Cameras Cameras Everywhere

Someone asking a camera question we hope doesn't need an answer:
  • The city and evidence.com are asking PO's to sign a contract with evidence.com. Is that kosher??????
Don't you dare sign anything like that. You'd have to be freaking insane to do that. Call your rep, call the FOP.

In the mean time, an all-call message went out from 014 notifying anyone in adjoining districts that up to 40 cameras were being deployed nightly in the District. That is certainly amazing, seeing as how:
  • there has been ZERO training in Camera usage. You are expected to show up for work, sign out a camera, strap that baby on, and go do police work. That's it - good luck.
  • there has been no communication from the city to our fine labor organization regarding the cameras. Not a single memo, legal brief, training class, etc. 
  • no word on when you should activate it, no direction on when you are restricted by the Constitution, not a single bit of info on what constitutes a lawful use of a camera outside on a street stop, inside a domicile answering a call, traffic stops, meetings with supervisors.
  • since this is a piece of equipment signed out to you, you are responsible if anything turns up broken, detached, disabled, etc., you're on the hook.
This is direct from the meeting this week. One would think that maybe the FOP would step up and point out the inanity of supplying officers with something they have no idea how to use and expecting it to be used properly. You wouldn't just issue a cop a flame thrower without instruction, a manual, a legal bulletin, and expect them to use it properly. Unless of course, it was a Vanecko Flame Thrower - then you know that the City is just doing it for the money.

Anyone know if Hilliard still works for Taser International? Is he getting his beak wet in this budding debacle?

Not on the hook financially. Should an innocent accidental damage happen and properly reported the worst that can happen is a reprimand. Especially with no training. In the early 80s there would be about 40 minor accidents in the first week or two with 40 officers, you know, guys who don't give a shit and have some nuts would take the reprimand with a smile. Even if it was a day it would be done for the greater good. Today? Nope. Cowards who are terrified to get into trouble or take a day. You don't get fired. This isn't school where the principal calls your parents. You get a piece of paper telling you that your two days off a week just turned into 3... Win/win. Crybabies everywhere these days. I mostly blame the group who started coming on between 97 or so till 2005. Those late 90s hires are all bitter whiners now.. It's sickening the types of guys who come on this job. All individuals, no team players

So let say i put my camera in my pocket and it is recording sound.

I catch a conversation of an exempt talking about changing the classification of a case report and rewording it.

What do i do? Not say anything and let it be downloaded?
Can an exempt erase the video thus having the ability to destroy evidence.

What if my victim is an Alderman and they use colorful language?
Why should i trust any white shirt with my career haven't we had exempts in the detective division disappear with felony files?

Where is Legal, Corp Council, FOP on this? How does one get informed consent? Does an Officer at a disturbance or at a criminal situation just stop the show and ask Offenders for their consent? Is there a contract, a consent form or just word of mouth on this? What if one Offender agrees and the other Offender does not agree? Do you just walk away? Holy Cow. Big action, huge responsibility. Tighten your belts and be careful out there...this is 'Risky Business'. Officers would at least have half a chance if they had training. This city is up for grabs.

This article speaks to the new eavesdropping law recently passed by Quinn. The article specifically states that the new law does not address police body cameras, but our department starts the body camera program without any training for the officers or understanding the legal aspects of their use.

I hope there is a camera in Mike Madigan's house when he hears the news about his New York doppelganger. It looks like New York's version of Madigan was caught doing all the things Madigan takes for granted and is going to spend hid declining years in the pen where he belongs. Good by Shelly.

And all Disability Dean kept hanging his hat on at the meeting Tuesday was The claim that some guy that trains people on the use of the cameras was present to answer all questions. The only question this guy answered and I take issue with is that he claims it takes a whole five minutes to train a person how to use it. Other that's true or not it does not address the concerns you listed SCC. Some unit rep took the microphone with his concern as to whether or not the things continually records audio. FLOP claims it erases itself every 30 seconds while recording everything and that you have to manually override it to record something that you want to keep. All Dean kept repeating was that he thinks it's a good idea to have both audio and video in the event it is necessary to protect the officer from accusations. Sounds like bullshit to me.

I was at the meeting on Tuesday. All Dean did regarding these cameras was tap dance around the concerns that many members presented. He kept deferring to the so called expert that they invited to the meeting, having him reassure the officers that training can be done in as little as five or 10 minutes and that the things are not always recording unless you somehow activate them. Some unit rep mentioned that he did some research on the cameras and was aware that they continually record in a 30 second loop whether or not you activate them. So something distasteful you may have said in the squad car while in conversation with your partner will theoretically not exist 30 seconds later. AND IF YOU BELIEVE THAT BULLSHIT I'VE GOT A BRIDGE TO SELL YOU. FOP WAS SO FULL OF SHIT TRYING TO SELL THIS AT THE MEETING TUESDAY IT WAS DISGUSTING. our so-called union leader is in bed with our enemies folks.

It may have been brought up earlier, but I've seen other police videos on the internet of officers being murdered on video, and news organizations using a request to obtain video so they can post it on the internet. I think fop should be able to restrict that video, I don't want my family for years to see me or my co workers last minutes of life being killed on body camera video.

Don't be a fool and sign anything like that. I had some fool attorney try and tell me I had to sign some form that he told me not to question his juvenile that I was merely processing for a stabbing unless he was present.
I told him in a professional way that the form he was trying to force me to sign was not an official Form and that I was under no obligation to sign it. I also told him in front of the LT and Sgt that if my signature appeared on the form that I would lock him up for Forgery and have him disbarred by the ARDC. He promptly turned around and walked down the stairs.

Tell evidence.com and the city to go pound freaking sand.

I remember when the in car cameras came out. They said they would only record if u activate emergency equipment, etc. Well we found out shortly after following a major incident that those cameras are ALWAYS recording. They downed all the cars and pulled the video and what do you know... We found out those cameras are always recording. Be very careful with these cameras. You can lose your job over a 2 second conversation captured on these things.

If?!?! Smiff!?!.... If my aunt had balls, she would be my uncle.
This is a very tough situation if you are one of the lab rats that gets to wear this piece of equipment. If you are a lab rat, you should probably educate yourself pronto. Call legal affairs and talk to someone. Research eavesdropping laws. Do everything you can to educate yourself on this because you will be in the trick bag should something go wrong. DO NOT listen to some salty dog talk smack before roll call. They will probably give you some type of advice like the above comment. They won't be going to give witness statements for you. This job is all fun and games til things go wrong and then you're on an island. Do not count on your union to back you. And it does suck that we are completely hung to dry and we have no union to look out for our best interests. But you have to look at it this way...if you believe your so called union is only looking out for their own good, shouldn't you do the same. Lodge 7 has been compromised. Please educate yourself.

And who has access to the video? Divorce attorneys, or just lawyers involved in criminal complaints. And what about the citizen; does he/she give up their right to privacy? Anyone who thinks this is going to bring the community and police together needs to be urine tested. Neither the police or public are going to feel better knowing that everything said is being recorded. This is nothing more than a political move to appease Obama and Rahm's core constituents; attorneys, well-fare recipients and race hustlers, all of whom form the base of the Democrat Party. The only way this will help police is if the video/recordings are used against citizens filing bogus complaints, but that would require the FOP filing lawsuits on behalf of the officers and that is never going to happen. How many suits have been ever filed against citizens who filed bogus complaints?

With the "in-car" camera system we are only allowed to audio record state charge violations.
The audio MUST BE OFF for any municipal violation.

how about the new gps radios. we were issued them right before Christmas in 024. no training as to what the buttons or features are of the radio, no mention of gps in the radio, the gps parameters, etc. just here's your new radio and go. this place is ass backwards. it doesn't surprise me at all with the body cameras given the history of training in this department.

So was I and the training was all of five minutes to learn how to turn the damn thing off and on. The problem is all the unanswered questions with concerns as SCC posted. you just wait until they make an example of someone whose testimony differs even minutely from what appears on video as subpoenaed by the defense attorney. Dean says he's all for body cameras. Of course he is because he doesn't have to wear one. Dean is also for the 10 hour day but he won't tell you that quite yet. It still has to be "evaluated and tweaked before it can go citywide" says FLOP. That's code for the deal is already done with the city but they can't implement it until next year as we have already picked for furlos and watches for 2015. You're missing the bigger picture son. You have been sold out by the very organization voted in to protect you. But then again I'm sure you voted for this useless bunch of clowns on Washington as well as the contract. You and all your impressionable hairgel coworkers that actually voted for these guys and this contract should all pull together a portion of your retro check and apply it toward your own legal defense fund. You're gonna need it pal.

Isn't it amazing that the elite in our country reward each other, benefit from inside deals, enrich themselves via tax dollars and nothing ever happens? You have to look beyond what is going on here. The real reason for body cameras is not transparency or for the benefit of the officer it's something more. This is how the radicalized liberals who are running our major cities thus the police departments that go with them, disengage the police form being tough on crime, criminals, and become soft all around. The USAO will either establish oversight of a dept. Or that dept. will voluntarily go with body cams. The Feds know that the average working copper who initiates street stops, actively looks for the bad guys will infact decrease his proactive ways of policing. This is a win/win for the politicians cause they come across as being transparent with the public, and holding the oppressive police officers accountable but the real result is achieved and that's to tread softly with the criminal element. It's a form of de policing via body cameras. While the city can do this it shouldn't be surprising that the fop stands by and does nothing considering that Dean Angelo hasn't worked as policeman for over 20 yrs, yet was elected as president by working policemen. In car camera are antiquated yet still around, everyone with a phone has a camera yet the dept. Wants this. No doubt this will be city wide by the end of the year, we really can't do anything about it but to have such a willingness of the fop to cave into the city on everything is quite telling.

I never have understood why audio from 911 calls is released publicly. It seems like a terrible violation of people in extremis, at the worst and most desperate moments of their lives, and really does nothing other than to provide a cheap-thrill sound bite. The police will tell us the news, that "a kid got shot" or something. I don't think everyone needs to hear the bang and the screaming and hysterics. Doesn't seem decent.

As these new technologies come up, you have to think "Just because you CAN do something might not mean that you SHOULD."

I am a white shirt and yes I am ok with approving an arrest report for which there is a recording from a body camera. I am not approving what the oficer did. I am approving "probable cause" to justify an arrest. He can lie his ass off. I am approving the charges based on what he presents to me on an arrest report. That would be akin to asking me if I went on the street to look for private video footage prior to approving the report. It is up to the officer to justify his actions when presented with defense evidence that contradicts him. And good luck if it doesn't match.

Illinois lawmakers approved a law requiring the site collect sales taxes a few years ago, but it was struck down by the state Supreme Court. Last year, lawmakers approved a new one.

You just were not paying attention during the training. It was always explained that they were constantly recording and that activating it via the remote, lights, or unit itself just indexed the event a minute prior to the activation until deactivation. Common sense even tells you that if it is including a minute prior to the point of activation, it is always recording. Assume the same for these. That being said, it doesn't matter if the training only takes 5-10 minutes if what happens to the video, who has access to it, and the legal issues are not written out. Until that is set, backed by official general orders and the legal department gets that side of it in order, we should not be using them.

Before you are so quick to call someone else a dumbass keep in mind that once the victim signs the complaint they have signed a legal document under oath. Just because we don't do that in our normal course of business doesn't mean that it isn't required by law. How many cops present a victim a blank complaint to sign? That is clearly a violation of general orders and the Illinois law regarding criminal complaints. Just saying!!!!

HIPAA does not apply to CPD. You have to be a medical services provider, insurance company, or medical data clearinghouse.

I think you are wrong with that.. I believe if anyone makes public the details of someone's medical records without their consent they could be held in violation. That is one reason you always hear on the news, "non-life threatening injuries".

When I was taking reports some E.R.s insisted on a Hospitalizion Report for every street injury. The E.R. staff insisted even if the patient refused. I told them all they had to do is write on their report that patient refused police report and that P.O. name star number was here. The CPD had no rights to their medical records. If it involved something like a broken sidewalk I would call that in and I was also careful to check that it was not a domestic battery.

What happens if you get an early duck? Do you turn off the camera or just let it record on the shelf ? Can downtown audit the camera of the officer who wore it and check to see if he had a slip in when there is no recording or recording of a dark radio room?

Thats the best you got? Thats all they do...write tickets. At least that 'guy on a bike' is honest about what it is he does. And doesn't seem to bad mouth the cops here.

And no....I'm not a fan of them...but cmon dude...the meter maids work for CPM..not Finance.

I really want to move to New Hampshire. No sales tax period, no income tax. Selectmen form of government. No back-room deals. People sit right there in front of their reps at town meetings and they get a chance to cuss out their rep in person right there. No snake aldermen getting wealthy on public pensions etc.

Yeah, he does mean he's a ticket writer, but he's also been honest about it, said he wanted cpd but was too old before he got the call, AND he's given us a heads up more than once about what's really going on there.

We don't like it when people paint all of us with one brush, so let's not do it to other people. Everybody's gotta work and put food on the table, so pull in your horns a little.

1/23 4:05PM - the law that the State nitwits passed has nothing to do with Amazon collecting sales tax.

Amazon's building a warehouse expected to open Feb 1 - so they'll have a "presence" in the State and thus they're required to collect Sales Tax. This is perfectly constitutional.
