I don't see a problem with the Pax 501, SCC. EJ has informed the troops about the release of videos of 'questionable' behavior, and that's to be expected. Anyone who can't seem to get with the new program would best start looking around for a new line of work, it's that simple.
As far as the so-called 'examscam II,' that isn't being investigated by EJ; that's in the Inspector General's corner now. Don't go around comparing apples to oranges. It's extremely likely that nothing is going to come of the examscam II investigation, if past allegations and subsequent investigations are any indicator of present allegations. There's a much bigger issue coming, and that's a possible deluge of officers being captured on video committing indefensible acts of violence upon citizens who are either wearing restraints and who are (likely) mentally ill.
One problem will have a far greater possibility to further deteriorate the trust many people have with the CPD. Ask around, SCC. The majority of the public doesn't give a damn about who is being promoted, and under what circumstances.
Rahm and the IPRA (or not IPRA) better get this story out and get the top down corruption gone. (It'll never happen...too much dirt there). Where is Konkel or other Media....how about Fluff and Puff on Channel 5 News...Marin and what's her name?

Never worked a ghetto district huh? This is a daily occurrence, especially during school dismissal time. Copper did the right thing, what was he supposed to do, jump into the middle of it and start handcuffing people only to find no victims after he does? Let the city burn.

Identifying members under investigation is a violation of contract. FOP & PBPA need to file grievances, lawsuits , unfair labor practice, etc. Rahm/City Hall political operatives (aka scumbags) who are dictating this policy are also putting members and their families safety at risk if the involved officers (victims actually if they used deadly force against an offender in defense of themselves or another) image is posted and made available to the public.
Although it may not appear that because you are a police officer you have lost many of your rights as being, "Part of the Job", the fact of the matter is that you are footing the bill. Whether you work for the city at Streets and Sanitation or the CPD, you are footing the bill as a taxpayer. It is YOUR money paying for all of this testing, promotions, and ghetto payouts. It isn't the mayors money, Chicago's money, City Hall's money, or County money. It is YOUR money. If you have been harmed through cheating on a promotion test sue. If you have been harmed by a merit supervisor due to his incompetence and ignorance of the job, sue. (Look closely at recent police scandals involving supervisors and you will see they were ALL merit.) It is time we started demanding excellence from government. After all that has happened would it really be all that terrible for the Department to go to a Federal Judge in receivership?? To have a Federal Judge look at every test, candidate list, promotion list, merit list, training procedure, and contract? It sounds like a win win to me.
If your name is attached to a lawsuit and the complaint is clearly a fabrication that does not resemble the actual facts, start at the Chicago Police Department Law Unit. There is a P.O. or Sgt. reading every single suit filed against officers and then listing the names of every officer that touched the RD#, whether that officer had any contact with a defendant or not. They are attorneys. If they are derelict in their desk job as an attorney in that unit, file an ARDC complaint against them for Misconduct. Read the rule. It used to be "Scope of Representation" but it was changed when some of us started hammering back at the attorneys suing us. If anything in that complaint is erroneous or an out and out lie, slap an ARDC complaint on the lawyer that filed it and the attorney who is representing the complainant. They have a right to Discovery. It is on them to read the case. If they are derelict in their due diligence then punish them for it.
Some would say, "They settled, be happy you did not have to pay." I say, "Fuck That." We are paying ridiculous parking fines, red light camera fines, exorbitant city sticker fees, water bills, bottle water tax, entertainment tax, cell phone tax, cable tax, 911 tax, infrastructure tax, etc.
Realize that you are paying for every single person working at 26th and Cal, Stroger, City Hall, 35th Street, and on and on. All I am trying to say is step back from thinking because you are the police that you have ceded from expecting the very best for YOUR money. I know it can certainly feel that no matter where you go either at work, on the street, or in court, that it is just you and your sworn partners and peers. It isn't. The reality of the situation is that the vast vast majority of the citizens in this city and county could give a shit if dude got his ass kicked by the police or who was merit and who isn't. They are still calling for you and still need and want your help. You know as well as I that it is the minority communities that are the busiest and many, many good people living there are calling for you.

Back in the day, city hall was a little more subtle about their intervention with the police department. This Pax 501, and its deference to the Mayor's office and other "leaders" (political, community and otherwise) is nothing more than the Superintendent throwing in the towel. The whole premise of backing you when you make an "honest mistake" is horseshit.
The assurances that you'll be retrained comes off as really condescending to me. More accurately, it comes across acquiescing to
an outsiders' opinion in a you vs. them controversy. And again, this whole concept of transparency, with the release of complaint records. How about this for transparency. Why not send copies of every arrest report and complaints immediately to the media verbatim, word for word. Especially when some political or community leader is involved. Transparency is nothing more than pandering.

The only way the Lt. exam scam builds momentum and doesn't get buried is when a P.O who had taken the test files a civil lawsuit. During the depositions of the civil suit is where this thing will get blown open and difficult to cover up. I soooo wish I was involved in taking the test, I would have hired a $1000 an hr Atty the best and brought the city to its knees. If all of this is true the only way to avoid any lawsuit is to at minimum return the Lt in question back to Sgt and that's at minimum because it also calls for termination. If this is not done the only way the City can get out of this then is to promote everyone that had taken the test or to pay out a civil suit.

I beg to differ. The direct cause of the lawsuits is the following:
1) Fail to adequately screen who is hired (this is probably the most important of the four points).
2) Fail to properly train the front line supervisors, who are the glue which holds any LE organization together.
3) Fail to adequately supervise.
4) Fail to adequately hold people accountable for their actions which not only bring disgrace/discredit to the agency, but
also undermine the public's trust in their respective LE agency.
When the CPD gets to fixing all that has been mentioned above, this agency will be magnificent thing to behold. Until then, it will continue to do what it's been doing for about the last 10 years...simply existing, not thriving. That's pretty much it in a nutshell.

When is the City and F.O.P. ever going to address the obvious signs of P.T.S.D. in our Department. I even included a souvenir "Wham! Bam! EXAMSCAM" bumper sticker. I have yet to receive a response from either gentleman. I might note the during my experience with ExamScam, two of the Sgts' Assn. ranking honchos were promoted to lieutenant. Shocking? I think not.

Now that I'm on that rant the fire department got rid of "gold braid pensions" I called the pension board and talked to them about it, was told maybe more coppers need to call to get this pension grab gone and help stabilize our pension money! The pension board is set to run out of money in 6-10 years max we need every penny we can save, enough of these politically connected jokers taking huge payouts!
We were getting put into the system today as far as the body cameras go in 015. Half way through the process the system crashed and they had to suspend the input of data until it could get figured out. Evidence.com which is where all the video and audio will be stored is owned by taser. Taser gave all the equipment to the city for free and they are just charging for the "cloud" I assume that is a term for storage. I give the cameras 3 months before they start failing and 6 months before taser suspends service because of unpaid bills.

1) Fail to adequately screen who is hired (this is probably the most important of the four points).
2) Fail to properly train the front line supervisors, who are the glue which holds any LE organization together.
3) Fail to adequately supervise.
4) Fail to adequately hold people accountable for their actions which not only bring disgrace/discredit to the agency, but
also undermine the public's trust in their respective LE agency.

One also has to have other options to help restrain combative patients, sometimes hospitals are not cooperative with restraining people who need it. But don't get yourself jammed up, put everything on the radio that you can, don't hesitate to call for a supervisor, and always have cuffs and leg restraints, even if you have to buy your own.

It is disgusting that this kind of thing exists within CPD, OF ALL PLACES. The black community is correctly criticized for not stepping up to the plate to at least try to be a part of the solution to the problems in their own community, instead of only pointing the finger at others.

I would have hired a $1000 an hr Atty the best and brought the city to its knees. If all of this is true the only way to avoid any lawsuit is to at minimum return the Lt in question back to Sgt and that's at minimum because it also calls for termination. If this is not done the only way the City can get out of this then is to promote everyone that had taken the test or to pay out a civil suit.

A lot of these past imbeciles are the reason you young bucks are going through hell right now. Talk to any dinosaur on the job today and I bet they got tons of stories about the present and past stupervisors, hell I'm no angel either but at least I'm on my way out of this joke of a department. What you young bloods got to get in your head is to stay comatose till this shit blows over, remember back in my time there wasn't no technology to fuck you, today you're fucked with even the slightest thing you do or say. If I were just starting out today as a new PO in this type of environment I would look for another job or trade because policing is dead. It's just not worth all the aggravations of this job that is entrusted to us because we cannot police properly. How about the all Hispanic Command class slid through a few years ago? The one that gave us Pena? What was the percentage of minorities given gold stars vs. whites in the last few years. Based on the percentages you just presented, they were way past "disproportionate".

whatever happened to Mcarthy's driver he made meritorious sergeant and it was found out after he graduated sergeant school that he didn't even take the sergeants test. I know he spent a couple of days working as a sergeant in the 007th district and then he was whisked away. Did they ever demote him or is he still a sergeant somewhere???? You forgot to mention the percentage of exempt ranks that are minorities? How long to whites stay in their rank as opposed to how long the exempts stay in their rank? I suspect there are a lot more minorities in the upper echelons.

It's been a regular occurrence for some time now. Lack of proactive policing has been occurring here in Chicago for at least the last 3 years or so. The citizens have adjusted to this, as (apparently) the police have also. Keep the line moving.
It gets so old here...anyone with a differing opinion is always assumed to be a 'merit boss' or someone who has never worked the streets. Most of the time, nothing could be further from the truth. Eddie J was a very good detective.
John Escalante was one of the better sergeants when he was assigned to OCD.
Al Wysinger was an outstanding tact officer in 011 during his patrolman days. I won't comment on their effectiveness as a boss, but don't just assume that someone wearing a gold star has no idea what it's like rolling around in uniform in a beat car in a tough district handling the craziness you guys see every day.
