Hiring Woes

Um, no one wants to be the police - especially minorities:
  • Mayor Rahm Emanuel is mapping plans to hold Chicago’s second police entrance exam in two years after another minority outreach campaign that an influential aldermen warns will fall short again in efforts to diversify the Chicago Police Department.

    Ald. Anthony Beale (9th), former chairman of the City Council’s Police Committee, said the police department will remain disproportionately white — and crime-fighting will suffer because of it — unless changes are made to the independently administered background checks and psychological exams.

    “These are the tools used to weed out and disqualify minorities and keep out people of color. You need to change the criteria. It needs to be more than one person’s opinion,” Beale said.
You mean like when Tracy Ladner was unilaterally disqualifying hundreds of people because their parents were cops? Or that the candidates had served in the military? Is that what you mean alderass? Does this guy even have a clue?

I wish somebody had woken me up to this when I took the test. I had no clue what I was in for.

What I can see is that CPD is hiring enough of all racial/ethnic groups except black. The good black people have plenty opportunities and every employer is seeking qualified black candidates. A black person with some education and a decent background has the world by the balls. The fact of the matter is that there are not enough qualified black candidates to fill the available positions. You can blame schools, parents, society, etc. This is a case in which you can not blame the police. Lowering the hiring standards is absolutely not the answer. If we lower the bar so that currently not qualified black candidates can become police officers, we will be lowering the caliber of not only black police officers but all police officers. This of course will become obvious in the future in a higher number of officers getting into trouble for corruption, criminal behavior, erratic behavior, etc, which will end up costing the city untold millions of dollars and, more importantly, lowering the credibility of every police officer on the force. Advice to Beal; "Don't lower police standards." It will come back to bite you!!!!

OT: Speaking of hiring less-qualified people just to get 'somebody' to take the job.. After watching the interview with Forrest Claypool and the Chicago Public School system's Chief Education Officer, Ms. Janice Jackson, I'm left shaking my head at the 'example' being set by CPS' so-called leadership.

According to Ms. Jackson, and I'm quoting - "They're axed to do more with less."

and

"We have not began hiring for the upcoming school year..." (yes: 'began')

Our children are supposed to follow the example of THIS person?!

This is just downright embarrassing. So the standards should be lowered because minorities can't pass drug exams, have arrests in their backgrounds, etc? So it should be harder as a Caucasian because minorities are struggling to get in? If the standards gets changed for minority hiring, is that not RACISM on its own?? Wtf is wrong with these people...?

Well, they haven't been able to force whitey out of the hiring process in sufficient numbers. Time to eliminate drug arrests, battery arrests and robbery arrests from the hiring qualifications. Also, drop the college except for whites and asians, brown and blacks need not be citizens or graduate high school. See, I just diversified the police department. You see, diversity is our strength.

I found it rather interesting that there was a pie chart with the racial makeup of the 2013 applicants. 37% were white, 31% were Hispanic, 23% were black, with 7% "other", and 2% Asian. According to the 2010 Census, Chicago is about 31.7% white, 28.9% Hispanic, and 32.9% black. So the white % was about 5% higher than the population, and the Hispanic number was a little over 2% higher. The black applicants numbers were about 10% less than their population (which is the majority according to the 2010 Census numbers). It's not like these numbers are way out of whack. It appears to me that these numbers are a fair reflection of the makeup of this city, alderthief Beale.

So the firm which. conducts the background checks is discriminatory? The firm is co owned by a former Supt who happens to be black (Hillard). Thank God Aldercreature Beale is no longer the Police&Fire Committee Chairman!
Thank God Ms Ladner is no longer Cook Co Human Resources Director after leaving CPD!

Although marijuana is illegal in Chicago, it is legal in other cities and states. Ald. Anthony Beale (9th) thinks that the drug test should be thrown out, so people of color can get hired. Who can say if they didn't visit one of these cities, they may even know where these cities are on a map.

to state testing and training standards...

they currently exist, are culturally biased if not racist.

Meet or beat the standards.
That's why so many problems afflict the Department now.

We would love to see a Wonderlic component added to pre-employment
screening. But just for laughs, have the entire exempt echelon sit for it
and publish the results.

We find it repugnant that we're "led" mostly by dolts, defectives, dullards and fucking criminals
who have no business in a Police Uniform let alone wearing a gold Police Star.

I have to agree with the flaw in the background checks. There is or was an investigator up there that thought he was god. He would disqualify mostly coppers kids because of an anov back in college. I've personally seen him berate candidates to the point that the candidate no longer wanted the job. I've seen him take the word of an ex-wife as to the bad character of a candidate. He is a miserable JO and I hope he rots in hell for what he was doing to coppers kids. And the kicker is he has a son on the job in vice.

I met Beale a few years ago when his kid went to Walther Lutheran High School in Melrose Park and played baseball with my kid. He was all flash and no substance. When I started on the West side, I was very suprised find some of the working class blacks demanded only white officers when they called for the police. They were of the opinion that they were treated better by the white officers.

This from a long time veteran.....if any civilian reading this is considering becoming a police officer or knows of someone who is considering becoming the police I'm going to strongly urge you to not do it especially for family sake. However if you do in fact want to I'll actually make a strong suggestion to not become a Chicago Police Officer, go to the suburbs if you must or go to the Federal level. Remember I warned you. Oh and by the way, you non working police and political promotion police save us all the bullshit and don't say it's a great job because you know it's not and no I'm not disgruntled, if you watch the news, read the newspaper or involved in the department you know it's a mess, extremely poor leadership and out of control by the kool aid drinkers so with that much said yes there still are some really good supervisors.

Even though hiring has always been 33% or better in the minority's favor. In order to make policing attractive to sub-Saharans living in Chicongo, they should be paid 2x as much as any non-sub-Saha in same position within CPD. They should also get a special Donut-Shoppe adjustment on their paychex worth say $10 per day x 30 day month

Boy oh boy, when all else fails the race card is thrown out there in full view, is it the fault of anyone but the person applying for the job that they have criminal records, or lack the education and have gang affiliation. Does alderman Bale who has no business being on the police and fire committee due to his ill feelings towards the police and people other then black folks. I'm sorry but my son who is WHITE was given an incomplete Psych evaluation and told to re test but passed the same test with 3 suburban police depts. and hired by one of them, he is no involved with the lawsuit due to this conduct by Tracy Ladner. They lowered the standards by giving the test to 18 year olds and giving preference to public school kids but how low do we go, Beale is almost saying that black Candidates can't pass the test due to just being black. That is really poor. I am so glad I'm retired and everyday we see that the police are getting a bad rap. Tony Beale you are quite a tool, just get these people you want jobs for hired as your neighborhood patrol or Jail Guards.

Why don't you see the aldermen of these violent districts out there on patrol with the police if they are so concerned. I don't see one alderman on TV after a tragic shooting talking with reporters, they are all frauds and thiefs, looking to shakedown the businesses in thier wards for campaign funds. We need to reduce the number to 25 wards. And as stated a black person with an education is an endangered person. That person WANTED to better themselves and worked at getting it, not being a lazy ass mooch wanting free stuff.

Don't want people coming from a family tradition of law enforcement to build on.

Especially don't want military vets. Need sociology and psychology grads, people who are shaky and squeamish about weapons, hardly know one end from the other and don't want to, and who cover their eyes when they see blood and other bad things.

Sorry, that might have worked 30, 40, or even 20 years ago when you hand wrote a 3 line report for just about everything and a knowledgeable grasp of the law didn't really matter because the police weren't over scrutinized. Today that's just not going to cut it in this computer based anti-police environment where every legal mistake could be your last. We still have remnants of old timers left that can't even turn on a computer and that's just not going to cut it anymore. I used to agree with you, but today, at least 2 years of college is necessary. Even with the 2 year college requirement I've seen some down right embarrassing reports and idiotic arrests not even in the ball park of meeting the probable cause requirement.

You don't need to be able to speak clearly (some of the officers on my watch have such heavy accents, they can't be understood over the radio).
And, no, you don't have to be a citizen. You have to have legal 'status', but not necessarily be a U.S. citizen.

My kid got out of the USMC a few years ago. He started the process to become a Chicago Police Officer without my knowledge. When I found out, I gave him all the reasons to drop the idea. He listened to his old man and now he's in another state, 3rd year chemical engineering. I also told him to live somewhere else. Screw this job, city, and state.

Going out of the city to get a job with a police dept., you still have many of the same issues as you do with CPD. A career in law enforcement is just too stressful and dangerous nowadays, though any job is more stressful today.

They lowered the bar on promotions by making merit promotions. Social scientists say that blacks are equal and just as smart as the white man. Then Why do we have merit promotions? Because certain people are to stupid or lazy to read the study material. So they are not the best candidates for promotion. Either you know the job or you don't. They never make merit picks from the start of the list only from the back so you get the less knowledgeable by default. Is the public getting the best for its tax money, politicians don't care about the public or what it wants Rahm and the democrates just was to be able to give out the political plum of promotion. The proof is some people get three merit and sometimes four promotions in a very short time. No one knows or can articulate anything meritorious that the subject officer has done to qualify for all of these promotions.
Fardon, wake up are we going to fast for you? No wonder the democrates got rid of the last guy and put in this dope.

I feel after close to 20 years on the CPD that it has been a good job. I've never missed a check, made friends, had fun, had freedom, and I've encountered way more good/competent bosses than bad/incompetent ones. I've even made very good overtime the last few years. The problem is that we are not the "police" anymore and the community does not really want us to be the "real police." So really, I now get paid more to do less than I did when I started. So monetarily, the job is good.
However, the reason I would recommend staying away from CPD is that: 1. You're going to the ghetto for the foreseeable future on a undesirable watch (not good for personal life). There's no openings and it takes over 10 years probably to be on 2nd watch in any district (probably more). 2. You now sign up to work longer for a smaller pension (Different pension rules now). 3. Opportunities for advancement are virtually non-existent (we just had a sergeant test and the last one was about 10 years ago. We are well over 10 years since the last detective test. Tact used to be desirable and fun, not any more. 4. The job is dangerous. If you have any time on at all, you've personally seen someone you know get seriously hurt either by: an offender, a traffic crash, or unfortunately murdered by some worthless piece of s&^%. The bottom line is this is a dangerous job and not a career. There is no "guarantee" of advancement or recognition. If you're connected, its still a great job though.....you'll spend a little time here or there and end up in a "spot." If you're just taking the test to be a Chicago Police Officer, you are the "sucker" in the room but won't know it until you're stuck on the job.

This from a long time veteran.....if any civilian reading this is considering becoming a police officer or knows of someone who is considering becoming the police I'm going to strongly urge you to not do it especially for family sake. However if you do in fact want to I'll actually make a strong suggestion to not become a Chicago Police Officer, go to the suburbs if you must or go to the Federal level. Remember I warned you. Oh and by the way, you non working police and political promotion police save us all the bullshit and don't say it's a great job because you know it's not and no I'm not disgruntled, if you watch the news, read the newspaper or involved in the department you know it's a mess, extremely poor leadership and out of control by the kool aid drinkers so with that much said yes there still are some really good supervisors.


Some of us are in the suburbs stuck on midnights in po-dunk towns where nothing ever happens, not doing police work, and wanting to go to Chicago (or a city of comparable size). I know that if I get on with Chicago my first 7+ years will be spent in 005, 006, or 007, but at least I'll be doing actual police work. And believe me, if I could go to the federal level I would, but I don't have the right connections or experience level yet. Maybe my outlook will change after a couple more years, but that's what I see it as right now.

My friends and I took the 1972 test, it was thrown out because not enough minorities passed. Most of my friends took the next test, I went in the building trades. In hindsight it was the best thing that ever happened to me.

First off I am NO fan of Ladner, however I can say that unilaterally disqualifying people because they were coppers kids or in the military is completely untrue. The coppers kids were doing things their parents didn't know (hard drugs and failing the drug test) then lying to their parents about why they were disqualified, and the ones from the military failed drug tests in the military or had history of several violent incidents involving police. Are these the things that should be overlooked JUST because they are coppers kids or because they served? I don't think so...

Half the people invited to take power tests show up for it, half of the people who show up fail, then after that they still have to take drug test, psych, medical, poly and background. Those who are qualified are already hired, the rest are just rolling the dice hoping to slip through the cracks...

Mayor and others want greater diversity in the Department. This is especially true for Supervisor. Look to see heavy minority merit placed in the upcoming Sergeant classes. Also there is a push from politicians and bosses inside the department to have more promotion tests. Discussion was to have tests done every 3 to 5 years for ALL ranks. Specifically Sergeant because the Mayor was not happy with the outcome of the Sergeants list. That's why IO Solutions was fired and not allowed to administer the Lieutenants exam. There was talk to limit the current Sergeant list to 300 or 5 years - whichever came first. Remember the current Sergeants list is already over a year old and only 31 Sergeants have been promoted. Not good.

Yep, I worked in human resources for a hiring agency. Some of the companies wanted a drug test done. The failure rate was freaking high. But then again, these jobs were blue collar, manual, little professional education required. Just like the police job. The drug test is what eliminates most applicants.

Many applicants showed up unprepared for the test.
All of the applicants new well in advance what the
Power Test requirements were, yet certain
applicants showed up and easily and quickly flunked the run.
They were told to go home.
Will the CPD be eliminating the Power Test
For fat, out of shape candidates ?

You are not forced to pay private school tuition. Believe it or not there are some great CPS grade and High Schools. You just have to look around. It's OK for your kids to go to school with people of other cultures. Believe me the early interaction actually helps. As for property taxes try living in the Suburbs and see what their tax bills are. Chicago is by no means perfect but there are some great neighborhoods with great people.

The POWER test is state mandated.

By having as the 1st test (along with a drug test) it IS the best way to weed out people who are not serious about the job.

By the way..
My son's best friend who happens to be African American; He went to the POWER test... HE FORGOT to read the entire email which stated that you need a Doctor's Wavier signed.. he was rejected and disqualified for something sooooo simple.

This is why the "merit" picks will be mostly MINORITIES.....to make the classes more acceptable to the powers to be....also your comment about making the tests more frequently is almost accurate BUT 3-5 yrs is too short a time frame for the money spent on testing, grading, etc. Think around every 7 years for testing to be administered. So if the numbers are correct, the people on the lists should expect #'s to be promoted around 375-400 on any given test (sgts, detectives).

Knew some retired black Coppers who were legends in
the old 10th (23rd & Damen) and 11th (Pulaski & Fillmore)
districts.

Those guys did NOT play!
You want to talk about the need for The Police
to be able to snatch unruly, hard-head m/fers out of their shoes?

Most of those guys were southern country boys who came to
Chicago for something better.

Some of them were vets and some had college degrees too...
They had to endure shit-talk from some ignorant
white Coppers about their college degrees being
only equivalent to a high school diploma here in Chicago.

If you think that lowering standards is not detrimental-just look at the Cook Co Sheriff's Office and compare it to the Los Angeles Co Sheriif's Dept. In LA you are hired & trained to work ANY ASPECT of the Agency. But the politicos in Cook Co set up the Office with lower standards for the jail & courts. There are higher standards for the Sheriff's Police as well as a higher pay scale and a take home squad if you still live in the county. So we have three different divisions/uniforms/badges/pay scales for the office. And of course, there is the clout factor. If you visit LA you will see the Sheriff on patrol & working alongside the LAPD. Once again-what could be good agency is messed up but the politics will always be the only thing on an Aldercreature's/County Commish's mind.

i hope that none of my friends on the CCSO take offense & stay safe since the thugs that were on the street can be just as dangerous in your courthouse or the jail.

Since, whites have quietly emerged as the majority of merit promotions. Equally amazing is when the Department decided to institute higher education it was discovered that proportionally blacks were more educated than the whites. So my ranting whites, know your history. Additionally, when you question the Department's ability to give a fair promotional exam, ask retired members like Maurer who he gave the exam to & what rank they are now. Whites, those in the right clicks have always had the exam. Ask SG or CK.......how is it that members of certain study groups place higher on the list than those that studied the orders, reading materials etc. cheating asses, these groups SG & CK study the exam.

Just FYI if your kid has a contact card in the system they will not get on. Terry Hilliard and his crack team of retired rejects do half ass back ground checks.

Terry tries and squashes a high percentage of veterans and kid whose daddies are the police. If you have noticed the contact card system got screwed up because of this and now under court agreement is erased after a year 3 for dicks.

So thanks Terry and the bimbo Kirby!

And don't forget all those bogus orders of protection the State passes out without a hearing or any safe guards that will end the police dream quickly.

Can you give me where you found such statistics or maybe include a reference or two with your rant. I can think of several AA BOSSES who NEVER had to sit and PASS the second portions of a promotion exam.....one is the cmdr. Of 011 (f-1), NEXT IS D/C OF organized crime (m-1), and the other is 1st deputy (AW), also a m-1. So there are three examples comparing against your two. Gotta admit that certain people are "given" special help to rise through the ranks. Blacks, whites, mexican Etc.

This is nothing new. This has been happening for decades. They all know well in advance the requirements of the POWER test. They given/sent a booklet that explains the POWER test and exercises to prepare for it. I don't know what goes thru their minds but there are just a lot that don't take it seriously and just go thru the motions of trying to take the power test.
If you have 5000 people/folks that take the written exam, you will probably get less than 20% that will actually qualify or want the job. It takes over a year to go thru the process and that's if the city is pushing hard to get the backgrounds, psych, medical and power tests done.
Many don't read the info sent to them. Sometimes the city will give them a second chance and call them back at another date, sometimes they won't.
