Paper Trail

  • The blood alcohol level of a high-ranking Chicago Fire Department official was still nearly twice the legal limit almost four hours after he crashed a department-issued SUV last month off Lake Shore Drive just north of downtown, according to city records.

    The documents obtained by the Tribune under the Illinois Freedom of Information Act show that internal investigators with the Fire Department didn't administer the Breathalyzer test to then-Deputy Commissioner John McNicholas until 4:32 a.m. April 20.

    The crash took place a little before 1 a.m. that day, just off Lake Shore Drive near North Avenue, while McNicholas was off-duty.

    McNicholas had a blood alcohol content of 0.154 percent — nearly twice the legal limit of 0.08 percent, according to city records.

    It was unclear why the Fire Department didn't test McNicholas until nearly four hours after the crash or why Chicago police did not perform a Breathalyzer test and instead issued only a ticket for negligent driving.
Four hours after being sloppy-drunk at a Blackhawks game with his unnamed companion, he was still sloppy-drunk while in-custody, after wrecking a city vehicle and endangering the lives of anyone who crossed his path - and endangering the careers of numerous CPD personnel - and then ends up skating with a six-figure pension.

What are the chances this incident ends up being another "brick" in Rahm's so-called "code of silence" wall he's going to have to desperately build in short order?

He was so disoriented by the crash, that he did not remember the CPD officer that handed him the six or a dozen beers in the ambulance. He was stone sober through the crash, and the evil police obviously fed him the alcohol. /sarc

You know the drunk guy at your corner bar? You know the one that drinks everyday and no matter how much he drinks he still doesn't look drunk? Career alcoholics can be hammered and still not exhibit signs of being drunk. No signs why would you test him?

I remember a fight about 20 years ago between some firefighters and 13 district officers who took a beat down. The firefighters weren't required to blow and could only be ordered by their department. The officers however were required.

If that had been anyone of us who had no clout, we would be on verge of losing everything. As we all know we have sloppy drunks on this job right now. How do you leave your police radio at a bar on the southside when you are suppose to be on your footpost in the west loop, then you try to lie about. What would happen to us? We would get fired. What happened to that person? Became a sloppy drunk Sgt.

Coppers on the scene of the crash had to know that man was intoxicated as well. We don't come out of this smelling like a bed of roses either.

Any cop Dumb Enough to have covered for this Clout Baby deserves to lose money or even his/her job. This guy is riding into the sunset with a six figure pension, while you will be copping a plea with IAD.

Does this show a pattern of misconduct?

4 hours before testing and still no citation issued.
This was handled internally by Fire bosses.

Any city employee that gets involved in a crash can say I want to wait 4 hours
to be tested.

Again this smells bad for CFD and the CAR for not doing the job at hand.

Good example of the fire department code of silence . If it was a citizen of Chicago it would have been a DUI . Are tax payers stuck paying for damaged car . Take his pension away to pay for damages .

Did you read the part where even the dispatcher answering the secret Bat-phone at OEMC noticed he sounded hammered enough to notify a Battalion Chief and their street Deputy to respond to the scene? Would you call that a sign?

They are trying to state that this was an 'off-duty incident.' Mr. Fish-Lips was exempt-rank, thus, he was 'on-duty' to respond 24/7 to any major incident.

McNicholas was one of the most ignorant, obnoxious fire or police bosses out there with the exception of Mike Chasen D/C of police. You think that you are Teflon coated but in reality clout ed babies should remain under radar always and use your juice guietly. Wonder why his son went to CPD instead of CFD.

How many years will go by before the Paper Car is going to be called in to resign?

Man up and expose the deal before you're forced to retain lengthy and expensive legal counsel.

Just pathetic! And as bad as was the inaction of the patrolmen who arrived on the scene, I hold the supervisor(s) even more accountable if some time is given out on this one. Another glaring example of a failure to lead/supervise.

Chasen's dad was a good guy and a County Police Detective.

I say the most obnoxious is that little Riccio boss with the elevator shoes. Originally was a suburban P/O prior to CPD.
