More Missing Files?

Where there's smoke, there's fire....and something is burning fierce:
  • A police lieutenant at the heart of the missing-files mystery in the David Koschman case was involved in another death investigation in which police records went missing.

The Chicago Police Department’s Internal Affairs Division questioned Lt. Denis P. Walsh last year about missing documents in the death of Jason Stangeland — two years after IAD interviewed Walsh about the missing Koschman files, according to records and sources.

  • Walsh is among nine officers who were involved in both the Koschman and Stangeland cases, records show.
Nine coincidences? Who's yanking our legs on this one?

Nine?

It certainly seems that there was a concerted effort on the part of a core group of people to manipulate and who knows what else deaths in the entertainment district. We don't see a political angle on this like the Vanecko case, but once again, a bar altercation resulting in a delayed death and files gone missing. Chicagoans are entitled to ask, "What the fuck?"

Relates to -- Vanecko walked today. Won't spoil the ending.

Hey Tourists!

Never you mind the guy laying in the gutter with his skull split down to his teeth!
Step over that poor bastard and continue playing your part to keep the Downtown, River North and Gold Coast revenue machine going!

Eat! Drink! Spend! Pay a fee and a fine!
Frolic and indulge in various iniquities and whoredoms!
Bring your family and friends and lots of money money money!

Crime is DOWN! (because were very busy changing what a crime actually is! ;^)

So if you SHOULD encounter our fine urban youths and they slap you in your eye and liberate your cash and small consumer electronics from you? GO GET SOME MORE to replace what you "lost!"

Well... You DID lose it since what happened to you is no longer a crime in Chicago!

You have JOBS so why worry about such inconsequential things?

Oh by the way, if any of you people have a notion about contesting the re-allocation of your personal items to our urban youths by use of concealed firearms? We WILL use every means available to get in your little life and make it miserable. Because its what WE DO here in Chicago! WHOOO! Constitutional rights be damned!

WHOOO! XD XD XD
Money money money!
Spend spend spend!

Keep those cash registers jumpin' y'all!

Yes there is a group of currently employed CPD members who have been running investigations their way for 10 years now. They have bad mouthed and ruined many CPD members with integrity for not going along with their way of policing. These fkers were all sponsored by Hillard and Cline. Several of these fkers still lunch with their friend Cline. Hang 'em all high.

Off topic . Have you noticed how Channel 7 I-team investigates rarely does any real investigating. Every day they bring on that goofy Chuck Goudie as if he is digging into something important. He talks in that deep , serious voice , saying , " the I-team has learned ".... And it's just a story anyone could have covered. Yesterday , he reported on the goof who attempted to open the door of an aircraft and was subdued by passengers. What was he getting to the bottom of? There is enough political corruption , manipulation of crime numbers, unsolved murders, etc., to dig in to. I-team investigates? Yeah , sure.

As a civilian, I really want to believe that things like this are due to "one rogue cop" but my belief is that this is SOP for the most part.

Sure, this Lt. may have been a cop's cop, but he also got in bed with the clout monsters. And in a way, it's worse than the mafia because at least they have a code of conduct. I'd rather deal with a stone cold gangster or west side drug lord than a Daley hack.

And at the bottom of the story - a CPD detective submitted “forged insurance certificates” and only has to worry about the city garnishing $250k - TWO FIFTY! Must be nice...

Denis Walsh is no relative to the Walsh Construction Company. His dad was a Deputy Chief, Jack Walsh, who was a great guy, his mother Marge was a school teacher for many years, a classy lady, Dad made a lot of friends out there in the real world ,but not many of our bosses now remember him, I really feel bad for all involved in this Kochman cae because all the bosses were directed to do what they were told, all knew it was Daley's nephew who was the offender but it is suicide to try to do the right thing, the exempts would have been dumped in a minute and none wanted to risk losing all that money and prestige, but I know some of them are reaql rubber legged and will collapse in this next investigation, it's so sad that Denis Walsh is not that bright, but he is really a nice guy who will now pay the price for that Fucking Daley!!!!

Cook County Circuit Judge Catherine Haberkorn suppressed the search and arrest, leading prosecutors to quickly dismiss the felony charges. All five officers were later stripped of their police powers and put on desk duty pending internal investigations. And the state's attorney's office is looking into possible criminal violations, according to spokeswoman Sally Daly.

"Obviously, this is very outrageous conduct," a transcript of the March 31 hearing quoted the judge, a former county prosecutor, as saying. "All officers lied on the stand today. ... All their testimony was a lie. So there's strong evidence it was conspiracy to lie in this case, for everyone to come up with the same lie. ... Many, many, many, many times they all lied."

All five are veteran officers. Glenview Officer Jim Horn declined to comment Monday, while the other four — Sgt. James Padar and Officers Vince Morgan and William Pruente, all assigned to narcotics for Chicago police, and Glenview Sgt. Theresa Urbanowski — could not be reached for comment.

WSJ
Detroit Reaches Deal With Police, Firefighter Retirees
Under Agreement, Public-Safety Worker Group's Pensions Would Remain Largely Intact

By MATTHEW DOLAN
Updated April 15, 2014 1:17 p.m. ET
DETROIT—A group of retired police and firefighters has reached an agreement with the bankrupt city of Detroit calling for few cuts to their benefits, according to the mediators in the federal bankruptcy case.

The tentative settlement is part of the city's effort to try to reduce more than $18 billion in long-term debt, and it is expected to be included in the city's revised debt-reduction plan that it plans to file with the court this week.

Under the terms of the settlement, the group would experience no cuts to their current pension benefits and would receive almost half of their scheduled cost-of-living adjustments going forward, according to a statement Tuesday by the mediators in the federal bankruptcy case.

The mediators added it is possible that all of the cost-of-living-adjustments benefits could eventually be restored under the city's proposed debt-cutting plan. It was unclear what the overall impact will mean in terms of reductions to an average pensioner's paycheck.

Other terms include a voluntary employee beneficiary association plan, known as a VEBA, to handle retiree health care, instead of the city. These retirees would also keep some representation on the board of their pension system, over which the city had proposed increasing independent oversight.

.....

Retiree groups and other creditors have long objected to the city's bankruptcy filing and its debt-cutting plans. The proposed settlement, if confirmed, may set aside some of those objections, including a continuing legal fight by some retirees who argue the city has no right to cut future pension payments at all.

I love how everybody on here always screams "they should all be fired" when they only hear things from the media and third parties... but if they get in trouble, they are the first ones crying to everyone else how they are getting railroaded, and how they need help and get sad when people mock what happened to them or say, "he should be fired". put yourself in another persons shoes. We all know right and wrong. We all know what happens if you screw up. But if you do screw up and get caught its not a good place to be. You dont want to be in that situation and you dont want to see anyone else in that situation believe me. save the comments about people getting fired or arrested etc. I get you dont like people but dont forget, one day you might screw up and the last thing you want is to see anonymous cowards posting how you should be arrested. off duty domestic, dui, accident, something work related that gets blown out of proportion who knows... it could happen to anyone in any circumstance... when/if its ever you, it wont be funny anymore im sure.

Dennis Walsh is not related at all to the Walsh Construction Company. That is a fact. Also Walsh is a decent guy and he does the right thing for looking out for officers.
As I read some comments here about how Walsh takes care of people I get annoyed when other coppers bash him for that. Please Officers understand we must stay united and together as one regardless of differences. We need to worry about each other more then we do.
Everyone hates us and we are all we have. Recently I was headed home and saw the results of a bad car accident in 12 district and it was around 1 am on Chicago Ave. I stopped because there were 4 cars involved and serious injuries. As the officers arrived one of them asked if I saw anything and I mentioned to a young M/2 officer that I was a off duty police officer and did not see anything and just stopped because the police and fire had not arrived yet. The 12 dist officer then went off on me saying get the fuck out of here and dont you have anything better to do this late at night. He then made a comment saying there is no way I am a officer due to my " short stature" . At that point I just walked the hell out of there without saying a word to the officer.
This is a one example of how harsh and crappy our own officers treat each other. There is no reason to talk to another officer that way. My point that I am trying to make is that this job is a hard enough and stressful job as it is when dealing with the public. But when it comes to dealing with our own we need to be more mindful and supportive of each other. No reason to yell and treat each other like crap. We are never going to all get along but we still have the freedom to not talk to eachother. Just try to be better to each other officers. You never know, one day that officer may call a 10-1 and I can guarantee I will respond and assist him and vice versa. We need to go easier on each other and just watch our words and actions when dealing with each other. D. Walsh is a nice guy and no matter what he will do all he can to assist and help out his fellow officer as best as possibly regardless of his personal opinions of that officer. We need to stick together.
Finally, Whoever that officer is on midnites in 12, I forgive you but please do not speak to your peers that way. I remember your name officer and one day for all you know, you may be in a situation where you need something and I am on scene, if that is the case I can promise you Mr. Young Officer that I will certainly assist you regardless of my personal opinions of your actions that nite. Be safe out there officers and sorry for the long rant.

Sounds like the retirees did allright. No reduction or cut in pensions. Even the 1/2 of current 3% CO(LA is better than what the state of Illinois is offering which is 1/2 of inflation, which is almost nothing now.
The doomsdayers on this blog must be unset. They were talking about 10 cents on the dollar, no pension, no healthcare for retirees.
Remember too that Detroit has no tax base, high unemployment, no businesses or industries and alot more foreclosures than Chicago.

Denis Walsh is a good guy, no matter what anybody says. I have known him and Mike since they were kids. His dad Jack was a good boss who had a great sense of humor who took lots of ball busting from certain people. He could dish it out also and was great fun to be around. Mike is also a good guy, well liked. So they have some juice. How many bosses have juice, but are complete jagoffs who live to jam up Coppers? Believe me their are very few good guys who will extend themselves for working coppers. The Walshs, Duffin learned from the best guy/Copper I ever saw, Johnny Farrell.

I've had many cases that have made the news both locally and nationally over the span of 28 years. They have never been reported correctly, ever. I make no claim to knowing a thing about this case but I do know that this story is not complete because of the gaping holes in the reporting.
What happened to the victim occurs sporadically but it does happen. Lingering, traumatic injuries that eventually lead to death long after the initial injury. Most often the medical examiner will classify it as a homicide and the state will not hesitate to recharge and upgrade.
I guess my point is that it seems from the article that there were no witnesses to the confrontation or injury to the victim. The article isn't clear what the student was charged with initially. Was it the battery to the victim or the incident to the officer?
The article states that the family made a report two days after the injury. If that's the case what happened and what was reported the night of the incident?
Let's not start the crucifixion until it is warranted, if it is warranted.
One more thing about these cases leaving the area. I wish I could have had all my cases under lock and key because they mysteriously wound up on the defense attorney table at a bond hearing or on the news before I had ever finished them and before they were ever approved. We have people in our department both civilian and sworn that are pimps to these attorneys and news outlets.

Denis Walsh is no relative to the Walsh Construction Company. His dad was a Deputy Chief, Jack Walsh, who was a great guy, his mother Marge was a school teacher for many years, a classy lady, Dad made a lot of friends out there in the real world ,but not many of our bosses now remember him, I really feel bad for all involved in this Kochman cae because all the bosses were directed to do what they were told, all knew it was Daley's nephew who was the offender but it is suicide to try to do the right thing, the exempts would have been dumped in a minute and none wanted to risk losing all that money and prestige, but I know some of them are reaql rubber legged and will collapse in this next investigation, it's so sad that Denis Walsh is not that bright, but he is really a nice guy who will now pay the price for that Fucking Daley!!!!

we were told it is mandatory to attend (either the day or evening session) but it is no longer mandatory to send one person a day for each class but it is mandatory to sign up first via elearning which requires approval by a Lt or above who should first check the projections to make sure manpower allows but its okay to sign up if they don't and two or more people can go to each class from any watch unless the class is overbooked but there is no way of knowing although you must check your email after enrolling for a confirmation which wont happen if a Lt has not approved the elearning and don't forget to go to peak performance driving school once a year but no more than once in a 12 month period---all of which would be easier if the XO had nothing to do with any of it and if the Lt would take responsibility for the watch and assign people (tell them next tues you are at training- case closed).....

So true. Lock and key is a pipe dream. So-called felony files were always incomplete, on someone else's desk (wink, wink) or being pulled apart by a supervisor.
It didn't help when Andrews decided file cabinets were ugly and they all had to go, and we had to improvise with lockers and our car trunks. Brilliant.
