Rent is How Much?

  • After buying a home in Barrington Hills, Chaoshan Lai and his wife couldn’t unload the 15-year-old townhouse that they’d bought for $935,000 in Central Station, a taxpayer-subsidized development in the South Loop where former Mayor Richard M. Daley lived for years.

    Lai couldn’t even find anyone to rent the townhouse on South Prairie Avenue — until he got a call in 2013 about a woman who’d gotten a “housing choice voucher,” from the Chicago Housing Authority through a program that had long been called Section 8.

    Lai says the woman wanted to lease his three-bedroom, three-and-a-half bath home, which has a library and is within walking distance of Soldier Field and the lakefront.

    “I said, ‘You probably cannot afford the rent,’ ” Lai recalls. “But they said they have a special program in the ‘opportunity area’ that pays much better. I said, ‘Let’s give it a shot.’ ”

    It ended up being a good deal for Lai. Since June 1, 2013, he’s collected more than $100,000 from the CHA, which administers public housing in Chicago for the U.S. Department of Housing and Urban Development. The CHA pays him $3,911 a month in federal funds to lease his townhouse to the woman and three others in her household, including a child under the age of 6, records show.
Most coppers probably have a mortgage that is half of that $3,911 per month and they don't have a swanky million dollar Central Station townhouse. But the CHA is burning through $47 million A MONTH to subsidize this crazy type of crap.

Nothing like making it big.....without having to earn any of it.

Again thanks for posting my earlier comments. This one may not be popular but again this is my opinion. The projects were created to keep the races separate. Black men home from the war were not allowed to live in certain neighborhoods so they were forced to live in the projects. And at the same time denied the same wages. A double fuck you. That forced many families apart. Now I grew up in the projects but we were able to get out. Luckily, but even still where we moved all the non blacks moved out in two years. Gone. Section 8 was created because CHA fucked people over by taking tax money and building luxury high rises and then lying about creating some to be affordable. So the plan was designed to fail. You cannot take families from the projects and place them into luxury homes, number one, it is not fair to people who truly deserve that break and number two, you cause chaos in the area. There is a reason for the uptick in crimes where Section 8 residents are. I do not like Section 8 to be given to anyone able bodied. But private companies will not hire you due to background and drug testing. But even as the police you know of many people who have gotten breaks early on and they should be locked up but get a pass. What would be the idea,at this point end Section 8 but get ready to bear the weight of thousands of homeless families.

I have to tell all my Liberal friends how much money "poor people" are getting to live in places they (my friends) will NEVER be able to afford - rent OR purchase.

I guess there is no ceiling as to what "poor people" can get?

Think about it - $3,900 a month is almost $48,000 a year. If you made $96,000 a year - you wouldn't be able to afford that rental bill. (figuring you need to pay taxes, plus your expenses like food, utilities, gas(for car), etc.)

Poor people?? Give me a break!!!

It won't be such a good deal for the homeowner once the cockroach mitigation bills and vandalism repair bills start rolling in. I used to do rehab work for guys stupid enough to rent to section 8 tenants. The rehab was needed after the folks moved out.

It's nothing new. This has been going on since the late 90's. Once Daley Inc. started tearing down all the projects, most residents were offered vouchers in lieu of public housing. A few coppers in the Problem Building Unit were put through the CHAC Renters Training and Landlord Program. Quite an eye opener.

Oh my god talk about entitlement, I would love to live in a high rise overlooking lake Michigan for 200 bucks a month or in a 400,000 home for 150 bucks a month or rent free but guess I am not the right color. The amount of money the voucher program spends on luxury apartment they could have bought that person a house but than again they would have keep it up and we know that is not happening. There's an article making the rounds, complaining about Chicago being a segregated city and how there's no access for 'the poor' to live in Chicago's richest/most desirable neighborhoods. Well, yeah.

Maybe I'm missing something, but I always thought being rich, or living the lifestyle of the rich, is something you work hard for and earn (or occasionally inherit or marry into). WHY would someone who doesn't work for it be ENTITLED to it?

Lai is just as much an entitlement baby as his renter.

For most of us, if we can't sell our house (which we stupidly purchased for an inflated price, at the top of a real estate bubble), well, we stay there until the market improves or we take a financial loss when we sell it for less than we paid for it.

I don't for a moment believe this renter simply appeared on his doorstep - as if by magic - one day and explained the details of section 8 to him. It's amazing how the rich only get richer, by virtue of their connections to special programs and special people and special banks and special treatment.

The real question is will participation in this subsidized housing entitlement/right preclude one from the Illinois Heating and Energy Assistance program (IHEAP), LINK cash and food assistance benefits (yes cash), SNAP Supplemental Nutritional Assistance Program, Medicare/Medicaid , Department of Agriculture funded Lifeline Assistance (obama phones reportedly to be used to contact potential employers with those 21st century high tech jobs), Earned Income tax credits, just to name a few.

Government at work. Keep paying those ever escalating taxes and accept the can’t cut the budget government shutdown propaganda. Nineteen (19) trillion in debt and counting. The future of our children are at stake and the American way of life is at risk.

Your out of whack perspective is what perpetuates the problems faced by many black Americans. Here you complain that private companies will not hire you because of background and drug testing. The problem is not with the companies, or the testing; it is with your inability to pass either. Yet your sense of entitlement has you actually invested and fully believing the notion that because you have been convicted of crimes or currently use drugs, you are a victim.

I have news for you: there are still a number of black officers on CPD who came back from Vietnam, and faced all the same bigotry and ignorance and outright racism. They too grew up in public housing and faced all of the same temptations of the street and could have taken the easy way out: slinging dope/crack, selling guns, running gangs, stealing people's shit, and every other criminal enterprise that the "victims" you espouse who can't pass a background or a piss test because they chose that life. But they didn't. And they are some of the most genuine, toughest, and hardcore cops I know. Not pussies with a head full of gel, a backwards baseball cap, or their arms inked up with bullshit. They are just grown ass men who are the real police. And if anyone deserves a nice condo on the lakefront for cheap, it's them. And they'll pass a piss test or a background.

The sooner you get the idea out of your head that blacks are victims because of the injustice served upon them by whitey and thus should be exceptions to every expectation that the rest of us have to abide by, the sooner you will grasp the difference between entitled and earned. Plenty of blacks put up with the bullshit and still pass a drug test and a background. And in today's world of turnabout, plenty of whites are watching affirmative action promotions despite scoring 20 points higher on a promotional exam. Is any of it fair? No. But it's the way it is. So get over yourself. Guess what? If I'm not a crackhead or a felon and I pay $1million for my property, I have a right to not have known crackheads and felons living next door to me. I don't think that's unreasonable.

It's not the fault of the background check or the drug test Leonard. Man up and stop embarrassing your race.

I love when you make an arrest at a section 8 paid for residence the lease holder will do or say anything to show that the arrestee doesn't reside at the section 8 location. Same reason black men won't marry babies mama. Loss of bennefits. It's the democratic cycle.
Worked a detail at Cabrini Green, female black walking into a high rise with a CTA bus driver uniform. Asked why she still lived there? "Because it's free." So she'd rather live in Mama's free Cabrini apartment then get her own place. Oh yeah she was driving a new Cadillac. Screwed up priorities. But hey BLM.

I just did the math, the yearly tab for this scam totals $430 Million per year to the taxpayers. That would be over $4 Billion over 10 years, where does all that money come from? Incompetent leadership, patronage politics and contracts, liberal progressive ideas and thoughts. But, not everyone who lives in CHA subsidized housing are lazy,. There actually are people who have fallen on hard times, are disabled ( this definition has widened in the years to include many who could work but it would be difficult) and those who just cannot earn enough money to afford any housing. I volunteer for a homeless shelter, PADS, in teh south suburbs and I see all types of people. those taking advantage of the system, the scammers, but also those who just can't make it and work a menial jobs. Lots of sad stories out there but also lots of scammers who have pretty low standards of how they want to live their life.

Section 8 is a very good deal for the owner. Remember he can't sell or give his building away so he has the government pay the thing off.

Section 8 vouchers are awarded -- or so we are told -- through a lottery that is held only once every ten years or so. There are years-long waiting lists for "affordable housing," and there is even a booby trap. If you obtain a voucher and do not find housing within 60 days, the voucher is taken away from you.

Considering this, I find it astonishing that there are so many Section 8 tenants in their mid-20s. It is as though there is an accelerated process for them, some sort of side door.

I have seen announcements of a lottery opening distributed months ahead of time, mailed out to the clients of various "legal clinics" and "community organizations," certain church groups, etc.

The public at large only found out about it if they happened to catch one or two 15-second "public service announcements" broadcast on the radio only two or three days before the lottery opened -- not even enough time to obtain a form, let alone to get it in before the deadline.

Lai "got a call in 2013 ABOUT a woman who’d gotten a “housing choice voucher...” This seems to imply a third party involved, some entity interceding for and assisting her, as I have seen myself. Wouldn't surprise me -- but we know well that not everyone "has a phone call."

$4,000/month for a luxury townhome when a (childless, alone, ill) senior citizen cannot even get near a $700 one-room studio with a bathroom so tiny that they could not possibly get their walker in there, let alone the oxygen bottle too. They will, most likely, be dead before they ever work their way through this system using the front door, so to speak.

OK.

Nice of the taxpayers to turn an unsalable and unrentable liability into a cash cow for the owner. $100,000 already, and you still own it.

The mordant Appalachian saying would seem to apply here -- "Them as has, gits."

$47 million a month for this, huh?

My high rise on marine drive recently became section 8 approved to the chagrin of half of the residents. Alot of foreigners are also juicing this scam. It's a Romanian guy in my building on marine drive that has a swanky apartment via voucher. He works under the table and does dope drives his new audi and, get this, he has a boat that he docks at Belmont harbor.I think we are the fools for going to work everyday. I caught a cab and with me being a minority, the driver asked was it government housing and how he could get a place in my building. I told him I bust my ass to pay for my condo.

I served in the military a while back, I received an Honorable Discharge and came home and found a job. I never applied for VA benefits because i always had insurance through my employer. Since then I have gotten married and had kids. Any parent on here knows how expensive it can be when you have kids that need to see specialists, need eyeglasses, and braces, all which are not covered by insurance.

I took a trip down to the VA hospital to apply for health benefits hoping to alleviate some of these costs (which were in the thousands last year). I was denied. I was told "you make waaaaaaaaay too much money for us to give you health benefits. This is a new law they just passed". I'm sorry, but I thought the only requirement was being a veteran. I wasn't applying for public aid. I was applying for something I thought I earned for serving my country. I'm sorry for working hard and making something of myself.

Hard working people continue to get screwed over while others holding their hand out get to live in luxury homes for free? Where is the sense in that. I guess I'll keep breaking my back to support me and my family while others sit around playing Xbox and smoking weed in a home I can only dream about living in. Can't wait to be able to leave this fucking place.

This boondoggle is a g-dsend for grifter property owners like the one in my building.

To outline how perverted this whole Section 8 and high rent subsidization can become, let me beging with some back story with what I have sen.

An income property owner in my buildin, a lawyer, owns units all over the city. They had more before the housing bubble, but lost a few.

Anyway, in my particular building this owner has been behind tens of thousands of dollars on their building assessment payments.

What has been especially aggravating beyond that is after the housing crash (by the way, the owner was behind on assessments before the crash), this owner wasn't keeping current on the mortgage payments on some of the units in my building, but they did have tennents in the units.

The owner was evidently collecting rent and not paying the mortgage and again was in arrears on assesments.

On one occassion, the Cook County Sheriff comes to the building and smashes in the door to one of the units the owner has and they evict the poor young woman who was paying rent to the landlord (This was a regular renter, not Sec. 8). The poor young woman had nowhere to stay. She'd done nothing wrong. She was current on the rent. She had no idea the owners unit was in forclosure.

On multiple occasions this income property owner would get close to losing one of the properties in my building in forclosure and just before the property would be scheduled to come up at public forclosure sale auction, this owners property would be taken off the auction list. The reason that would happen is because this owner would get current with the bank or do some renegotiation square dance with the bank (may be more nefarious stuff then that). This cycle of, in forclosure and then out of forclosure on particular units owned by this person has repeated itself several times over the years.

Obviously, the courts do not monitor our give a shit about serial forclosures of income property owned by people who are gaming the system and not paying other obligations like assessments.

NOW, fast forward to this subsidized housing boondoggle.

This is a goodmine for this income property owner and others like them.

Rent is paid for by the taxpayer that could be as much as 150% over market rental rates and the unit owner is protected, evidently as posted in the thread, in the event there is any potential damage to the unit, because the taxpayer will cover it!

The Sec. 8's this owner now has in units?

In one case, Baby Momma puts her adult kids on the lease as visitors, but they're not visiting, they're living there, 5-6 people in a STUDIO apt.

In another unit owned by this individual, evidently the person who secured the unit under Sec. 8 then put someone else in the unit to live there! Thus pocketing rent? Making a crib for the girlfriend or "working girl"?

This whole thing is so fucked up it's unbelieveable. How can a State that can't come up with the money for lottery winners do this??

I just had my health insurance go up 47% to $600/month AND I can no longer see my Dr. of 20 years, because they are no longer in my insurance carriers network due to the losses my carrier has taken giving free healthcare to people milking that.

And, I see my taxes going to this shit?

And, the IRS has been giving billions of dollars in tax refunds without taking any steps to confirm the refund applicants are actually who they say they are??

If I'm lyin about what I outlined above, I'm dyin'

I'm gonna go up the street and vote for Trump right now.

He's the only chance I see of EVER making a start on stopping what allows shit like this to go on.

What's even worse is that the people living around the Lathrop Homes have been paying into the Addison Tif District for decades even though they saw none of the money. NOW the city wants to redevelop the Lathrop Homes land into parks and housing and make that a NEW TIF district!!! In addition to fleecing the homeowners around there for years! Two TiF districts to pay for this stuff? While the CHA is paying $4000 a month for people to live in luxury homes? I'm so tired of chicago. I can not wait to leave this place. It is so unfair to make taxpayers whose homes are over $250,000 pay the extra taxes for those whose homes are not. Now we have to pay not one but TWO TIF payments for others on top of this. No prob. I was just remembering the chart from Betsy McCaughey's Wall Street Journal" article some time back -- which has now been paywalled. I will dig some more when I get time.

We both got the general idea here -- not just from charts, but from what we see and hear and experience every day.

Oh -- a friend says that the "egg and herring and sweet potato" cat food in the expensive little foil packets is really good. If you got a plastic spork, and something to cut the bag open with (arthritis makes "tear this slippery s__t on the red line" a little rough) you're good to go.

Happened to us. Landlord [illegal condo conversion] sees that there is still a month left on our lease and suggests "So why don't you rent it out to someone?"

Let them find out, huh?

This is the thinking. Not mine, theirs.

Special place in hell reserved -- that's about all I can say.
