Charge Suburbanites!

This has got to be one of the dumber ideas coming out of Chicago government. It's from an aldercreature, so it's really not surprising:
  • Chicago flourishes upon an invisible bridge that connects the city with all who enter.

    The bridge is a “right of way” that requires, among other expenses, the maintenance of Chicago’s streets, emergency services, traffic controls and sanitation. But the bridge is breaking under the weight of more than 600,000 employees who enter the city daily from the suburbs. Non-residents do not invest in the city’s services.

    The citizens of Chicago cannot and should not continue to subsidize non-resident workers through tax increases, resident fee increases and higher utilization fees.

    A better way would be a Non-Resident Employee Fee, which could generate up to $200 million a year, finally asking those that use this city to help support its maintenance. Non-resident employees would be charged a $200 annual fee. This is a nominal sum compared to what residents must pay in fees and taxes.
Um...isn't this what the Shortshank's old "head tax" used to cover? And wasn't that rescinded a few years back as more and more employers resented the overreach and relocated numerous retail establishments out of the city limits? We'd bet if you looked at a map of "big box" stores, most are located just outside of the city in suburban malls where many city residents do their shopping. This is a dumb idea and will only further drive small businesses and factories out of the city.

Yeah let me pay extra for the priveledge of stupid cost for parking,speed cameras,stop light cameras every 200 feet. How about we make a deal. Get your fuckin financial house in order. Get rid of all the corrupt assholes who are bleeding off all your money, hire more police. Give them the the pensions they were promised with money we already paid you 10 times over. And get rid of 1/2 of the useless crooked Alderpeople who are only there to steal. Then I would be glad to pay 200 more bucks a year to be able to walk around safely without having my head on a swivel,even during the daytime hours. The city is dying and its alderman like this asshole who are digging the hole.

Tax all those big National Corporations and their employees! Make them all contribute their fair share to finance a vibrating and groaning Chicago. Stick it to them good. They'd never, ever think of relocating to Dallas, Houston, or some other warmer low tax state.

I made a similar suggestion to the appropriate people at Finance a few months ago. To the tune of $1 per pay period for every non-resident that works in Chicago.

I took it a step further though.

Look at all these suburban or out of state played vehicles that seem to be everywhere doing contractor work at city resident homes or construction sites.

How many of them even have a license to operate in Illinois?

Any time they go out to eat- the city is getting the sales tax revenues. Cabs, Parking, retail sales.

You REALLY want to piss off the people who have to come into Chicago to work??

They will be organizing "Don't buy anything" days and bringing their lunch to work.

That will be good for all the restaurants and bars who depend on that money during the day. No breakfasts, no lunches, no after work parties.

No coming down on weekends to spend money on North Michigan Avenue.

My wife's company is looking for new space. They are in the suburbs now. I told her a couple of months ago - don't even think of going downtown, they will probably institute some new city income tax on workers.

Sure enough. Now I know for sure her company won't be looking to come into Chicago. I told her don't even go into Cook County because they'll probably pick up the same idea.

Of course the City cannot provide those skilled and semi-skilled workers willing to put in a days honest work. So, they have to come from the suburbs. The city can provide lots of gang bangers, dopers, welfare rats, babies mamas and other leeches on society, all of which the City encourages and supports. We need to go back to the days when it was root hog or die.

Why not take out commercials saying how businesses are no longer welcome in the city.
Non residents are already soaked paing for parking, food, and all sorts of other city taxes.

Might as well extend this to tourists as well. The hotel , food, and entertainment taxes arent nearly enough. Put a head tax on them so they disappear as well.

If we are going to end up like Detroit, might as well speed the process up!

Richie Rich Daley tried this years ago with the CBOT and CME. Richie Rich was going to impose a minimum tax for every contract executed at both exchanges.

In reply, Pat Arbor and Leo Melamed bought property in a southern suburb and told Richie they were moving out of Chicago.

Richie's response? He closed LaSalle st., just east of the CBOT and had the City of Chicago subsidized the new CBOT trading floor. And never did tax those millions contracts traded everyday.

Tell me again why we have 50 aldermen.

Charge all non-City of Chicago residents a higher fee for the Schedd Aquarium, Planetarium, both Museums, Navy Pier, Chicago Beaches, United Center, golf courses, etc. no proof of Chicago residency = You pay more, just like we Chicagoans do when we go to your Suburbs for events. No breaks for suburban school kids for museams, Aquarium, either. You're a non-resident, you pay more. You dont like it, go elsewhere.

First, as we know…it starts off as nominal and becomes another source of ever-increasing tax. Second, if the City were to do that, what would preclude the suburbs from doing the same? Finally, doesn't this run afoul of the little thing called the Constitution? Thereby threatening to actually COST the City money in the end? 14th Amendment Equal Protection Clause says no state shall deny to any person within its jurisdiction "the equal protection of the laws." Any time a new law comes into play and it creates a classification system (race, gender, where you hale from) it is suspect. Normally, for the laws to cut Constitutional muster they must pass what is known as intermediate scrutiny meaning there must be important government objectives and the classification system is substantially related to achieving those objectives. Substantially related is not satisfied if there are other means to get to the ends…such as raising property taxes, cutting social programs, or other sources of revenue. State, as to the meaning of the text includes any law making authority…all laws much be Constitutional or they are tossed. Here, not only people from other towns work in Chicago, but other states. If I lived in Wisconsin or Indiana and Chicago tried this, I would sue. Better yet…if I was/am a lawyer from anywhere that had a person working in Chicago I would bring a class action against Chicago (remember municipalities do not get sovereign immunity) and this idea would cost the City millions. In fact, any young lawyer that wants to make a name might consider seeking a declaratory judgment against the City here just to show up an asshole alder creature! Hope this helps!

This is one of the exact things Detroit did. They decided to tax non Detroit residents who had a job in the city of Detroit. Guess what happened to those jobs? If you guessed they moved the fuck out in a heart beat you guessed right. The city thinks they are world class and they have businesses over a barrel. How idiotic. The businesses can move to the burbs in a heart beat.

I think it's a Great idea! I think whomever proposed this idea was thinking more along the lines of the Central Business District. All those wonderful people from Naperville, Wheaton and Wilmette who come into Chicago to work and play but don't really have any skin in the game. I know I've directed traffic at just about every professional sporting event and you know damn well at least half those in attendance, probably more, are from the suburbs. They do similar things in reverse if you want to join a suburban pool you pay a non-resident fee, so why not here? For example, a resident ticket for a Bears game $200 and a non-resident is $220 with the $20 going directly to pensions.

Why do we have so many great paying iron workers jobs working for the Cta the Chicago transit authority but majority live in Indiana? Why not give those jobs to city residents? I can guarantee that I only go into the Shitty when I absolutely have to. Back in the day, one didn't have to worry about the ghetto rats running rampant around downtown. You could go to work, and not really worry about it - CPD shooed the scumbags out.

No longer. I happened to go downtown the other day - $27 for parking for less than 3 hours. Ghetto rats all over the place on Michigan Ave. Piss bums on the benches with all their crap, you could barely tell it was a person under there.

Never-ending construction something - even lower wacker which was just finished right? No signs anywhere. GPS works for shit downtown and not at all in Lower Wacker.

Traffic is horrendous, pedestrians dart out in the middle of the street as if they dare you to run them over.

Food is a rip off, taxes on soda, water, driveways, etc. Speed cameras on a park in the middle of nowhere downtown - WTF? I didn't see a single playground there - more money grabbing crap.

Red light cameras. Gang bangers trying to steal cell phones... The L-train still smells like urine...

Tell me again why I ought to be jacked for another $200 for the privilege of contending with this fucking bullshit?

Both Philadelphia and Detroit instituted city wage taxes years ago. First, the employees moved out of the cities. Since they couldn't retain employees, the companies left too. Everyone knows those two places are in spectacular financial condition. So you can count on it working well in Chicago.

Most Burglar/Hold-Up/Panic Alarms that we respond to are from companies that are outside the city. Many are monitored offshore in India or who knows where.

Let them stay there but at least if they do business here make them get some kind of a City of Chicago business license.

Do a study on Chicago resident arrests vs suburban arrests during the cities numerous festivals during the summers.

You probably don't even know how much that Medical/Healthcare benefit really costs.

Every time I go to buy something in Chicago, I pay sales taxes.

Maybe as someone else said, if you buy anything outside the city, we should tax you at the City rate and take that extra money and put it into our budgets?

You want to raise money for the city for the pensions and be able to not put in a non-resident employee tax?

Simple Fix..

See a Car or Truck in Chicago with a City Sticker and Out of State Plates? Write the damn ticket. 10 days to change plates and registration when you move by state vehicle code.

Why did I run into a few Alaska plated vehicles (oh..its not a rental car either) in Uptown last week while I was on my Bike?

No reason in hell I should see as many Florida and Cali and New York and Texas or Conn or Arizona plates that I do daily working for Finance.

Or go though the parking lots where everyone hides their Michigan or Indiana or Wisconsin vehicle while they live in Chicago and go to Loyola or DePaul (we know where they are in 019 and 018, but you guys don't actually Apply the City Sticker municipal Code Correctly: Residency not registration).


Get out and write the tickets that Finance PEA's are not allowed to write. Get the Court Time, go to court, earn OT and make the city money from the fines and fee's.

Or oh, as a novel suggestion: write the damn movers for bike riders that blow a light or stop sign.
Stop the 'this is a warning" shit and send a god damn message.

He's right. There are a ton of things we as the Police 'could' be doing to increase revenue for the city that he and his fellows CAN"T do. We have the ANOV and Mover book, they don't. We have the right to stop vehicles and do a safety check..not just for Taxi's and Livery's either. We have all those fun compliance violations in the parker book that THEY CAN"T WRITE because while they are municipal enforcement agents, they are not the Police.

And then there are the hours of the week that they don't work, but we do; and unless we get a call or work in a very busy district, what are we doing other than 'being visible' as a deterrent?

Now, I'm not saying sign out 3 ticket books every Saturday and Sunday and do nothing but roll around and look for things to write.

But think about it. Every one of us probably knows a few spots that get heavy abuse from valets. Or Residential Permit zones that get NO visits from the contractors that hit places like St. Juliana's on a Sunday or around Wrigley and Sox during night games. Hell, we can get away with enforcing in the Park District, and they stopped letting Finance go in there last year.

Example? The Sheer number of people coming off the red line at Addision on a Game Day that smelled of Beer alone would justify PC to check for Open Intox at the door's.
