Pension Board Election

We're told (and our comment sections has reflected this) that there is a Pension Board Election coming up and it seems a bit contentious.

Anyone have a listing of candidates? And is this for all the elected positions?

Lappe running for re-election.

Hayes from Academy is running although he's never been to a pension mtg.

Seems like a easy choice. Hayes never asked for Fop endorsement. Guess he could not get passed the how he was qualified question.

If anyone else is running please share with us.

I do Wonder what DEAN and the board at FOP (majority retired) side with?

May be they can send me a glossy newsletter telling me how great everything is.
But most will not vote and they will worry about the NO offense BEARS in their fantasy leagues!

Do not vote for any retired cop!!! Never again will I vote any retired cop in any position. They do not have our best interests at heart, just their own. They shouldn't be receiving a pension and board pay anyway. A by law should be proposed to reflect that.

Holt said she’d leave crime statistics to Chicago Police Supt. Garry McCarthy but said the city can buy more policing hours with overtime than by hiring additional officers and paying them straight hours.

“Ten million dollars worth of overtime provides about 150,000 hours of police time, whereas straight time only gives you about 90,000,” Holt said.

Attention retirees: We should have someone willing to challenge the current retired trustee who was previously the active trustee. He was on the board when the deferred city payments were being granted. Where was he when Shortshanks kept getting approval for the policy that created the current mess? Why didn't he speak out?? How did he vote when Shortshanks son & nephew borrowed - then lost - 60 million $$ from the pension fund?? Isn't loaning the then incumbent Mayor's relatives an outright conflict of interest?

If Deano wants to do something constructive - he should sponsor a candidate's forum prior to the election. This is an extremely important election for both Real and retired Police. The condition of our pension fund starts with the Pension Board Trustees. We need to know what the candidate's position/strategy is if we are going to cast an intelligent vote. Wake up, Deano!!

Who watches our money? why are we not allowed to vote on pensions? For example put it to a vote why do the gold stars and Security specialist along with captains get huge chunk of pension money? Lieutenant is last civil service rank pension should be based on that, not on the clout factor! Raping the pensions? Who allowed daley/vaneko to take 60 MILLION out of "our" contributed pension money and lose 60 MILLION yet the feds are not looking into indicting and prosecuting all involved? Why not? The Sgt and Lt are great guys. Injured pos and their well being come first. Hauser isn't too bad. Lappe has got to go. Heard rumors that he follows iinjured officers in his personal vehicle and video tapes them. Doesn't think any pos should be on disability. He's just better because he was promised merit Sgt years ago and never got it. Bitter.

The young officers need to get someone in Springfield to get a bill introduced to change the rules for board members. The board should better represent the membership by having more Patrolman as board members. The retired guys and older guys need to be off that board. Another patrolman should be in there. Also Mr. Lappe needs to be ousted due to the fact of leaking peoples medical history to others. He is a wannabe politician and needs to go

Mr. Lappe is beyond disrespectful to officers. If your not in a wheelchair he has no reason to put a officer on disability. He told a officer who did receive disability who was also shot that he himself went back to work and no reason the officer shouldn't. Lappe is below professional during hearings and mocks and comes off as a know it all during meetings. I take issue if true that he has given officers personal medical history out to others including the press.

The police pension website is funny because they always say on the main page now when meetings are and then because of Mike Lappe they also encourage officers to come forward to speak out against officers applying for disability. Comical. Hauser needs to get off that board due to the fact he was there when our pensions were hit hardest and invested on strange deals. If your not dead forget about getting disability with Lappe in there.

Summers, who was appointed by Mayor Rahm Emanuel late last year before winning election this spring, said he will be adding eight new staffers to focus on regulatory compliance, risk management and account reconciliation to manage the city's cash on hand more efficiently with the goal of increasing the portfolio's profitability by more than $30 million.

Why do you keep posting about meeting attendance. No one has the luxury of doing whatever they want except for you. Is that your big beef, the perfect attendance bar! Here's an idea, why don't you raise your hand and a) admit you are costing is another election in a year because you have to mandatorily retire at 63 b) that you don't know anything about investments and c) you are at the city's beck and call. At least Hauser votes against those Rahm hacks. The sergeant rep has a law degree, lt. rep an MBA.

Lappe is an empty suit. Why doesn't anyone give a shit that he is running for just a year. Dimes to donuts he thinks he can scan a full term. Is he above the rules??!

Let me straighten you out ( and Mike will take credit for this). But this is the city's doing and not Lappes. The city has been doing this LONG before Lappe was elected. And, it was Mike Shieelds help that got Lappe elected in the first place. Lappe was Shields endorsed candidate.

Guys does it really fucking matter? The pension has been destroyed so badly that no one person can have any affect on it. Hell, not even Rahm or the 50 alderfools can do much to fix it. From what I heard Daley's fund management fools couldn't even get a return on the fund that was similar to the rest of the fund managers in America during the good times. Daley really did a fuck job on Chicago and left with his multiple pensions and deals. Why doesn't the media do a story on him and how much he makes in retirement and where it comes from? It's public info.

According to the last pension newsletter there were 299 officers on disability and I believe our FOP president is one of the 299. These 299 officers draw from our pension fund directly, from our contributions, approximately $13 million dollars every year or $1,121,000.00 per month. As far as I'm concerned Mike Lappe is looking out for our money better than anyone else who had previously held his position and he will get my vote. Disability being paid from our pension fund is another reason why our fund is at 28% funded.

The boys on Washington Street are talking up their latest coup the new FOP
Magazine . Take a good look and you will find three attorneys , all of which contributed to Deans

In my opinion, all board positions and upstairs spots should require a sworn member, part of the CBA. No retirees What sense does it make to have retirees voting on matters of contract when none of them are covered under the contract? I am retired. Shows how toothless the membership really is. Complain, complain but never get together to effect the contract which is the most important thing in their career.

Let me help you out, buddy. By statute there are four police trustees: Patrol rep, Sarg rep, Lt rep, Retiree rep. One and only one retiree rep. Unless you're retired, you ain't voting for the Retiree rep. NO pension trustee gets paid to be on the pension board.

If you mean that Lappe becomes "another" retiree rep if he tries to stay in the Patrol spot after mandatory retirement - then I agree. But the law will deal with him. The day he blows out those 63 candles, in just a little more than a year... bu bye.

Actually, I wouldn't vote for him now, a year before he retires. HE is just another mayoral appointee stealing that spot from a Patrol rep who will represent us.

Here's where your logic breaks down... 299 on disability - are 100% cheats and scammers as Mike contends?? If not your $13m doesn't hold. So what's the real % of jag wagons that are cheaters? Maybe 5%. Let's be generous and say 10%, 29 guys. That's $10,800/month. And while it's not nothin' compared to the $100-$500 million critical investments and the hundreds of thousands we make from them, that is shit! Look at the pension fund website.

Anyone who voted for Lappe should have INSISTED he take a basic accounting course and then a basic investment course. After reading some of the comments I believe some clarification is in order.
The election being held next month is for the PENSION board of Trustees.

"Per Illinois Statutes, the terms of two members of the Retirement Board of the Policemen’s Annuity and Benefit Fund will be expiring November 30, 2015. One (1) member who represents the Annuitants & One (1) Member who represents the active members of the Police Department of the rank of Patrolman, Investigator, or equivalent rank will be subject to election"

This means that the rep for Patrolmen and the rep for Retiree's are open for anyone that wants to run for those positions. You must be of Patrolmen or investigator rank to run for that open trustee spot.
AND the rep for Annuitants (retiree's) is open. You must be a retiree to fill that spot.

The pension board trustee does not vote on any FOP contract issues.
These trustee's elected to the pension board represent you in pension issues.

To all my brothers and sisters who bad mouth those CPD members on disability just remember "but for the grace of God" As for Lappe he never had a bad spot even before he got shot working 16 tact. Problem with Lappe is that he was taken care of and got to come back to work straight days, car and weekends off. Believe me that doesn't happen to most who get hurt or have a near fatal heart attack. What they get is some bullshit spot on midnights. It's not up to Lappe to decide who deserves or gets disability and remember he made it hard for some who retired from disability to get their IROC. So don't think he's saving us shit he just uses his pension board spot to push his own personal hard on. Be honest Mike you're full of shit and never had a day you weren't taken care of before or after you got hurt. And those of you who think disability is abused by those on it just wait your day might come then see what you think.

You are wrong on both counts. First, if you attended the meetings which are posted on the website you would see that Lappe does support po's applying for disability when the injuries were a result of an IOD incident as covered by the pension laws and they are truely injured.
Second I would hope the trustees really dont make the investment decisions. In the comments section it was suggested that he take a basic accounting and investment course. I would only hope that professionals with more education and experience than that would be deciding were to invest funds from a 3 billion dollar fund. I doubt that there are many if any po's on the job that have the education or experience to do the investing. If they did, they should be a fund manager on Wall St, not a po on this job

Lappe is a true asshole sellout. I am on duty disability and am lucky to be alive. I did not want to go on disability. The bosses for the biggest part suck, but there are also some great bosses out there. I never stopped doing my job even having over 20 years on the job. CPD is and always have the best PO's there are. You don't have to believe me, but I wanted to go on my terms. During my disability hearing, Lappe never even listened to any of the testimony. Lappe is a bigger enemy to the police than the Appointed Members. I went in thinking that the elected members would side with any PO who had a injury that was caused in a definite on duty act. That is bullshit. The only elected member who is behind the PO's is the Lieutenant. The other 3 elected members will stick it to you in a second. Hauser, Lappe and Wright are not pro police no matter how you were injured and how bad the injury is.

YOU DIDN'T ATTEND ANY meetings before Shields paid you to! Not too many po's can steal away for a few hours and attend meetings. I work on the other side of the city. Lappe has been on "paid do whatever the fuck he wants" since he came back. He is an ego maniac, wanna be important but he's not.

FOIA Mike Lappe's voting record. He votes with the city trustees against po's 85% of the time. HE is a disrespectful jerk to po's who come in. As for busting one scammer... even a blind pig finds a mushroom on occasion.

Dude, you have clearly never been on any board that decides anything about money. Of course the trustees hire people to invest the money but they have to know SOMETHING about the basics of investing to choose among the thousands of investment firms out there. The Lt has an MBA. Lappe goes at 63. That is in a year and a few months. The term ends when any pension trustee turns 63. ILCS, Section 5-180 “…Any member elected by the active policemen who withdraws from the Police service of the city shall automatically cease to be a member of the board…”

If he pulls his usual back door, "make an exception for me, I was shot" and tries to stay, the pension board should oust him on their own. If not, the group that elects him (us) should sue that board. We don't need two retirees on the pension board but more important, Lapps needs to finally learn that the rules are there for a reason and he isn't above all rules and certainly not the law.

FOP endorsed Lappe BUT he was only one who asked for it. It's TOO hard to drive down to the union hall or the pension board for the other two candidates.

Does Lappe vote with the city 85% or does the City vote 85% with Lappe. Or are 80-85% of the cases clear cut. How much is Lappe different from the retiree rep or the sgt rep? Out of 100 votes maybe 4-6 a year.

Angelo did not ask for disability. He had over 365 days on the same injury six knee operations. He was already L/D teaching at the Academy. The city put off the payroll. Maybe they need that spot for dolly or connected copper. Come to think of it Where does Mailed Hayes work at?

If you don't like Angelo bark up a different tree. I wasn't a fan at first but consider the pile of shit Dougherty left at FOP submarining Shields he's got more than a passing grade.

That new newsletter cost 5k a month less in postage because of the adds.

And if Lappe is tough on scammers so be it.

The “city” trustees do not vote with you. They are using you. It's called Stockholm syndrome.

Changing duty criteria enabling injured officers to work call back was in process long before you showed up. Certainly NO ONE is crediting you for that, or for that matter faulting that change. The Angelo/ Dougherty drama - big who cares. Dean Angelo surely thinks you’re a fool since you’ve publicly mocked his softball “injury” but you’re a fool he can use. He doesn’t even get called up for review. Angelo may have had 6,000 knee operations but he didn’t have an operation on his mouth (unfortunately) and he didn’t have an operation on his hand. Nut up and stick him in 311. Show everyone what a big man you are.

As for the “rush to judgment” FOP endorsement. LOL. The petitions weren’t even due until this week. How is the FOP endorsing anyone before the candidates are officially named? You are now a short-timer. Angelo is gonna need some other sucker to keep him in fancy canes.

Show us what you got at the Oct FOP meeting. Dare you to answer these questions:

1. Why is it ok to have the pension fund pay for a 2nd election for the same term? You have to mandatorily retire at 63. That allows you to serve little over a year of this term. ILCS, Section 5-180 “…Any member elected by the active policemen who withdraws from the Police service of the city shall automatically cease to be a member of the board…” Your ego must really need the power trip you get from sitting in judgment of po’s on disability. So much for looking out for the pension money - #onetrusteetwoelectionbills

2. Can you explain what the pension fund is invested in, why, what return we can expect on that money, and how much of a shortfall there still is? If you can get up explain JUST THAT, the absolute basic information about a fund that is to provide us all with a life after retirement, I will vote for you for your micro term. My bro-in-law is a CPA and he explained it to me in two sentences.

3. Can you commit to conducting yourself in a more professional way during disability hearings? Mocking officers, whispering and laughing with your “city” seat mate and your general tone of disrespect during cases doesn’t make us think less of the po, we think less of you. Slinking around in the bushes with your 8mm isn't helping either. And for gods sakes, return po’s phone calls. How hard can that be?

4. Ask for a show of hands in front of god and everybody as to how many people ever heard you divulge officers personal medical information? When the hands go up and mine will be one, will you own it? Fight the urge to spread petty gossip. Stop the malicious and frankly illegal oversharing about fellow officers. This one would take real balls since you know the answer.

5. Will you commit to calling on Dean Angelo to go for a status hearing? Will your “city” trustee friends be voting with you? The other po trustees?

6. Will you produce the sign in sheets (you refer to in every other post) that show you in attendance at the pension fund meetings BEFORE Shields put you there every month? Paid you to go? Put up or shut up. To be on the pension fund you need to be a) rational and unemotional for the disability part and b) have some relevant education or experience on a board that invests money. You have neither so how did signing in and sitting at those meetings as Shields pet gopher qualify you? It didn't. The sign-in sheet nagging Mike. It wreaks of desperation.

Who are the other 2 po’s running? Either could at least serve a full term.

FOP endorsed Lappe BUT he was only one who asked for it. It's TOO hard to drive down to the union hall or the pension board for the other two candidates.

In re: Lappe had Angelo's endorsement a month before the election post cards went out in the mail. Angelo is a huge disappointment. Sold his soul to help his son. WTG Dean. So proud of the man you became sitting in the FOP president seat. Sell out in CAPS

As far as the election, Lappe is stroking himself and if he had any decency he would withdraw his name from the election since retiring next year. another election will cost the pension board thousands. Cut him from the board now.

Then Lappe goes over to the FOP to get his free lunch paid for by our FOP dues, just like the thousands that the FOP paid for his campaign brochures.

Mike Hayes the attorney dropped out and Michael Koszola, CPA is in the election. Koszola is a great detective in Unit 610..a bulldog and Lappe is nothing but a political lapdog that is retiring soon.

My vote is for a hardworking detective and a Certified Public Accountant--Michael Koszola!!

The last Police pension election resulted in 2795 ballots being returned out of 11200 allegedly mailed out. Some received their ballots 6 months after the election.
More people get wounded and killed in gun fire than police voting on their pension trustee candidates

the ballots are sent out to a printer in the suburbs and then sent to a US mail facility approximately 45 miles from the Pension Board office in Chicago.

Lappe received an even 1300 votes in the last election. Koszola received 432 votes, approximately the same number of names on his petition to file for the election. Stevie wonder can see this election was rigged again.

There is always the the FOP free lunch served on a daily bass, weekends off, if you need free food. You paid for the free FOP lunches. Everybody should show up at lunch time and start the soup line early, beat the lunch hour rush. Get there before Lappe.

Someone better call for a recount and make random calls to officers and check if they sent in their the ballots voting for Lappe. He should have never won last time! Retiring in a year should no even be running. So how ethical is this???
