CPS Grads Get Five Points

  • Union firefighters are threatening to sue over a city initiative that gives graduates of Chicago Public Schools preferential treatment in city hiring, just as Mayor Rahm Emanuel trumpets a new round of recruitment for the Fire Department.

    Emanuel's office made a point Wednesday of drawing attention to an online application for the Fire Department open through Sept. 16. It costs $30 to apply, with a written exam set for December for qualified applicants.

    The job description makes clear that those who already have completed fire or police training receive preferential treatment for firefighter and police positions, as do relatives of those who died in the line of duty as police officers, firefighters or military personnel. It also states a hiring preference for veterans and CPS high school graduates.
For the most part, say about 100% of the time, a child has no input into where his/her parents send them to school. Some go to private schools for religious reasons, some parents think that private schools do a better job educating kids, some think (with quite a bit of evidence) that Chicago Public Schools suck.

So why penalize perfectly qualified applicants for the decisions of the parents? There is no special talent that CPS students have for climbing ladders, cutting holes in buildings or putting out fires. All of that is taught at the Fire Academy. A simple Civil Service exam gets you a qualified applicant, then you teach him how to become a firefighter. It's really quite simple everywhere except here.

Worse still, the Chicago Public Schools are notorious for "social promotion" policies and dumbing down classes in order to pass students who have not learned anything. There are a select few good schools within the CPS (usually those with selective enrollment), but giving a blanket bonus to all CPS graduates makes no sense at all.

Could it be an olive branch to the teachers union that represents CPS schools and to CPS. A Vet I can see, as well as someone with prior training; however, a preference based upon whether your HS was in CPS or not. Weird.

It's sad that the CFD is making a huge deal about this because the preference is absolutely ridiculous, yet the FOP sat on their hands and didn't say boo about this when it was announced for CPD before their test. Just goes to show how useless the FOP and McCarthy really are.

Shouldn't this be the case for every job? Any time you give preferential treatment for employment, you're discriminating. Every time I apply for a job and disclose that I'm a white male, non veteran, not disabled guy; I'm sure I'm dumped to the bottom of the list. Same for relatives of responders that died or CPS graduates. If they actually wanted the best qualified candidates, they shouldn't give ANYONE an inside track that's not based on their abilities...and content of their character. I have a dream...

I don't understand the reasoning behind it, nor do I agree with it, but this seems like it's the city's decision to make...if it can favor relatives of the fallen or military, it can pretty much favor whoever it wants. I think a lawsuit wouldn't stand a chance.

I beg to differ. CPS students definitely have the first two skills listed...at least when it relates to conducting a burglary. And they may lack skills in putting out fires, but they excel at starting them. I say make it 10 points!

The biggest problem for CPS is only 26% of their graduates are ready for college. So, the city is trying anyway they can to get these kids jobs. But, what the city fails to realize is these kids can't get to college to get the required 60 hours of college credit to qualify for the CFD.

The CPS Graduation rate is at 65% up 2% from last year. 35% of CPS students graduate...WTF???

But, let's get this straight....CPS is graduating 65% of the students, but, only 10% are ready for college. What's the purpose of going to high school? isn't it to prepare you for life after high school and isn't college one of the next steps?

And, the Simeon HS community is up in arms over the closure of their Electric Shop, the last one throughout CPS. But, what people fail to understand is overall, CPS' shops only get 3%-5% of the kids concentrating in a technical class into their fields.

Sooooo. 10% of CPS grads are ready for college and another 35-5% non-college-type kids go into their shop class field. Sooooo, what happens to 50% of CPS grads and the 35% of CPS who don't graduate...We're looking at 85% of CPS students who walk out into the world prepared for nothing....

The next time CPS teachers strike or ask for a raise, they should really look at themselves in the mirror and call themselves a failure.

Maybe a good lawyer can challenge it based on religious discrimination. I sent my kids to 8 years of public grade school and CCD on Sundays. There is no CCD for high school aged kids so I sent them to a catholic HS. Now they are being discriminated against because I chose to raise them catholic?

Since Chicago Public Schools are majority minority I would be willing to bet it is a subtle attempt at increasing minority hiring without using quotas or race norming outright. If the courts really believe in " adverse impact" then this policy would have an adverse impact on white applicants.

Well the Sgt exam could have gone better, not terrible but no realistic hope of promotion.

So instead of the $20k pay increase I will throw my hat in the crooked as shit CFD lottery and see if I can accidentally get picked.

The pay hit for a few years would suck, but no more stupid stats, boxes, missions, event numbers, political pressure, "needs/requirements", or any other bullshit related to police work. A great profession ruined by so many powers that be.

I know many guys/gals that you use their position to get junior/missy who went to St. Pats,Loyola, etc., then went to Wright, Triton, etc.. on the job because they are not college bound nor would they be able to get the job without some help.

SCC: What schools are ranked in the state and nation? CPS schools, so there is evidence that CPS students are successful in academics.

Why should an applicant be penalized for attending private school when the parents had to pay extra to get their child educated in a better environment at the same time the parents also have to pay taxes for cps. If anything they should get the extra points for not using cps and draining the taxpayers money with their free lunches and whatever else it is they get free (Obama phones,link cards, section 8 housing). I would be willing to bet a great majority of cps students "parent(s)" do not own property and rent to wit; they do not pay into cps education which is somewhere in the ballpark of $2,200 on a property owners tax bill!

there are so many special treatments being made already. veterans, family members, those with clout, certain ethnic backgrounds, those that score higher on civil service tests, etc.

what difference does it make if you add another group of people treated differently with no special skill set that is directly related to the job.

the reality is that for most fire fighter jobs you might well be able to train people that are functionally illiterate to do the job if you had to. maybe not ideal, but probably doable.

When I came on in the early 70's those of us that were veterans were allowed 5 extra points for promotional exams.You could only use them one time,old man Daly took that away from us before I got to use them.Stay safe out there and back each other up.

Actually, you shouldn't feel worried about your apps being pushed to the bottom. Studies from a few years back show that based on what you've stated, you're still more likely to get a job over a equally qualified candidate. Now, those studies mentioned nothing about people protesting that the other guy/gal should have the job over you because they're Asian, black, Latino, handicapped, vets , etc. then I have no "good news" for you there. you're on your own with that one, bud.

Local 2 is full of sh!t. Right now the CFFU Local 2 has in their contract with the city a contract provision called Appendix G. It allows the department to use race to promote lower scoring minorities over higher scoring whites for promotions. This was inserted in the 1980 contract language to address PAST discrimination. The problem is now the only people being discriminated against are white. Yet it's still in the contract because Local 2 doesn't address it in negotiations.
Now they want to stop discriminations for people not even hired yet when they can eliminate discrimination in negotiations?

I don't see much good coming out of this. All of these types of jobs should be given to those that have the best "qualifications" not who they know, what they did or what school they went to. If it comes down to the point of two exactly the same qualified people, then maybe this should be the deal breaker.

They don't have the policy power to set the lowering standards, promoting 14-15 year old 6th, 7th, and 8th graders who never graduated into high school, making sure every student possible can be labeled special ed, etc. Again, it's like blaming police for crimes that other people do.

Listen to yourself. If you get preferential treatment for having an internship versus not having one at all it's discrimination. Yeah, it's discriminately choosing the candidate who has a demonstrated amount of interest in the field and did BEFORE applying, plus their internship experience. The military does not train you to be a cop but it does offer experiences that could be helpful for future cops. I came on with an education. Does that make me a better cop? I would say it don't even make you an average one BUT did you ever consider that I will likely NEVER ask for tuition reimbursement because I'm done with school. I don't have problems with my bosses, not because they're all swell, but because none of them are as intimidating as seeing those brown hats come into the barracks at 405 in the morning. Discrimination as you call it is not bad in itself. The cause for the discrimination is the issue. I'm a CPS graduate. I went to a really good school on the south side. This is still the most ridiculous reason for receiving preference points I have heard of. I'm not so sure about the points for family members etc. but they make more sense than being a CPS grad.

Everyone is understanding this preference wrong. This means CPS students must make up 20% of each referral list, not that they have to hire 20% CPS grads. This means CPS students are called faster for processing along with vets.

This is not a big deal for CPD because it goes through its list in about 3-4 years. Meanwhile CFD has about 40,000 applicants(because it only requires a GED so anyone thinks they can do it) and they don't even reach the end of their list in 10 years.

I would be pretty upset if I went to catholic school and lived here my whole life knowing my chance of even being called has gone down. They should just hold the test for people with Chicago addresses and veterans, no preference for anyone and make you take a national standardized exam like the ACT(so no one screams racism and bloody murder)and rank you by score.

My son graduated a CPS high school on the N/W side.

He is dumber then a door nail and still does not know his ABC.'.

He hardly showed up for classes and when he did he slept and ate free lunches. His GPA was a 1.00.

Here is the kicker, he is going to a city college in fall. Go figure this all out.

I saved 20 grand with him in the CPS system.

He got a passing score on the police test and will be hired when he makes it to 21 yoa.

He will get his college credits by then and will probadly be a boss one day.

Not a bad kid, just stupid and lazy, just like his mother and her family.

I don't understand the reasoning behind it, nor do I agree with it, but this seems like it's the city's decision to make...if it can favor relatives of the fallen or military, it can pretty much favor whoever it wants. I think a lawsuit wouldn't stand a chance.

Let me explain something to you. The city is trying this to keep kids in school. The kids that will drop out will drop out anyways. All this does is set the city up for 2 lawsuits. I don't have exact figures, but cps is at least (citywide) 70% minority, so it discriminates against whites. In the same breath, how can you give preference points to veterans who served their country in any capacity that show proves that they are in shape and know how to follow orders, the same privilege as cps graduates. Doesn't anyone who graduated high school have the same ability (example: showing up, completing tasks, not being a behavior issue...) that is the problem with this city and nation. We give incentives for people to do WHAT THEY ARE SUPPOSED TO DO AND ARE EXPECTED TO DO!

On to the lawsuit and how to make it stick; Two words: religious discrimination! I went to a catholic high school in Chicago. Because I choose a school that supports "My religious beliefs" I am now being discriminated against by being put at a disadvantage from the start of this process by being essentially penalized 5 points. If I score the same a Lane Tech grad or an Austin grad, why should they get 5 more points than me. The CFD is too competitive for me to accept taking that chance. I scored an 91% on the CFD written test in 2005. Due to the everyone who passed lottery system I get hosed. Now this. Sue them. Like SCC said, the city needs to screen candidates, accept them and should pay for their training that will benefit the city in which they serve. Im not a big fan of the CPAT idea either because that company is making millions, but I get it. However, if you require an "impoverished" cps grad to pay 150 to prove that they can physically do the job, that's racist. The city would go broke having to screen incomes and give waivers to at least 15k applicants.

Most fair way in my mind, written test pass/fail. Pull half the group from score, half random. Call 200-300 in at a time. You piss hot, your gone. Next!

The fire department’s job is not limited to carrying hoses, climbing ladders, blowing that air horn excessively and competition in firehouse chili competitions. Life and death decisions confront these first responders daily. Big muscles are a plus, but brains not brawn are a priority when a challenge presents itself to save a life in a complex rescue operation. Rescues require sharp, quick witted individuals who must think outside of the box on the spot not some less than marginal performer who got the bump at every turn in life.

Are public school graduates eligible for free breakfasts, free lunches and a free dinner at the firehouse? Is this another example of social engineering to balance the employment justice scales?

The underlying premise is the Chicago public school graduates cannot perform at an acceptable reading comprehension level, are not prepared to participate in life’s vocational opportunities and most certainly cannot compete in the workplace with those who truly perform at a high school level. So much for a return on investment on those property taxes which support a failed government controlled venture doing business as public education.

I find it discriminatory to offer a preference for CPS students. I can understand preferences given for training, including military. No other preferences should be ethically given. There are no special training classes for fire or police offered in CPS curriculum so this preference ihas no basis. Discriminating against Catholic school students could provoke a lawsuit. Taxes, public taxes fund after school programs for Police and Fire training. We pay taxes and as such are paying to fund a divisive and unfair policy. Saw this at Logan airport while waiting for a flight 20 years ago. There was a station right across from one of the terminals.

Fire engine crew doing a checkout leaves hose attached from an internal hydrant (in the station garage) to the truck. they close the garage door on the hose. Nobody notices. The engine is outside, starts up and is pulling away. As it pulls away, the hose rips upward through the garage door splitting the door in half and pulls the internal hydrant out of the wall. A bewildered crew jumps out of the engine to see a hose attached between their engine and a severed hydrant, a waterfall in their station house and a split aluminum garage door. The crew panics, puts the engine in reverse and rolls over the hose causing it to wind around the rear wheel and axle. The Chief now comes out running around the truck waving his hands and screaming. The water eventually was turned off, and the station garage was flooded. The chief was eventually alone smacking his forehead with his palm looking at his engine with a fire hose wrapped in the axle attached to a broken hydrant.

I just had to tell this story. Sh*t happens. Would of loved to see the paperwork.

If you read the full post, the discrimination comes in with religion. The city is penalizing people who choose to continue their education in a religious setting. That is discrimination. There is your lawsuit. The 70% minority thing doesn't necessarily discriminate against whites, but it limits the number of whites that receive the preference points. If all 100% of cps grads took the test and no other people took it, a majority of the pool to choose from would be minorities. Follow...?

Lane Tech, Whitney Young, Northside prep, von stuben, chicago ag sci, taft, lake view, Senn, prosser,Amundsen,lincoln park, every school with an honors or IB track... you guys think every idiot you lock up are the idiots that will take this test and you assume they are cps. These mutts don't even go to school. There are many smart and great kids that come from almost every school in the city. There are many of you who should not be slamming the cps so hard. Ive seen many of your reports. Blame the system, don't judge the kids.

I have a steady paycheck, health care, overtime if I want to work it...what have we lost? ohhhh, I understand...you area typical entitled north side prick that thinks everything should be free or discounted because you're the cops. Right? You think that you shouldn't have to work a full day, or that the sgt is an asshole because he told you to do you job...You are a typical ball bag.

Can someone please explain to me where these points
for CPS grads and military service come into
play during the hiring process?
My son scored at 91 on the written portion if the
last CPD test.
He was then assigned a random number of
2513.
He is neither a CPD grad or a US Military
veteran.
Where does the five extra points come into play ?

How many CPS students aren't even citizens? The again your don't have to be a US Citizen to be a Cop or Firefighter in Chicago

What about Veterans Preference points for promotional tests?

Since I went to catholic school I got nothing left but to take the test and then jump on the lawsuit bandwagon....

^ This. SCC. Please. Please, as soon as you catch wind of a class-action against CPD or CFD with this obvious discrimination please post it here. I along with many other Catholic high school grads are aching to get in on this.

Here is how you get your child the 5 points as long as they graduate from CPS. All they have to do is the final semester at your local public school, they have rules and can't turn you away. See problem solved play the system like everyone else does

I was told that it isn't 5 pts. What the city has been doing is 20% of all people being processed for the job has to be CPS students. That doesn't mean that they get hired. If they fail a portion of the process they are thru.
Unlike the Veterens clause that says that 10% of each class is to be Veterens.
