Maybe.....More Cops?

We wonder if anyone has looked into the possibility of hiring more police:
  • A fatal shooting in Uptown this week is fueling concerns about gang violence in the North Side neighborhood, with the alderman calling on police to step up patrols.

    Christopher McGee, 22, was shot in the chest around 11 a.m. Monday a block north of his home in the 4400 block of North Magnolia Avenue, authorities said. McGee was taken to Advocate Illinois Masonic Medical Center in critical condition, where he was later pronounced dead, according to officials.

    The shooting marks Uptown's third homicide of the year, according to the Cook County medical examiner's office.
Gee aldercreature, we'd love to "step up patrols." Only there's nobody to do the steppin'. Rahm and Garry have been stealing cops from your neighborhood to patrol the crappy 'hoods. And guess what? The crappy hoods are still crappy and a bunch of the crappy-ness is moving to the less patrolled areas! Who wouldn't thunk it? Besides us we mean - we've only been sounding this alarm for years now.

Thank goodness downtown is safe from the mayhem:
  • A high-end fashion boutique in the Gold Coast neighborhood was the scene of a dramatic burglary early Monday morning.

    Police say the burglary occurred around 3:45 a.m. and they believe three vehicles were involved, with one being used to drive into the storefront. The team of thieves then grabbed three to four racks of expensive clothing and left in less than a minute.

    In video shot soon after the heist some fur products that apparently were dropped and left behind could be seen on the floor of the Milan based high-end boutique.

    [...] It’s not the first time there have been smash and grab burglaries around the Mag Mile recently.

    Just three weeks ago, a batch of cell phones was taken from the Best Buy at the John Hancock Center after windows were smashed to get inside and in in April, thieves used a similar m.o. to hit the Saint Laurent Paris store on Walton getting away with hundreds of thousands of dollars.
Oh. Maybe they're not so safe after all. Maybe, just maybe, they need more police, too? Those "entertainment" details can't be everywhere we guess.

You need to leverage the synergies of your city supplied equipment. Your PDTs and all your new electronic equipment will make you much more efficient. With all the vehicles available every shift, you can quickly blanket the trouble spots with officers.

The City late again with Deferred Comp deposit. Deposits are usually in within a day or two of the payday, and yet there is no deposit and it's the 16th. Remember folks, (and peoples), that this deposit is from the 1st of the month check and the City is already holding onto it for 10-14 days. Guess they want to hold onto the employees money a few days longer to get more interest.

Downtown is not safe and has not been for the last few years thanks to Rahm Emanuel stealing police resources from tax paying areas to give to the ghetto.

The number of robberies downtown and on the north side has skyrocketed but Rahm pushed for a media blackout on the problem.

Rahm needs black votes so stealing police is one way he tries to say he helps the black community. Its disgusting!!

Heres a brief overview of yesterdays FOP meeting / contract update:

* RETRO - FOP attorneys pushed the hard sell w/this issue. Really emphazized how we wont get first year retro if we go to arbitration. Basically said retro for the regular hours worked is a 'gift' from the city. I say bullshit. The city will expect or demand concessions elsewhere.

* CARS - Asked why cars were part of negotiations and told how we'll be lucky to see 1/2 the cars because the supervisors will snatch them all up. ANSWER: thats one of the things you guys really wanted. At least its a foot in the door. Asked about the BS language about it ('intends' to buy 400 cars). ANSWER: that's just part of contract language. Someone then asked why IAD doesn't use ambiguous language, but says you WILL answer questions or face discipline.

* HEALTHCARE - The lodge attorneys did a decent job of explaining the Tiers and numbers/copays/deductibles. But when asked why certain hospitals weren't listed (a few on the Northside, I forget the names) they said the "list wasn't complete" and that its OK cuz it wont take effect til 01 Jan 17. Female copper then asks "well, we hav eto vote on it now, how do we vote on something thats not complete?" The attorneys tried soft selling the 75%/25% vs. the 90%/10% saying its basically a wash cuz we'll be paying 25% of the "discounted rate" for treatment which is similar. I don't believe that for a minute.

* PENSION LANGUAGE IN CONTRACT - they swore that pension code will NOT change, that this wording will only help us in the event we have to kick more than 9% towards our pensions. The only problem is that if this goes thru FOP HAS SET A DANGEROUS PRECEDENT BASICALLY TELLING THE CITY THAT THEY WILL ENTERTAIN USING OUR PENSION AS LEVERAGE FOR OTHER THINGS DOWN THE ROAD IN FUTURE CONTRACT TALKS. This is unacceptable. There should be NO combining the contract and pension even if its only to seek more $$$$ if we have to put more towards the pension as they claim. VERY DANGEROUS PRECEDENT HERE.

* DUTY AVAILIBILTY - several members at the meeting said how its bullshit that new guys would have to wait for this benefit. What does Disability Dean fire back? 'Why is it important to stick up for the new guys on this but yet you have no problem with them getting shitty furlos" (if we stay with picking furlo by seniority). Obviously Dean forgets that seniority is one of the few things we have left on this job. It seems like hes helping do the citys bidding on taking that away from us.

* WELLNESS PROGRAM - Both Dean and the attorneys really pushed how great not having to be in the Wellness Program is, how its some kind of big win for us, how it can save us $50 a month per covered person by not getting put into the program. The one attorney even said that he's in it cuz his wife is a city employee and how the city made $1.5 million last year charged to city employees not complying with the program. What they DIDNT TELL US is that civilians in this program have different rules/parameters than do what the police do. My sergeant is in it and says this is what he does/what we would have to do once a month: log in, answer a few questions about his diet, exercise habits etc. 2 minutes and done. Then once a year one of the citys 'doctors' calls you up and has a 7-10 minute discussion covering the same things. Best part? there is absolutely no way for the city to force you to 'get healthy' if your cholesterol is too high or you say you still smoke. You can lie on the monthly questionaire and they can't get you on a Rule 14 because its NOT an official department report. And they cant compare any kind of your (possibly one day) mandatory test results to your answers because we have protections under HIPAA. DON'T LET THEM TELL YOU THE WELLNESS PGM IS SOME KIND OF BOOGYMAN AND THAT ITS SOME KIND OF BIG WIN IF THEY KEEP US OUT OF IT BECAUSE BEING IN IT AINT SHIT. If youre too dumb to forget to check in on the computer monthly than you deserve to get hit with the $50 non compliance fee or whatever they call it.

BOTTOM LINE is they are really REALLY trying to sell this contract. The attorneys were good and explained alot of things well. But then again, thats what they get paid to do. They mentioned several times (in so many words) how "The Letter" set alot of these things in motion, not just the retro issue for that first year, such as that was a big part of the reason we're getting a contract last when we usally are the first ones to get it done.

* AMUSING PARTS OF MEETING - Disability Dean taking subtle shots at Danny Gorman alluding to him showing up at call outs "1/2 in the bag" or people that work up in the office as coming to work "late or 1/2 in the bag". Bill Dougherty showing up on duty in plain clothes - gee Bill you really musta made an impression in 022 to be working CD already, lol!!! The gay copper N.M. that got jammed for using his boyfriend on S/Ws years back took the mic and praised the negotiating team and promised that the whole 020 district is voting yes. Yeah OK, sure. I guess you owe them a plug for helping you keep your job and for throwing other POs under the bus with your past BS. FAVORITE PART HERE FOR YOU SCC!! Dean told us all to ignore the "haters" on the blog "spewing lies" about the contract. Seems you know better than everyone, huh Dean?

* FUCKED UP PART OF THE MEETING - Dean and the Boys made sure to leave the contract updates til the very end. What started out as a packed house with many people standing wound up to be a few dozen people present for what really mattered. They could have deviated from the regular course once they got past the Pledge of Allegiance and the reading of departed brothers and sisters but they didnt. Many many people had to leave before they got to the meat and potatos. I bet this was by design, just like they still dont know the date/location of the southside Town Hall meeting to discuss the contract.

THIS WAS A SNOW JOB BY FOP AND THE CITY. THEY HAVE SET THE STAGE TO TOTALLY SELL US OUT!!

We have a new "paradigm" here.

The old "moving garbage back and forth" doesn't apply anymore. It's not a 1-for-1 proposition, like one less crime is committed in Englewood and one more is committed on the Gold Coast.

The "no-go" zones of the south and west sides are a worsening bloodbath, AND downtown and any remaining decent areas are becoming more dangerous -- all the way out to Indian Head Park and beyond.

That is quite an achievement.

Mayor Emmanuel and Superintendent McCarthy are to blame. Their strategy is a one act play: lower the homicide rate. The Compstat dogma revolves around this singular thought too. To that end, ALL police assets are dedicated to that one goal.

Now any officer will tell you that 95% of these murders are gang and narcotic related. So that is where all the police assets go, to keep gang bangers from killing each other.

So what does this mean for the citizens, the taxpayers? You get nothing! Go downtown and get flash mobbed? Too bad. House gets broken into? Sorry. I-Phone ripped out of your hands on the "L" or street? Can't send someone because all our officers are in the high crime areas keeping dope dealers from shooting each other.

Mayor Emmanuel promised he would hire 1000 police officers. He lied. He did the exact opposite in fact. He scrubbed over 1000 from the budget. He hired Superintendent McCarthy who gave him cover and lies with him. "We have enough police". If that is true then McCarthy is a miserable Superintendent because he has mismanaged these officers and took them all away from patrol where they are needed, and put them into specialized Units to push his Compastat agenda. Either way they are both bad leaders and need to be replaced. Elections are looming. Educate your friends. This town deserves better.

At some point you really have to wonder on how many cops it will take to keep this city under control or is it just a lost cause? I really don't blame the police officers for backing away from doing what has always been required to tame the urban beasts ( and I don't mean this in any racial way, but in a behavioral way). The liberals are quick to condemn any officer who just might raise his/her voice or grab someone. The cell phone cameras out there are quick to capture any signs of police toughness. So, what is left? Not much my friends. No police officer wants to lose their job or be suspended for trying to do the right thing. Chicago is far different from LA or NY and the crime problems are different as McCarthy has found out. So, the question still remains. How many cops will it take to tamp down the beast? I really do not think anyone knows the answer. Certainly much more then we have now.

It's not great but voting yes as this is a about 2year deal until new contract is negotiated, right now this is the best we can get!

Since the 019 and 023 merger, there has been a serious loss of manpower that has not been addressed by Rahm and Garry. Remember when Garry was at Lakeview High School before the merger saying the district would not lose any manpower? Bullshit! First thing that happened was police officers and supervisors were transferred. On the 3rd watch, they are so short manpower that beats 1934 and 1935 are each designated as wagons for transports. That means very little police coverage on those beats.

Bring back all those officers detailed out of 019. The academy has 6 officers alone that are assigned to 019 but working at the academy. Details should be canceled and those officers should be put back in patrol in 019 where manpower is at a critical shortage at this point. This is what we do in Bogota: We hire a guy with a big shotgun to walk the block, and when somebody tries to break into one of our houses, or a business, the guy lets loose. We are actually a lot safer than your residents here, despite what you have read in the papers about Colombia. We just have to take matters into our own hands. We don't rely on police. We don't need to. If we did, there wouldn't be enough of them to help us and they wouldn't be all that inclined to help us.

I'm not sure the current situation is so different. Don't you like to say that when seconds count, police are minutes away? I'll take private security over that any day. Those businesses have the money to hire an armed watchman and they should do it.

Cappleman told me at a caps meeting that we do not need more police officers. He said crime is down, and the job is getti g done. He didn't care when I told him that the situation is dangerous for officers because of a lack of manpower and one man cars. He didn't care when I told him the best officers would bid out because of stress and work overload. He told me that as a social worker, he was not qualified to tell the superintendant how to allocate his man power. Be aware, he does not seem to be a friend of the working police officer.

Well up here in 016 we are down 10 squad cars ........yep 10 squad cars .........with no end in sight. That's fine cause I get paid whether I get a car or not, for the real victims here are the over taxed citizens...,but hey like Alderman Mary " pothole" O'Connor says, " it's like that eveywhere" ......... Officers siting in the station or getting dropped off at their foot locations, we are going backwards but like I said, we get paid either way car or no car.......now Rahm comes out with a $20,000,000.00 funded police torture survivors fund to give alleged survivors of police torture free city college tuition and also cash settlement. Rahm is also going to erect around the city memorials to survivors of police torture, and they get a police torture survivor museum on the south side. Rahm must be pretty desperate to buy the black vote. Oh and this was passed by the city council with 25 aldermen voting yea along with Rahm. And our hero alderman Nick Sposatto voted along with it, nice going for a fireman, he's desperate to,win reelection too. And finally where's FOP on this. I mean $20,000,000.00 to fund survivors of alleged police torture and coppers sit in the station cause we have no squad cars to take out? We get a memorial we pay for that no one can see and the city is going to give $20,000,000.00 to alleged survivors of police torture? Listen people as they say in show biz, it's time to exit stage left...... Pathetic........

15 years ago when I was in 023 (now 019) ALL the crap we dealt with was coming from 7500 to 9500 South and we had no manpower then.

If the city went to arbitration on the contract they would not only pay the retro but they would have to pay retro on ALL OVERTIME WORKED......this is why Rahm is acting like he's doing us a favor by giving us retro, don't buy his slight of hand trick......retro applies to ALL WAGES and that includes overtime and the city knows it......

Uptown is a violent place. I remember several years ago when I was working days in 019 in the middle of winter some UC cop maybe from narcotics or 023 was doing surveillance and witnessed a multiple shooting with one dead in broad daylight in uptown. I believe they caught the shooter immediately. Now we merged and it's still violent.

Guy renting high end bicycles from addison and lake shore drive was burglarized and ripped off last weekend. Second time this summer. One more rip off and he is done. He thinks he knows who did it, but when they make the arrest, it won't do anything for him. His insurance company is probably done with him by now.

Uptown is a violent place. I remember several years ago when I was working days in 019 in the middle of winter some UC cop maybe from narcotics or 023 was doing surveillance and witnessed a multiple shooting with one dead in broad daylight in uptown. I believe they caught the shooter immediately. Now we merged and it's still violent.

I worked that day. A shithead walked up to a van and fired into it, killing one. The cop (023) called it in as it was happening. Shithead ran to one of the apartment buildings and disappeared up some stairs. They got him very soon after. Very good how it went down, UC cop witnesses a murder and calls it in and the shooter is in custody within minutes,

And the passenger I imagine pulled the usual, "I didn't see nothing and I don't want to prosecute." Actually I am not sure of that but it would not surprise me. That is what they get for not working a job and supporting their family. Too much time on their hands. Idle hands are the devil's workshop Sister Mary Catherine used to say.

Sometimes timing is everything.

Called for police on a rare disturbance last week in far NW corner of 016, nothing too rowdy, just a stumble bum drunkard. Beat car shows up, a 99 unit, few minutes later his backup shows up, also 99. No big deal, good response for probably a 1A dispatch, 5-F. Just imagine, had this been an all out mob brawl or something violent, these 99 units would have had a tough time for awhile. Job well done, thank you guys.

Merit Sgt who doesn't know what probable cause is....brought to Detective Division where he is way over his head. Then says he believed Ferguson MO was a racially motivated incident. I wonder how many people were shot in Chicago as PERF met there to collectively throw cops under the bus for police shootings. From the Reuters article, PERF, the highly politicized Chiefs of Police "research" foundation, has apparently been hard at work on a strategy to further endanger and scapegoat street cops:

The City late again with Deferred Comp deposit. Deposits are usually in within a day or two of the payday, and yet there is no deposit and it's the 16th. Remember folks, (and peoples), that this deposit is from the 1st of the month check and the City is already holding onto it for 10-14 days. What, another guy with the "sitting on it and collect interest" crap? Right. Bank interest rates are now at .15% That is not 15% or 1.5% but .15%

Fifteen hundredths of one percent. That's eighty-five hundredths of one percent less than one percent.

Let's carry that a step further to see how much of a fortune the city is collecting as they collect all that interest as you suggest.

How about if we assume that the amount deposited on one of two paydays a month is $10,000,000.00 or ten million bucks twice a month.

I don't know if that is accurate but let's use that for now.

,15% of ten million bucks is $15,000.00 Fifteen thousand dollars. Per annum, per year, and of course it doesn't sit there a year, it sits no longer than 30 days, normally not even that long.

Even if there is ten million in there twice a month rolling over twice a month so that the average amount in there over a year is ten million, that means the city is collecting the princely sum of $15,000 dollars a year on ten million bucks. If it is as much as one hundred million, multiply the fifteen thousand by ten, that comes out to $150,000, one hundred and fifty thousand bucks. A year.

Yup, they must be doing that, screwing you out of your portion of that interest.

I don't think so but to make you and the ""sitting on it and collecting interest" believers, I will agree and presume you are correct.

Goddamn cheap City! Give us our deferred comp money on payday, not the 30 days allowed by law but immediately.

By the way, all that deferred comp money is a city owned asset until you start withdrawing it. Lump sum or monthly or whatever. It isn't yours. You elected to defer that compansation and also defer the taxes on it until some later date when you retire or resign from the city employ.

So actually, even if the city is sitting on all that money collecting interest before they deposit it all in your name with Nationwide, it is their money. They can do that legally as long as it is paid to Nationwide within 30 days.
