Bike the Ghetto

  • The Chicago Police Department is deploying bikes for use by patrol officers in 19 of 20 targeted zones that have had a history of high rates of violence, Mayor Rahm Emanuel and Police Supt. Garry McCarthy announced Friday.

    Roughly a third of the 360 foot patrol officers assigned to the police’s Operation Impact program, which targets high-violence neighborhoods, have been trained and equipped with bikes, officials said. Some 140 officers will participate in the bike patrol.

    The bikes are being deployed in zones on the South and West sides.
Where are they going to mount the PDT's? Can we at least shift them all to their own radio zone so they can run names in peace?

Everyday there are officers held down in the station due to lack of vehicles... We are second class citizens and it's getting old really quick. Anyone interested the Illinois conservation police is having a test in early May!

The PPOs are given a couple department issued blackberrys per impact Zone that have PCAD installed.
They are supposed to run names on CW per their orders but they don't.

This is just another attempt to hide the equipment shortage we have. The PPOs were given pool cars with no cameras, no PDTs, and basically the worst of the worst. Expect to see those cars showing up in districts now as "pool" cars.

I think it is a BAD idea.

Bikes in the ghetto? Talk about putting an officer out there in a vulnerable position. If I was in charge, I would never do that.

If there is a fire fight, where does the officer take cover? What about any vehicle chase? Not every criminal is on foot.

Plus with Chicago weather, "bike patrol" is only good for half the year at best unless you're going to find snow tires and skis for the bike.

What about equipment storage? Shotgun rack? Rifle rack?

High violence zones means you need firepower - at a moment's notice.

Come on - in less than five minutes I shred the whole idea with a pragmatic insight and I am not even in law enforcement.

Why not bring back some Harleys? (2 AND 3 wheel) Too manly to handle?

What idiots do you have in charge at CPD???? Oh yeah, I forgot.

Scam! The theory is its cheeper to fix a bike than a pool car with 120,000 miles on it. Also it's not a pdt but a blackberry that no one wants to use since the screen is too small and takes too long to get info back.

Also, our team only has 3 bike trained ppo's out of 20. They only train 2 per zone every few weeks. By the time you get trained you are done with the program and sent to a district.

Not to mention the zone is 20 blocks from the district. Half your tour will be spent riding to and from the zone for lunch and check off.

Them being on the zone is a gift and curse. I want to hear where they are in case they get into some shit, however I do not want to hear them calling dumbass bus checks or wanting to run 4 names. How bout one stays on zone and other goes to citywide and runs those names instead of clogging radio space.

Speaking of the ghetto.Police shooting in 025 last night involving the destruction of a dog.Now normally this is a pretty simple procedure pertaining to a missle X,TRR as long as there's nothing else hit.UNLESS of course you're wearing a gold star,cue the dark side theme from Star Wars,and in steps Deputy Velez with his driver cronie.Now according to our fearless leader he states that this is no longer a misc x card and requires a case report for non criminal damage to property.When the general order is brought to his attention,he states"oh well that changed after the SGT's Test.Well many attempts of finding this new called Special order,I'm guessing it's under the title this Shit doesn't exsist file,he begans berating the officers on scene for removing the animal from the presence of the public(let's face it how long has it taken in the past for streets to pick up a dead animal in the past)and not putting up crime scene tape......I didn't realize that a dead dog required the crime lab.He than orders a p.o. to take the dog out of the bag and search it's body for the 3 bullet wounds.Now I've watched CSI while performing doggy style,but this shit was just insane ;and No matter what kind of sense was trying to be relayed of this situation he wasn't having any of this.He even went as far to tell the W.C. I'm the acting superintendant,i know what's going on.He further states that this is new practice as the city has faced numerous lawsuits from dog owners.Well news flash Einstien regardless of how this incident is documented it's not gonna stop some shitbag lawyer from suing....Go back behind the desk and worry about beat tags and take the cronie yes man with you.what should of been done in 40 minutes took hours of wasted manpower.Now excuse me as I contact the dog whisperer to get dead FIDO's side of the story and contact the Loevy's to get this inevitable lawsuit going.....The real reason to even bring up this nonsense is so people have an idea on how clueless some of the leadership is. God forbid the day when an incident of epic preportions happens and we have to look to bosses like this for leadership and p.s. he also originally stated that the P.O. was the victim for said property which was destroyed.What a joke

If there is a fire fight, where does the officer take cover? What about any vehicle chase? Not every criminal is on foot.

Plus with Chicago weather, "bike patrol" is only good for half the year at best unless you're going to find snow tires and skis for the bike.

What about equipment storage? Shotgun rack? Rifle rack?

High violence zones means you need firepower - at a moment's notice.

Come on - in less than five minutes I shred the whole idea with a pragmatic insight and I am not even in law enforcement.

You're obviously not the police seeing we haven't had shotgun racks since the 80's and they were on foot before without a car. So this ninja shootout you are imagining where the ppo's are doing TJ Hooker slides over squad cars to get to cover wasn't happening. In most of these high violence districts guys aren't carrying rifles because they don't care anyways.

There is no operation impact "order". There is only a PowerPoint presentation. I agree running a bunch of names over the air is dumb PDTs are needed to solve this problem The VRI guys are told to switch over to a citywide but not the recruits. It's a safety issue. They weren't really trained (2-3 ppo's to 1 FTO) and sent to the zones.

I'm just happy every exempt has a new car with no more than 10,000 miles. They earned it.

The Reader is finally starting to peel the onion of corruption. The next step is to see why the budgeted funds to maintain sufficient manpower is squandered. Why was 13,500 officers sufficient years ago and now we hover around 8,000. In addition and most telling with a Department depleted by 1/3 why are there not sufficient SAFE vehicles? Between lack of manpower, vehicles and completely exhausted officers with people cooped up over a terrible winter,we are sailing towards the perfect storm of a city ready to burn to the ground this summer

Shotgun rack? Rifle rack? cant remember a time the CPD has fired one of those weapons in a "firefight".
As far as the weather, the revenue guys on bikes have no problems writing tickets in mty neighborhood year around

The condition of the bikes on this department are no better than the cars! You call down to the bike maintenance at millennium park for parts to fix your bike and they tell you they have no parts, or are waiting for equipment that's been ordered. Most bike officers wind up paying for the equipment or repairs themselves because they can't wait for this ghetto 3rd world department to get them the necessary equipment. That being said, the whole idea of putting bike officers in an area of active shooting is reckless and hazardous to say the least. That useless puppet that calls himself superintendent and that ballerina with a communications degree who plays big city mayor are the most clueless irresponsible clowns in this town. Good luck to these officers and stay safe.

Just out of curiosity who would you want in the Supt position??? When Cline was the boss everyone bitched and complained about him and he came up through the ranks. No matter who is there he will be hated. So who would you want as the boss???

Maybe SWAT will now get take home bikes. We can respond to HBT jobs from our house. I could wear my vest and helmet and use a mount for my m4 so I could shoot from my handle bars. This way I could get my workout in at the same time.

You are correct in calling us a third world police department. Swat had been promised take home cars for ten years. Till this day only 20 percent of the team have take home cars. Boys and girls please know SWAT wants to respond in a timely manner. We just don't have the numbers or the cars. It's more important for these other units and political hacks at 35th street to have take home vehicles and they have week ends off.

I think it is a brilliant idea on how to replace expensive patrol cars with inexpensive bicycles. I will save millions of $$ a year. Money the City can spend elsewhere. It will also get officers out of their vehicles where they are isolated from the people and out among the people, close to where the action is.

A cop on a bike can interact much more closely with the citizenry than one closed up in a patrol car can. That is why so many British police are either bike or foot patrol. Whoever though this up deserves accolades and a hefty bonus.

Putting most officers on bikes instead of cruisers is an excellent idea. This will get officers in really close contact with the populace and will allow them to interact much quicker. Give it a year or so and we can completely take back the streets and neighborhoods.

My dad Richye got great deal on a thousand bikes made in his adoped country Red China. All top of the line material. I inspected the factory on the city's dime for a month. Red China is great.
It was a bitch staying at a five star hotel on a city credit card. I even put on a few pounds.
Their Gucci purse; are a so high line a bought five back home. 300 percent cheaper then the Gucci store on Nichigan Av.
Regarding the bikes Dad got a deal on, the pant is a little off and if you get a rash between your legs just use baby powder. The bikes also glow in the dark from the steel bought from an old nuclear scrap yard.
Maybe one day, I will be your Mayor and things will go back to where you all were loved by my family.

That's why I didn't shoot the last dog. We dragged him into the street and ran him over with the squad car. It was a little messy because the beater car we had couldn't get all the way over the dog so we paid three kids on the corner to help push. The bumper fell of, but we wrote it as parking lot damage. I think bike patrols in the hood are dumb as hell and these "foot" patrols, VRI, impact zones, boxes and whatever other horse excrement CPD come up with is a total waste of time, money and the few brain cells The department has not stolen from me already. Let the working police work and let the dogs be dogs (nothing you can do will change them). Put the PPOs with POs so they can actually learn something (that's where I learned), because the FTOs are mostly jokes and the good ones can't do a good job with 2-3 PPOs at a time.

Oh and if you PPOs that are getting bikes are reading this, buy another pair of cuffs (if you don't have two already) and use them to secure the bike to something sturdy. Need need for extra keys or other equipment and your partners can pick up your bike if need be.

Be safe. The department does NOT care about you, we have to take care of each other.

if there was an area of patrol you need a car its south and west sides.
if something does go wrong (and it will)
somebody is screwed.
I could see bikes for like the tourist areas like the parts of the lake front and Michigan ave.
I would see them around Pulaski and Fullerton north ave and Cicero areas around in there.
but still safer with a car.
though proponents will say bikes get to places a car can't and some alleys that most likely true but a car would be more secure

We have killed at least 4 people with the rifle since its inception. EACH one was 1 hit, including one shitbird in the shoulder, they ALL died. Great fight stopper..and intimidator. Get your head out of your ass..

The transfer order for 5th period is out and there are several people that they are trying to sneak in listed a "by bid" when they didn't have the seniority to make the bid. If you put in a par form to transfer, check the seniority dates of those that made it and see if they are less then you.

We as police often don't see other perspectives and assume that others see what is right in front of their faces which is an incorrect assumption. You have no idea of the guys background who wrote that. I happen to agree with him that the CPD doesnt use them often if ever and has a SWAT team if heavy weapons are needed.
Great example you use. Didn't happen in Chicago, but in LA 17 years ago, yea 17 years ago and when they did get the heavy weapons they didnt help. One guy committed suicide and the other was shot by a po with a handgun from under a squad.
If you think a suburban dept is better, maybe you should be the one to leave for that dept.
I am in a busy district and we take care of business long before the shotguns and rifles are needed. Respond is good and the job is done. A few hostage or barricade situations were handled by swat.

More female officers in 016. It is very hard to hide clouted females inside so the next step is to move them to a nice district. It is bad enough that there are fewer officers to patrol 016. One last thing I don't think anybody mentioned. Some areas of this city are not exactly shining examples of safe and courteous driving habits.

At least in a car you have some protection in case of an accident. On foot you are pretty mobile for the first 4-5 feet. On a bike, not so much.

Not talking about a chase, just everyday riding around the hood. Seems like a very poor choice of equipment to be putting in those streets.

"Safe, well-lit area" is five-ten miles away. (grin)

Seriously, I worry about sending bikes into some of the worst places, in a time when offenders increasingly go batshit, ram squad cars and try to run over officers.

Also the whole block is waiting for ANYTHING to tear up, any slight variation to jump on and knock lower than they are, and there are like 300 of them. Better to call for an assist if you have to.

If you have to do this detail, make sure tires are at max rated pressure every time before you go out. Rides faster and less likely to flat.

Don't mess around patching. Put in the heaviest "thorn tubes" you can get, and carry a folded-up spare tube. In with the new tube and go. Saves a whole lot of fooling around. I don't trust those CO2 inflators; you can never tell if the cartridge is OK or has leaked off until you go to use it. The alternative, a small frame pump can be a bitch to use; some of them have plastic parts that break on you, and you need to carry a little wood block to brace the pump against a tree or something, or you might tear the valve stem out and you can't fix that.

Also -- make sure your cranks are tight on the bottom bracket axle. You need a small ratchet with a 14mm socket for most of them, retaining nut is under the little plastic dust cap. Once you ride on a loose crank, the hole enlarges and you can NEVER get it on tight again, damn thing loosens again every half-block.

By now I've broken everything on a bike there is to break -- but not in the 'wood.

Maybe SWAT will now get take home bikes. We can respond to HBT jobs from our house. I could wear my vest and helmet and use a mount for my m4 so I could shoot from my handle bars. This way I could get my workout in at the same time.

You are correct in calling us a third world police department. Swat had been promised take home cars for ten years. Till this day only 20 percent of the team have take home cars. Boys and girls please know SWAT wants to respond in a timely manner. We just don't have the numbers or the cars. It's more important for these other units and political hacks at 35th street to have take home vehicles and they have week ends off.

The leadership of Special Functions doesn't give a shit about anyone!!!!! That is the truth. We are all expandable!!!!

Hey, Jack Webb - WRONG!

How many times have YOU ever fired an M2 or an M60? Do you even know what those are?

Either you are an old-timer with your snubby .38 or some young guy (non-vet) who believes "verbal judo" is going to get you out of a jam.

In either case, you are walking around under-gunned.

Englewood and some of the other areas are very violent. My original post said a cop should not go in under-gunned and that bikes are a bad idea. I would never let a cop go into an area like that with inadequate equipment. NEVER.

Superior firepower is the best deterrent for any ambush whether it is here or in a combat zone (what's the difference?)

Reading some of the comments here on this blog makes me think only those with military experience should ever be eligible to be CPD.

AND - that goes double for anyone over the rank of sergeant.

Some of you resort to name-calling because you think you "know-it-all" and have seen it all. I learned a long time ago to learn from others in order to stay alive (and not to become a Hero).

So go ride your bikes into the Little Big Horn,know-it-alls.
