Angelo Reads the Blog

The FOP and Trooper Lodges are bucking Rahm on his recent announcement:
  • Police union leaders on Monday urged Mayor Rahm Emanuel to modify his plan to assign 40 state troopers on 30-day loan to Chicago to serve fugitive warrants to get known criminals off the street.

    Dean Angelo, president of Fraternal Order of Police Lodge 7 representing Chicago Police Officers, and Mike Powell, president of the FOP’s Illinois Trooper Lodge No. 41, said it makes more sense to assign state troopers to traffic duty to free Chicago Police officers for the “real police work” chasing fugitives.

    “You’re taking troopers from rural areas out of their element and thrusting them into the big city. There should always be concern about that. That’s just a matter of geography,” Powell said.

    “The Chicago Police Department knows the city. They know some of the folks they’re looking for. They recognize them. They’ve dealt with them. [Using them to chase fugitives] would be a smarter, better use of resources.”
Rahm isn't budging - it's his idea and his election year. So there. But here's the story we and our readers have been pointing out for a number of years now:
  • Emanuel balanced his first budget by eliminating more than 1,400 police vacancies.

    Although the mayor has more recently done enough police hiring to keep pace with attrition, Angelo argued Monday that the Chicago Police Department is “anywhere from 1,500 to 2,500 officers down from where we should be manpower-wise.”

    Pressed on where the money would come from to bolster police hiring, Angelo said, “We have 50 aldermen. A lot of people would argue that’s too many. I took a pay cut. Maybe that’s something other people should do.”

    Angelo also set his sights on the $66 million-a-year aldermanic menu program that gives each of the 50 City Council members $1.32 million to spend on neighborhood infrastructure projects of their own choosing.

    “If everybody is so concerned about crime, let’s go to the City Council and ask, `Who wants to give back half of that money to hire more police and make our neighborhoods safer, and if they’re not, why aren’t they?’ You can't have it both ways,” Angelo said.

    “Let’s track some of that money. Is it all going to street lights, potholes and sidewalks? Or is it picnics, parades and T-shirts? If $1.3 million in every ward is really going to neighborhood improvements, God bless. Our streets should look like the Autobahn. And we know that’s not happening.”
Let's see....1,400 vacancies - CHECK. Too many aldercreatures - CHECK. Aldermanic menu program of $66 million - CHECK. golly, we could have written this platform three or four years ago - oh wait, we did. But this time, the media actually printed it. We don't know who fell asleep at the presses, but it's about time this saw the light of day.

UPDATE: A couple people are asking why we aren't praising Dean Angelo to the heavens for his statements.
  • First up, it's his job. We're glad he's doing it instead of what happened the last three years.
  • Second, if he ran for office solely to get praise from the blog, he's in the wrong business.
  • Third, as we listed in the last paragraph, none of these things are new to the readers of the blog - our readers and we have been saying this for years now. One of our readers even ran a table showing the proportional representation of Chicago ought to be about 17-to-18 aldercreatures, tops. Our people have done the research, Dean is merely using our stats.
  • Fourth and finally, we've told everyone that the FOP calls press conferences more often than you know. The media, with the able assistance of the mayoral press office, decides whether of not to send a camera and/or a scribe to take down the information. Most of the time, they don't, ergo no coverage.
So again, we're glad to see it in the media for however short a time and good for Dean for being Johnny-on-the-spot with the ready quote, but let's not pretend it was anything but what it was.

wow... I did not vote for dean angelo but I must say he holds himself much better in the media than shields. Very valid points, very adult viewpoints and is not on the camera whining like little mikey was always doing... very nice in my opinion dean. Maybe you will make me regret not giving you my vote.. I sure hope you do.

OT : We better get a bigger raise than CFD. 11% over 5 years. Inflation is 3% every year. 15% inflation, 11% raise. Doesn't add up.

If Chicago had the same percentage of aldermen/city council members as New York City, population-wise, we'd have 17 or 18 in the City Council. We could cut down to 25 and still be over strength, as a percentage of population, as NYC.

So if everything NYC that comes here is good, McGoofy etc., we should be saving money, lots of it, by cutting down to even 25 City Council members.

Salary, staff, slush fund, offices, phones, computer lines, pensions etc. We could save at least $50 million bucks per year. Half a billion in the first ten years.

We could even offer alderman a $1 million cash payment to retire early to provide incentive for 25 to just go away. The City could structure that million buck payment any of a number of ways to be favorable to outgoing aldermen on taxes.

But I thing there are many who would grab that million bucks and run away. Right to the gambling boats for a few of them.

We know already that Eddie Burke would not be enticed by mere bundles of cash. Who would open doors for him? Who would hand him fresh silk underwear? Who would call him "Chairman? Who would eat up his bullshit? He'd be just another old asshole, like Burton Natarus in the end, wandering around the City Council chambers mumbling to himself.

And the big savings would start in year two. And the rest could all pat themselves on their back. And argue that they should get double their former slush fund payments. Poor overworked creatures that they are.

And no one would miss them at all.

Some of you may recall from your academy days in the traffic classes [remember the older guy who did traffic on LSD the guy with the diamond pinky ring ]. Why the mayor does not want the State to do the traffic in the city. When a ticket is written and a City charge is used the money from the fine [if any] goes to the City. When the State charge is used the City has to split the money with the State. Are they going to give the Troopers a cheat sheet with the charges, and can they enforce the City traffic code?

Remember it's ALL about the money.

While Mike is a very nice guy and having been shot on the job, should be taken care of . . . he is most certainly out of his league at the pension board.
We, unfortunately made a mistake by electing him to that position.
I wish him no ill will and all the best but the next election, we do need someone else over there.

They stand up tall, screw with the evil geniuses (Rahm/McCarthy/Quinn) master plan and when it all turns to puppy poop the evil geniuses (accent on ASSES) can point to the FOP lodges (and by extension, the police) and say "Well, if it hadn't have been for their meddling, this master plan would have worked." Saves their bacon now and you can bet they will bring it up at contract time.

I even had editorial letters printed in both papers calling for a reduction of the city council and wards reduced to 25. I figured the savings was about $70 million per year and it could all go directly into the police and fire pensions.

Last I checked I'm stopping gangbangers and other mopes from the city all the time, and I'm doing it alone with backup miles away. I agree ISP could be used in a different capacity, but Powell can BLOW ME for insulting all our Troops and saying we don't do REAL police work.

I really don't know why anyone is bum rapping Mike Lappe, this guy is doing a good job for us at the pension board, if you need a question answered, just call him, if he doesn't know the answer, he will get back to you. this guy has done his job well over the years, he fought to stay active after being shot, this is not what most guys would do, he has noticible injuries and has never asked for any special priviledges.

Not really. Inflation rate for Chicago are for 2012- 1.6%, 2013-0.4%, currently trending for 2014, just under 2.0%. Your not getting anymore the CFD and your arguement holds NO water.

I agree. Troopers are much better trained than us when it comes to traffic and issuing citations. Coming from a rural area and jumping right into the jungle may be too much for them.

If I was a trooper I'd think "what the hell? How is that our problem?" But like us they too must dance with the devil. If we are getting help from the troopers, the troopers themselves should have some say in it. Unless their Union is shitty like ours.

Need CPD, CCSD, DEA, ATF, IDOC, and ICE to draw up the lists, gas up the prisoner buses, and scoop the worst.

Association of West Suburban Chiefs? You in? Daley kicked over the projects here and scattered the contents for fifty miles around as a going-away present for everyone.

It will not cure the daily idiots -- what is the figure someone gave from a study on shooting/woundings (larger sample than killings), most of the trouble around here is caused by approx. 100,000 people? -- but at least it gets the ones you see running across the kitchen counter when you hit the light...

Why are we punishing the troopers? What did they ever do? Because of corrupt politicians and incompetent leadership of our department, to many troopers are being pulled away from duties in which they actually serve and protect tax paying citizens. First the troopers and it'll be the National Guard next. Just hire some competent police officers and we wouldn't have this mess. Hey some judges who actually follow the letter of the law. Make the politicians actions and agenda public for all to see and evaluate. I'm just tired of being fed up.

Videotape the conference, tell the newspeople you will embargo FOP posting for 24-48 hours, and then post it on the FOP website when the embargo expires.

Post a 30 second summary/ highlight cut and twitter / e-mail it to every media source in c(r)ook county.

Is the city, FOP and PBPA, our insurance carriers taking sufficient care to prevent that from happening here?

Or will they wait until the horse is out of the barn and irreparable personal harm is done.

As I have said many times, register everything possible, vehicles, phone and utility bills, magazine subscriptions, credit cards to a Post Office Box.

When filling out an application for anything avoid writing Chicago Police Department. I usually just write City of Chicago and say I am a Service Writer or Supervisor. Of course Richie Shortshanks published all our names, ranks and salaries on the city's website.

On any form, case report, arrest report or citation don't use your full name with middle initial. John J. Jones III (Star #) should be just J. Jones (Star #).

Stay Safe. Protect your privacy even if the city will not.

Real police work to some here is making one arrest and then complaining for four hours. Anyone who works away from backup and stops all sorts of knuckleheads does real police work. Anyone who works for an agency with officer's stars in a memorial case does real police work.

The ISP has always treated me with complete respect both on and off duty, I would do anything to help an ISP Trooper at any time.

Don't pay attention to the idiots here; we have to deal with them too.

If that is the direction the State thinks they need to go with their Troopers, then they need to lay it down that way: We will offer them to assist with traffic to free up CPD officers, not to respond to your calls for service or track fugitives.

The city and the department are going to do as they have for years.

Tout a "new" FTO test to garner enough suckers to voluntarily give up their rights for mere nickels on the dollar in monetary benefit for the aggravation of being lujacked to another watch because backfilling by least seniority isn't working plus you'll be in a 3 or 4 man car trying to teach these kids how to work smart and safe during this time of "War on The Police" in the face of the powers that be "recognizing efficiencies."

They have intentionally taken a shit in the FTO program since the days of Patrol Specialists.

The troopers are a hell of a lot more equipped and trained to apprehend fugitives. I have worked with many of these guys on covert operations/roundups and they kick ass. Cpd get a grip-- we are not as great as we think we are. We need the help and I for one am happy they are going to assist us.

We were ALWAYS glad to see you guys pull up whenever/where ever.

And wherever we worked that was adjacent to I-290 and I90/94, we made it a POINT even if in the opposite lanes, we saw Troop with a car pulled over and lit up, we would hustle over and be his backstop.

Police backing up Police... Nevermind the color of the car or the uniform.

Good times especially with you guys running the Ike back in the day.

Is there a problem with that?

Clearing warrants where you find them, even if you have to check the deceased.

Not only do you clear up he warrants by locating the criminals you prevent innocent people getting arrested. We had one poor sap I know of who had a common name and D.O.B. of a guy wanted on a warrant. He got arrested at least three times on that same stupid warrant. This guy was six foot two and one-hundred and fifty pounds. The wanted guy was five foot eight and two-hundred and twenty-five pounds. One copper wrote down on the arrest report that this skinny S.O.B. was five foot eight and two-hundred and twenty pounds. When the copper was asked why he wrote that down on the arrest report, (Duh) That what was on the warrant.

That comment was some bull and we all know it. There are hardchargers and slugs in every profession, every department and so forth. Let the politicians be politicians. Everybody on the street and on the road knows ISP is the real deal. I'm in the burbs and headed back to mids. D15,when we see those lights, we're coming brothers and sisters. Much respect.

There are some really awful nursing homes; parolees, sex offenders are lumped in there to keep the place full, rake in bucks, and terrorize the elderly. Stealing, assaults, harassment, sexual attacks. Some you'd be scared to walk past because of the bottle gang hanging outside.

...and while you're at it, run the STAFF and OWNERS too...

Its only for a month, the city doesn't have to train them or pay their pensions and health insurance. For the city its a great deal.

Pay no mind to the nitwits.

We were ALWAYS glad to see you guys pull up whenever/where ever.

And wherever we worked that was adjacent to I-290 and I90/94, we made it a POINT even if in the opposite lanes, we saw Troop with a car pulled over and lit up, we would hustle over and be his backstop.

Police backing up Police... Nevermind the color of the car or the uniform.

Good times especially with you guys running the Ike back in the day.
