overtime by the city. If nobody worked vri they would force the city to hire additional manpower the new hires would be paying into the pension, along with the city's 18% contribution and protecting your 9% investment taken out of every regular paycheck. Nobody realizes how much money they are saving the city by working vri. But here is a ballpark: 18% to our pension, they don't pay shift differential, uniform allowance, they don't pay the city's portion for health insurance (approx $10,000) per employee. The city has 6 Billion in cash reserves plus the tif funds and still refuses to fund our pension. On top of that the police have not only the second worst pension funding out of all city funds but are one of the few funds that it annuitants do not receive a compounded cost of living increase. Why any police officer works any voluntary overtime for this city is mind boggling.

On Jan. 28, 2011, Gamboney submitted a bill to the FOP’s former third vice president, who is also named as a defendant in the lawsuit, requesting $203,500 for legal services and additional expenses for work performed outside the scope of the appeal, according to the complaint.

The former union official, Greg Bella, then authorized the payment even though the union says it did not owe Gamboney any money, the lawsuit states.

So Greg gave away over $200,000 of our money for what? Is this a friends and family program like rahm has? Why is greg still getting a union paycheck? did we "recover" the money greg?

Nah, like I said last night I'll still make some money for my family. I can still sign up and work Friday and Saturday and have Sunday and Monday off with my family. That's the perks of 10hr days in 005. I get to make about 900 dollars in two days and still have two days off with my family for that BBQ and fun. I will be sure to use that 900 dollars for my family, because in 005 with the 10 hour days we get to work our day at 10 hours(not VRI) so we get paid for 15 hours... Win win. realistically, as long as cops are willing to work OT there isn't a manpower shortage.

every employer uses OT to balance out their work loads as needed.

It is especially a problem with employers like police departments that cannot easily get new employees into the system. even if the city decided to hire 1000 new cops and started running them through the training system none of them would hit the streets for 6 months and even then they would not be real helpful at reducing the amount of OT. It might even increase the amount of OT as FTOs might not be all that interested in OT.

It seems unlikely that the department could train more than a few hundred at a time so getting 1000 of them trained could take several years, and in the meantime more old cops are retiring. I wonder if anyone has crunched the numbers to determine what the staffing level is likely to be 5 or ten years down the road with various levels of new hires and retirements.

This is something competent organizations have a good handle on. But if nothing else, the city has not shown much management competence the last few decades.

The asshole copper from 005 who posted earlier stated he's working and basically told his brothers to pound sand. That is why the city will get its way come contract time.

The membership of the FOP need to band together if we expect to gain the upper hand on the city.

The underlining issue for FOP to for the city to hire more cops to increase the monthly dues. I am still waiting for FOP to raffle of (1) tuition payment every half hour for every officer that does not work and attends the FOP events. Because I am working unless FOP does it. If not enough people sign up for VRI, they just go with what they have. On 04 July, there were 3 P.O.'s, a Sgt, and a Lt......that's it. They do not do reverse seniority for Special Employment.
They have bbeen known to call people on RDO's and ask them if they're interested, but do not force the issue.

Read the original post dumb dumb. I'm not working VRI, I would be working as a volunteer in the district. You work your regular tour on your RDO. So in 005 we have 10 hour days. When we work on our days off we get time and a half. So we get paid about 440 dollars clear so if I work Friday and Saturday I will be making about 880 clear after taxes. Then I will have Sunday and Monday RDO. Learn to read and comprehend... It's the beauty of the ten hour days, we get time off and a lot of opportunity for money$$$.

Black list anyone who works those days. Shun them, don't work with them, don't eat with them. Make work life lonely and miserable. Bounce around their cars and start times. Stick them with bad partners. Everyone including bosses should know this is important. Show the city how important we are. Bosses, dump the scans from teams, drop them off management. If someone doesn't want to stick together it shows that they can't be trusted.

If anybody thinks that there will be no volunteers, then you are delusional. There will always be money hungry cops signing up for everything possible. There is no unity in CPD. You will always have cops who write movers and parkers to keep their car. This has always been the problem as far back as I could remember. No matter how much the bosses and city screw us, there are those who will bust their ass to keep their car or keep a certain start time or place on the tact team. Rahm and Special Ed know this, so why worry about pension shortages or activity. The same asshats always will do what the city and bosses want. their attitude is fuck everybody else, I'm just going to do for me. Good luck with nobody volunteering. There will be more than enough money hungry hogs to fill up all the overtime positions.

I was friends with 2 of the FOP presidents, but I have come to the conclusion that every FOP President except Shields was sleeping with the 5th floor of City Hall. Shields was screwed over because he wouldn't play the game. Every FOP member knows they can throw out these Bullshit memo's because there are PO's who will ignore them and sign up. Angelo and every other member knows this. So FOP will get their face time faking that they have our backs and disappear until the next time. Everything is very well scripted with FOP and the city. Try calling the FOP with contract issues and pension issues being ignored. There answers are suck it up cupcake. We pay union dues for what exactly? Have you actually looked at th VRI numbers? People aren't signing up. The zones aren't full anymore, some priority zones don't even get bodies anymore. It's not a stretch for people not to sign up.
should have 5 cars in each PEZ, only averaging 3 cars at the most

Hey Bella Backer. Greg back in 1999 was a vocal leader. But the bottom line here is that Bella was responsible for over $200,000 of our money was given away. Greg has never explained this. Why? Why did Dean bring him inside knowing this? Why did the FOP's lawsuit against Greg go away after the election. Why did Greg say he would work for free and help out for a couple months and now he's on permanent salary with FOP for more than 2 years? Check the Fop tax records. Greg is for Greg. I supported him for a long time, but no more.

I have never worked special so I have a serious question. I am maxed out with over 29 years. If I were to sign up for special and then just not show up, can they give me a suspension for that? Or would I just be disqualified from signing up in the future. I am on furlo for most of those dates. Figure I could eat up a spot and short the city if I did so. Can someone let me know. Thanks.

I think this is going to play right into Rahm's greedy hands in letting him hire private contractor (campaign contributor) security firms to replace Chicago Police where ever possible. He won't need to pay them benefit and pensions.

This city is going to hell and this is a push in that direction as long as the basic question of low manpower and morale is unsettled.

Back when I was working there were times when manpower went up and down and I worked Special Employment, for straight time money. But I also worked at a another non-security job. It was well paying, union, required a skillset and a license. What was really nice was to do that job away from the stress of being to police. More cops should look for secondary employment like that.

P.S. On TV news, TSA workers at the airports marched in protest to their job being made tougher and passengers having to wait longer because of LOW MANPOWER and LOW MORALE of their union members. They were demanding that TSA hire more people.

VRI is basically back dooring our shortage of police officers and its been going on for far too long. This is the one time we have the media's ear.
