More Distractions

  • After a violent winter and spring, Chicago will start off the summer with “thousands” of officers deployed to city parks, beaches and neighborhoods, Police Supt. Eddie Johnson said Thursday.

    “They’ll be thousands. I can’t give you an exact number,” Johnson said at a news conference on the campus of University of Illinois-Chicago.
Thousands we tell you....THOUSANDS! And Leo is getting in on the act:
  • State Police Director Leo Schmitz, said his agency would have additional troopers on the roads, as well as fixed-wing aircraft circling Chicago area expressways. Chicago highways have seen 20 shootings so far this year, eight more than during the first six months of 2016, said Schmitz, a former Chicago Police Department commander whose district included Englewood.
Unless Leo has A-10's with missiles and authority to strafe the expressways, we don't see aircraft making a difference, but he might get some decent pictures if the city catches fire.

The media continues with the "press release" version of news:
  • Citywide, the city has seen nearly 250 homicides so far this year, about 80 more killings than during the first five months of 2015. Johnson said the department has traditionally added officers for key weekends each year, and noted that homicides and shootings have declined after a steep upturn that began in December.
The city has almost never offered overtime for key weekends aside from 03/04 July aside from canceling tact team days off or deploying citywide units - units that don't exist and haven't existed for 5 years. Johnson is pretty much lying here.

This is the "decrease in the increase" the media eats up, despite the fact that HeyJackass.com points out that May already has 55 homicides, and SCC has pointed out that May 2013 had 44 murders, 2014 had 41 and 2015 had 48, a number long past. The "decline" is nonexistent. Chicago is on an upswing, and every killing since last week is obliterating Johnson's "decrease."

Additionally, IPRA is adding to the distractions by recommending the firing of Glenn Evans:
  • In his first major test on discipline since becoming Chicago police superintendent, Eddie Johnson has so far refused to go along with a recommendation by the city's police oversight agency to fire a former police commander with a long history of excessive-force complaints.

    The former commander, Glenn Evans, now a lieutenant, was acquitted in December by a Cook County judge on charges he shoved his gun down a man's throat despite evidence showing the alleged victim's DNA on Evans' gun.

    At issue now is what discipline should be meted out to Evans after the Independent Police Review Authority found him at fault for pressing his fist into the nose of a woman who refused to be fingerprinted in 2011. A lawsuit brought by the woman, Rita King, alleged she suffered a broken facial bone.
It's enough to make you forget there's a testing scandal going on involving numerous exempt members.

Weird, but wbbm reported kind of extensively on Evans Thursday afternoon. They said he's a contemporary of the superintendent and he was demoted to lieutenant over this case, but now that the court case is over, he's about to be 'promoted' to work directly under Eddie Johnson very soon. They reported it as fact, not speculation.

Glen Evans has several other CR numbers with IAD pending. How bout the one where he lead several 003rd District officers into a closed business by cutting off the lock only to find that the business was empty. The owner recieved a notification through his alarm company that his business had been burglarized and was able to view Evans and others entering his business from home.

When the owner arrived at his business to check it out, he was cited for several license violations. That same business owner was arrested at his place of business at Evans direction several weeks later. Yeah he's suing.

This is what the news media does. They obtain a press release by the government, a corporation or a celebrity and then they parrot exactly what the press release says. A "news writer" then "writes" the news and an editor will edit a snippet here or there. Then PRESTO- this is called news.

Here is the real news straight from me. We don't have "thousands of officers" deployed. More like several hundred. On my shift we have six officers who are working overtime and two of them are working inside. The inside house mouses always get taken care of first. The only way the department can claim they have thousands of officers working overtime is if they cancel the regular days off and cancel days off for specialized units. Not gonna happen.

The news media, you are losing credibility every single day. The mask is coming off and the American people are beginning to think on their own. Here is one more jab at you so called journalists. A week ago the mainstream media reported there was violence at the Nevada Democratic Convention in which Bernie Sanders supporters were throwing chairs and threatening others. The only problem is that it never happened. There is not a single video of anyone throwing a chair. Just one guy who picked up a chair and he then put it down. Not one arrest. No one bloodied.

The news media, you are full of shit and you only repeat what your government and corporate masters tell you to repeat.

troller: I was watching the news last night and both Leo and Eddie used the phrase "we will not tolerate" this or that. In the case of Leo, it was shooting on the expressways. They got me to thinking it was all bullshit. Shootings on the expressway are triple digit percent up this year over last year. I have read murders in Chicago are up by something in the range of +80 this year. It seems rather fellows we actually tolerate more rather than less.

However many of them are working two days but I'm sure there are well over one or two thousand citywide working over the weekend on RDO. Hey, it's a much better system than cancelling days off

ISP always boasts that they are deploying "additional" manpower during holiday weekends. Unfortunately, that usually means that the house mouses leave their offices and coffee cups early and make a traffic stop or two on the way home. Smoke and mirrors. The ISP used to be able to saturate all the Chicago expressways with dedicated manpower, but that was back in the mid to late 80's when they were fully staffed. Attrition and budget cuts have since turned them into a reactive force, much like CPD these days.

Preponderance of evidence is all that IPRA needs to recommend an officer be fired. the court requires a higher level of proof to find someone guilty. apples and oranges. Hence the dna on Evans gun is enough to get him fired, but not suffice due to errors made by either IPRA or the state attorney in handling the case.

IPRA and the Supt. are arguing about the penalty for Evans which might be settled by the police board. But, if Rahm gets his way and he might, the new civilian agency will be completely independent of the department. In other words, they will investigate, determine and set the penalty with no input from the superintendent at all. No command channel review. If you don't like the finding or penalty you will be able to appeal it to the police board, but Ramn wants the board also taken out of the equation. The city will have to radically change the contract for this, but public pressure and the media are on the mayor's side in this one.

In 022, we have almost every copper who is RDO working one of the days. So many in fact, that we dont have enough cars for all of them. Several 2-man cars on 2nd watch both days. Cant be any sweeter than that. Time and a half, with a partner, and still ain't doing an ISR!

The ISP used to be able to saturate all the Chicago expressways with dedicated manpower, but that was back in the mid to late 80's when they were fully staffed. Attrition and budget cuts have since turned them into a reactive force, much like CPD these days.

I hope that this was a sarcastic post intended to be humorous.

First, Gene Williams standing on the stage with other department members who are being honored as heroes is wrong. He is currently under investigation by the same department who honored him with a "leadership" award.

And second, I knew Powers well, and whatever he was, I would never have described him as a "leader," either. The award is named after him because he was connected to the superintendent and he had the misfortune of dying young after many years of chain-smoking.

Also, maybe it does make sense that Williams received this nonsense award, as one of the first honorees was "Drunk Tank" Frank R., who often came to work in an impaired state. The bar is not set very high for this award.

And last, how long is the department going to continue to kiss Phil Cline's ass? It seems that he gets honored every year with some award, as he is treated as if he is a great humanitarian. Granted, the Memorial Foundation does great things, but Phil is not doing this out of the goodness of his heart. He is paid very well ($190,00 plus?) to run the foundation, and that is on top of his very generous sworn pension. He doesn't do this work as a charity, IT IS HIS JOB.

Preponderance of evidence is all that IPRA needs to recommend an officer be fired. the court requires a higher level of proof to find someone guilty. apples and oranges. Hence the dna on Evans gun is enough to get him fired, but not suffice due to errors made by either IPRA or the state attorney in handling the case.

You nailed the distinction between the two processes. The standard, however, for getting fired is a lot lower than the "preponderance of the evidence standard." It is substantially lower. And you are correct that the dna on the gun is probably enough to get the accused fired.

The good thing about Williams winning the "leadership" award is that he did help more minorities get promoted to lieutenant, and maybe a few to sergeants. Basically he is saying, without the cheating, they could not have been promoted on their own. They could not study on their own. They could not make it on their own.

So now you know what you are dealing with.

Any person who cheated to get ahead, know this, you will never be respected in your ill-gained position. Not that it matters, because when you took the oath of office to swear and uphold the law, you had your fingers crossed behind your back. The oath means nothing to you. You know nothing about police work or being a police officer. Enjoy your elevated station, bigger paycheck, take-home car, because that is all you will enjoy.

In addition, that goes for any person, regardless of race, gender, nationality, etc., who got promoted without doing it on their own abilities and brown-nosed their way to get promoted in this department.

Officers on duty disability that can baby sit , travel by airplane , drive to part time jobs , drive to school , walk , talk can surely be put back to work in a clerical position . It is a scam , many of the officers are under 50 years old , been on disability for years , force them back to work . I worked two jobs during my entire police career. I had to to provide for my family, housing, education and an occasional vacation. Yes, a vacation but not to any exotic location, usually Florida or Wisconsin. Never could afford a summer cabin. I really understand why people will work these secondary employment opportunities. They might not want to or might not agree with the administration, but they need the money for their family or the comp time to spend time with their family. This is a better deal then you can find on the civilian market working security jobs. I am retired now with my pension and some money in deferred comp. No, not a millionaire, but doing OK and happy that I have left the job behind. Worked full time for 8 years after retirement for a corporation. I was treated way better by this corporation then I ever was by the department. They treated me as an adult with respect and the people I worked for were competent, a far cry from the police department .

Everything in Illinois is now smoke and mirrors as the state if broke and the democrats just keep doing the same thing that got us here in the first place. You have to admit that the clouted merit promotees do have an advantage over the rest of us. They make high rank and when they retire they have a great resume. The exempts get additional training opportunities that is not available to others and when they apply for a job after retirement they stand a better chance. However, a job in government and a job in private industry are two different things. Many of these clout babies cannot make it in private industry and do not last long. UIC Police is political

Respectfully, ISP never came close to the impact the CPD Traffic Division had on the Chicago expressways.
All smoke and mirrors as you say. And so much worse to this day.
Give the expressways back to CPD then step to the side and go back to the tollways where your guys belong.

Ellyn is nuts, but Leo he has policing in his soul, he will always be the police and to my knowledge never burned a copper. Now on the other hand we have eddie who cannot even resolve a simple examscam2016 cheating allegation, by demoting them, all! Since the doj is already here eddie did you man up and bring them into your sanctum fro help resolving this scandal? Yeah, there will definitely be thousands of extra officers in Chicago over the weekend. I heard they borrowed about 1500 or so just from Morton Grove alone, and Skokie even volunteered about 500 of their guys, too! Wilmette may join the party with 1,000 of theirs, if they aren't too busy.

Do you recall why the ISP were given the expressways that run through the city? For one, they should have had them along along as is the case in every city in America. Secondly, the BGA and IAD did undercover stings on the traffic division ( the old white hat unit) that worked the freeways. It seems the division was noted for shaking down motorists. The traffic guys had to wear recorders for a bit that did not slow down the complaints. ISP did not want the freeways and had to transfer troopers from Southern Illinois and house them in local hotels until they could hire more people.

I remember when she was a new Sgt. And Harley yelled at her. She went to the car and cried. Hence, forth known as the crying Sgt. But I guess she got the last laugh because she made Lt. And retired early.
