More Nails in the Coffin

  • Aldermen submitted an ordinance Wednesday intended to end what they said is racial profiling by the Chicago Police Department.

    Calling it a "crucial ordinance," lead sponsor Ald. Joe Moreno (1st) urged support for what would become the Stop, Transparency, Oversight and Protection Act. The measure would call on the police department to keep records of all "stop and frisk" incidents along with the race of the person stopped, and would also require police to give receipts to anyone stopped and not arrested.

    Aldermen insisted it was not intended to burden police officers, but instead would gather data to ensure police do not engage in "racial profiling," according to Ald. Roberto Maldonado (26th).
First of all Joe, there is no "stop-and-frisk" policy or directive of any kind in Chicago. Never has been. We perform street stops, and they are actually rather tightly regulated by the law of the land. "Articulable Suspicion" or what we used to call "a hunch" leads us to further weigh the facts at hand to see if an actual street stops is in order, warranted or required.

Then, we already keep records of the stops called "Contact Cards." The Contact Cards are supposed to be destroyed (or wiped from the computers" after 6 months, but as a result of numerous lawsuits filed by lawyers looking to get rich off the city taxpayers, these records are under court order not to be destroyed, meaning years and years of data is backed up.

Just two questions Joe:
  1. what kind of ward to you represent? Is it one of the "super-majority" Hispanic wards? The one with solid lower and middle class families living cheek-to-jowl, not unlike the Micks, Wops, Polacks, and Bohunks did in years past before moving on to the outer city limits and suburbs?
  2. what type of citizen would you expect the cops to stop in the neighborhood you represent? Because last time we checked, this city was one of the most racially segregated cities in existence. The media probably runs two or three stories a year on how far Chicago has to go before "true equality" is achieved. So white, black and brown coppers are mostly stopping Hispanics in your neighborhood, right? How is that profiling when they make up 90% or more of the population?
And another thing Joe - have you heard of the TSSS? The Traffic Stop Safety Study is the only piece of legislation to come out of Springfield bearing the name of a little known pinhead named Obama. It was supposed to run for two years and tracked every stop made by police. You know what it revealed at the cost of millions of dollars and tens of millions of man hours?
  • Chicago Police don't racially profile. In fact, we don't think there is a Department in Illinois that can be credibly shown by any study to have racially profiled in the past 25 years.
This so incensed the legislature that they authorized the study to go on for an open-ended number of years - - it's still going on right now, something like eight or nine years. And for the life of us, we can't recall a single charge or allegation of racial profiling ever being brought before a court or a committee anywhere in Illinois.

So you know what Joe - you're correct in one thing. This won't be burdensome on us personally and many many other coppers either....because we just won't stop a damn thing. Too much of this job is useless paperwork already. The environmental cost in dead trees probably makes Al Gore blush. So we're going to do our part and not generate any paper that might endanger Mother Earth and we are going to encourage everyone else to do the same.

What's even more annoying is that there is a bill which is waiting to be signed by the Governor. The bill mandates the same policy for a receipt to be issued by any PD in IL. Maybe the city & State could create a joint form in quadruplicate. Copies to: State, city, USDOJ Civil Rights Unit & the good citizen.
What happens when the good citizen, when asked for his name & address, replies: "I ain't saying sheeet!" Guess it'll be REFUSED on the form if the pat down had negative results. Then the good citizen will claim that he "was stopped/frisked/harassed for no reason & I ain't get no receipt. I gets a CR#. I gets a lawyer ans sues you!"

To our suburban colleagues, maybe its time to re-evaluate your Chief's demands for activity. Where was the IL Chief's Assn. when this was proposed in Springfield? Our State FOP was dormant when this nonsense started as well as our FLOP Lodge # 7.

As usual, it was only SCC who got the word out and once again - thanks SCC.

I read the proposal and it includes giving the person stopped a receipt which he may then take to the PLO to see if they will represent him and only take 40% of the settlement. If this Ordinance is passed, even highly motivated officers are going to be delayed and hampered by the receipt requirement. When do we see body cameras for politicians and the Media? "G"

Have you noticed that prosecutors when they announce charges against police officers have a certain glee to them these days. The reporters and citizens express a sort of relief and happiness also. Also, remember how politicians used to run on law and order? Those days are freaking over.

Joe Moreno is the same douchebag who wouldn't allow new and enduring jobs and business into his ward three years ago when Chic Fil-A wanted to open an enterprise along Elston Avenue. Joe didn't agree with their business ethic of treating employees with dignity and respect...even closing Sundays to give them a day off. No Chic Fil-A because they "Don't share our values." But Joe DOES allow several "head shops" along Milwaukee Avenue to sell pot, crack and heroin-smoking paraphernalia. People drive on suspended drivers license 5 times , maybe if courts had sentenced him to some hard time after the first offense , he would have obeyed the laws .

This is a perfect fucking example of what happens when you do your job and the shit hits the fan. The officer decided to long form her. She was asked to get out of the car with a taser on his hand. She resisted arrest and killed herself in jail. The shit hit the fan and his bosses jumped ship. Wake up officers, wake the fuck up. With this incident and another from Cincinnati in which the prosecutor said the initial reason for the stop was "chicken crap". Fuck these people. We can be 100% right and still be 100% wrong. I can't believe that all of this shit is happening.

I just went to read the article and I'm glad I did. This one's VERY scary, people. It allows intrusion into your personal life and also exposes far more information than what they 'say' they're seeking. Does CVS have the power to subpoena their employees' personal info? No, wrong answer. Stop the vri too. Don't do anything this isn't required. No one requires contact cards, anov's, movers or parkers. An arrest on signed complaints only when necessary (domestic or shoplifter, etc...).

765 B I must tell you I've been retired a couple years now and did it when I was 56 but the point of my comment is when it was not fashionable to be a DOG ,me and my partner were, but we did do some police work,when we had to but when I go by my station to say hello officers behind the desk grab General Offense reports with my name as an offender of 27yr old theft that occurred back in 86 when I started but boy was it fun and I'm so glad to have retired in good health and spirit,please do the same my good man!

It's a proven winner strategy.

1. Cut off all policing methods that produce results, thereby making the shitheads happy that they can get away with all crimes.

2. Force crime to spiral out of control while at the same time blaming police pensions as the problem so people the hate police.

3. After blaming the police for political decisions, get the public behind you to take their pensions, thereby freeing up more cash for the wealthy to steal away.

Simple, effective and long term strategy against police and fire.

In this game, their full on intent is to attempt constitutional revision come election time, they have no other option to steal the pensions unless they get the gullible public out there to agree to cutting pensions, thinking somehow they'll get money back or something stupid.

This is the end game with two options, both to enrich the already rich:

1. Scribble some new paper allowing bankruptcy, then file it after protecting all your financial buddies first.

2. Con the stupid into voting for a constitutional change to pensions, because people are just that stupid.

Either way, they'll steal your pensions and give them away to their buddies. Then, when there's no pot of gold left to steal, bankruptcy to take away wages from public employees.

Live it.... they're gonna steal it anyway, all they have to do is scribble some shit on a piece of paper, wave a magic wand and it's a fucking law.

OT:
SWAT was in a shoot out with a former CPD officer turned asshole who went off the deep end in the wee hours of Thursday morning. No officers were injured and dude ended up taking a few rounds. Several rounds were exchanged. Great job by SWAT and the other officers on scene.

Many years ago some old time cop came up with an idea. It was something like "ask the person that got shot what the suspect looked like and then tell the dispatcher to transmit that description to all the other cops." So if the victim said male, white, red hair, 5-00 tall and real skinny, they would look for a white guy that looked like that. Or if they said he was a black man about five feet tall, bald, and weighed 350 pounds they would look for fat bald black guys in the area that fit that description. And so on and so on. They should do that again. This way the cops won't go out and stop black guys or Mexican guys so much in their neighborhoods any longer. It's amazing that cops stop black guys for crimes that white guys or Chinese guys committed.

There's no racial profiling in any of this and nobody in the city is bright enough to stand up for their department . More policeman and being deployed into higher crime areas it only expects to see more persons of minority status to be stopped by the police ! When the higher crime areas are in those neighborhoods and you to deploy more cops to that area it only can be expected that more people will be stop by the police ! If you don't want to be stopped by the police and don't commit crimes or put yourself in harms way !

Hey Joe remember when you told the law-abiding citizens of Ukrainian Village that the closing of the old Wood Street station would result in no reduction of manpower? You also said that the beat cars would remain in the area & do their paperwork on the squad car computer. Well most of those cars have malfunctioning computers so they end up going to 14th St. & blue Island to do their paperwork at the new 12th Dist. You also bragged that there would be deputies from the Cook Co. Sheriff using the old Wood St station, so they would get even more patrol cars. Well Joe most of those sheriffs are serving Civil Warrants and evictions. Their duties take them all over one of the largest counties in the country. If their arrest is an on view incident they still have to call for CPD.
So you lie to the good citizens & pander to the Amish & the lamestream media.

How would recording the race of a person stopped indicate "racial profiling"? There would only be racial profiling if the percentage of people stopped was significantly greater than the percentage of perpetrators identified by victims as a certain race. But that has never been shown to be the case - the percentage of blacks identified as criminals has always closely equaled the percentage stopped. So, if the ordinance doesn't also include recording the race of criminals, its intent is only to lessen the number of blacks stopped, regardless of criminality. It will also encourage stopping more whites for no reason. It will end up diminishing the civility and livability of the city, the way so many other "catering" programs have already done.

I loved seeing this. Yesterday evening I was driving down 63 rd. Street , west of Western Av at about 2045 hours. I must of observed 10 marked squads going west and east on patrol !! I thought it was 1985 again with so many cars on the street, LOL.
About 2600 west, did not see another squad all the way home to Garfield Ridge.
Been retired a few years and now I really understand how CPD handles manpower now. You guys are on the money saying the ghetto has a squad riding on nearly every block.
Said it before and I will say it again. You guys in patrol are top shelf copper' in the rat ass ghetto. My generation of copper'..."some", do not understand what you guys have to deal with everyday in 2015 Chicago. Us old mutts would be on CNN within an hour into the tour.
You hero' of our city stay safe and just watch each others back. Being proactive will cause you grief to no end. The rats wanted this, and they got it. Baltimore crime rate is on planet Saturn since those coppers got sand bagged and the street copper' now see shit.

So...IDK..your a cop...start pulling over the Politicians for any and all ILVC infractions. And use the state charge book and not the city parker book.

Make them go to county court to fight it. And no one has the right to tell you to non-suit a ticket. Since that is a rule violation for interfering with another city employee doing their job legally.
